The draft second editions of the Transportation Analysis Framework (TAF) and Transportation Analysis under CEQA (TAC) are now available for public comment! All feedback received will be considered prior to finalizing the guidance documents in early 2025.

The draft second editions of the TAF and TAC clarify and consolidate the guidance previously shared in our hot topics and internal bulletins, integrating over three years of updates and lessons learned from Senate Bill 743 implementation on the State Highway System.

Consistent with Executive Order N-2-24 and other state policies, implementation of SB 743 continues to support the state’s commitment to reducing vehicle miles traveled and greenhouse gas emissions by promoting multimodal transportation networks and encouraging infill development.
