Advocacy Corner-Legislature Update
The Texas Legislature convened for the 89th Legislative Session on January 14th. Lawmakers will meet through June 2nd to pass state laws and enact a two-year state budget.
As many of you have seen in the recent news, education is a hot policy topic among lawmakers. Governor Greg Abbott and many lawmakers in leadership are focused on passing a private school choice bill called the Education Savings Account (ESA) Bill. The Texas Senate passed its ESA proposal in the Senate this week, and leaders in the Texas House are expected to file a version of an ESA Bill in the coming days.
While the media will focus on the ESA bill, much work is also underway to support more funding for public schools, including public charter schools. Governor Abbott delivered his State of the State speech on Sunday, and he dedicated the majority of his remarks to the importance of education. The Governor highlighted teacher pay raises and more funding for public charter schools as legislative priorities. His specific language regarding charter funding follows:
“Increase public school choice opportunities by increasing funding for open-enrollment charter school facilities.”
The Senate and the House have not filed teacher pay raises or charter funding bills yet, but we expect that to happen soon.
Other categories of spending are also being considered to bolster funding for public schools. The House and Senate budget proposals include more funding for school safety and special education.
With a $24 Billion budget surplus and a keen focus on improving education for Texas students, there is optimism that our public schools will benefit from this unique moment in Texas history.
