USACE Awards Contract for BIH Channel Deepening

Increased activity at the Port of Brownsville has allowed the port to climb to 50th position among 150 U.S. maritime ports for the movement of waterborne cargo, according to the U.S. Army Corps of Engineers' 2022 Annual Report. 

The U.S. Army Corps of Engineers (USACE) Galveston District (SWG) awarded a contract in the amount of $104 million to Callan Marine Ltd. for deepening of the Brazos Island Harbor (BIH) Ship Channel in south Texas, August 12, 2024.


USACE and the Port of Brownsville will be deepening the ship channel by 10 ft. to a new authorized depth of 52 ft. for a 13-mile segment. This section of the project is known as BIH Segment B.



The contractor is required to remove approximately 7,000,000 cubic yards of material using a pipeline dredge to deepen the navigation channel which will be placed into Placement Area (PA) 5B which was improved by the Port of Brownsville along with PA 7 in preparation of this contract award. Work is scheduled to begin October 2024 with an estimated completion date of June 2026.

"This investment ensures that the port remains a critical player in the global supply chain, supporting sustainable growth for diverse industries. Our partnership with the USACE and NextDecade on the BIH project further solidifies the port’s commitment to advancing our position for the betterment of our region and the communities we serve.

BND Appoints Port Director and CEO

William Dietrich becomes the ninth port director and CEO in the Port of Brownsville’s 88-year history

At a regular board meeting held August 7, the Brownsville Navigation District (BND) Board of Commissioners voted unanimously to appoint William Dietrich as Port Director and CEO.


Dietrich becomes the ninth port director and CEO in the port’s 88-year history. In December, the BND Board named Dietrich Interim Port Director and CEO while the navigation district conducted a national search for a new port director and CEO.


“I would like to congratulate Mr. Dietrich and commend him on the progress happening at the Port of Brownsville,” said Brownsville Navigation District Chairman Esteban Guerra. “The unprecedented achievements at the port in recent years have positioned us for continued success. I am certain under Mr. Dietrich’s leadership the port will advance as a beacon of prosperity for the future.”

Captain Gene R. Tuttle Jr. was sworn in to the Brazos Santiago Pilots Association June 3.

Family Legacy Deepens at the Port

As a child, Gene R. Tuttle Jr. often visited his father Gene Tuttle Sr. on tugboats at the Port of Houston sparking his interest in the maritime industry. Today, Tuttle Jr. proudly follows in his father’s footsteps as a Branch Pilot for the Brazos Santiago Pilots Association (BSPA). 


“It is exciting to be able to step into the same port my father was working in and to see the growth that's happening at the Port of Brownsville,” said Gene Tuttle Jr. “I remember visiting the port and thinking man, this place has so much potential and I'm finally here and it's really taking off.” 


At a regular board meeting held June 3, the Brownsville Navigation District Board of Commissioners voted to appoint Gene Tuttle Jr. a Branch Pilot for the BSPA, marking the continuation of a legacy within the Tuttle family after Tuttle Sr. retired this year. 


Tuttle Jr. joins BSPA Presiding Officer Captain Chris Urbanovsky and Captain Jonathan P. Willett as the third port pilot in the organization. Tuttle Jr. began his deputyship in July 2023, shadowing every ship entering or leaving the Brownsville Ship Channel. After demonstrating his capabilities, he was entrusted with handling jobs independently just three months into his apprenticeship. 


The BSPA is tasked with ensuring the safe transit of all vessels being piloted within the Port of Brownsville and Port Isabel while safeguarding the environment and overseeing the compliance with all rules and laws governing marine vessels.

Port Abilities: Supporting the Automotive Industry

The Port of Brownsville has the logistical leverage to move major commodities.


In July, more than 12,000 tons of aluminum t-bars destined for use in the automotive industry arrived on the M/V Saga Fantasy from Hong Kong and were expertly unloaded by Schaefer stevedores.

Texas Shrimp Association Hosts Blessing of the Fleet

Tooling past one boat after another in the shrimp basin at the Port of Brownsville, Monsignor Heriberto Diaz — arrayed in his vestments aboard the trawler Capt. Sam — sprinkled holy water toward each one, continuing an ancient ritual, albeit this time accompanied by diesel exhaust fumes from the vessel’s stack plus occasional ear-piercing blasts from the air horn.


It was the Texas Shrimp Association’s Blessing of the Fleet on July 11, the first since the pandemic. It was likewise Monsignor Diaz’s first experience with fleet blessing. The St. Mary’s Catholic School pastor admitted afterward that his elbow was a little sore, from all the sprinkling.
