Greetings!
On Monday, August 31st, Mayor Lori Lightfoot introduced the City's 2021 Budget Forecast where she outlined the many significant challenges facing our city due to the ongoing pandemic. Chief among these challenges was an approximately $783 million decrease in revenue from 2020 because of the impact of COVID-19. This decrease in revenue accounts for 65% of the $1.2 billion budget gap Chicago is facing in the coming fiscal year. As the Chairman of the Committee on the Budget and Government Operations, it's my duty to shepherd a responsible, fair and transparent budget through City Council. I am committed to that responsibility and I look forward to working with residents from all corners of our city to find solutions to our current budgetary situation.
To that end, during her address, Mayor Lightfoot released the 2021 Budget Forecast, the 2021 Budget Forecast Summary and accompanying 2021 Budget Announcement Press Release. The budget forecast documents, and all subsequent 2021 budget documents, can be found on the Office of Management and Budget website here.
In addition, to spur community engagement around the 2021 Budget, the Mayor has announced a week of 2021 Budget Town Hall Meetings, beginning August 31st, and a 2021 Budget Survey for residents to fill out to share their thoughts on the city's budget. I encourage you to watch the virtual town hall meetings and to fill out the survey. Your responses are critical to how Chicago shapes its budgetary priorities and citywide policies moving forward.

State of Illinois Mask Mandate
The State of Illinois has promulgated new face covering rules requiring each bar and restaurant customer to wear a mask whenever interacting with staff. This means wearing a mask while ordering, receiving table service, and when picking up carry-out.
This new rule has been added to Chicago's existing reopening guidelines, which can be found at chicago.gov/reopening. As a reminder, all of Chicago's reopening guidelines can be enforced by the City of Chicago. Furthermore, per State law, everyone over the age of two who can medically tolerate a mask must still wear a mask whenever they are unable to maintain social distance and whenever they are in a public/shared space – whether inside or outdoors.

Alderman Dowell to Host Town Hall Meeting with COPA
On Tuesday, September 15th at 6:00 pm, Alderman Dowell has tentatively scheduled a virtual town hall meeting with the Civilian Office of Police Accountability (COPA). COPA is tasked with investigating allegations of police misconduct for the city, and is an important part of the police reform and oversight system in Chicago. 3rd Ward Free Shredding Event Sept. 23rd
Professional document shredding services provided by Midway Moving and Storage will be on hand to assist residents with destroying and safely disposing of your old bills, medical records, bank statements and other documents. Paper shredding only. Please remove all plastic binder clips, paper clips and other non-paper material from the documents to be shredded.

3rd Ward Free Food Box Giveaway
Every Friday from 10:00 am to noon, starting on September 4th through the end of October, Alderman Dowell's office will be partnering with Blueprint Foods to host a free food box giveaway. Families can receive one box of meat/produce and one box of dairy (the dairy box will be available starting September 19th) while supplies last. Drive through pickup! Dowell Hosts Cook County Assessor Kaegi at Town Hall Meeting
On Tuesday, August 18th, Alderman Pat Dowell held a virtual Town Hall meeting featuring Cook County Assessor Fritz Kaegi. This informative event was supplemented the July virtual Town Hall with Cook County Treasurer Maria Pappas. During the meeting, Assessor Kaegi made clear his Office's dedication to transparency, equity and setting fair and accurate values for 1.8 million parcels of Cook County property. In addition, constituents posed questions regarding a myriad of issues, including but not limited to, property tax exemptions, the County's vacant property policy, certificates of error, and COVID-related adjustments.

Alderman Dowell Celebrates 100th and 104th Birthday of 3rd Ward Residents
Alderman Dowell happily attended a celebration for the 100th birthday of Ms. Bass and the 104th birthday of Ms. Ruth Hodo, two outstanding longtime Bronzeville residents. At the event, Ms. Hodo told Alderman Dowell she reads the monthly newsletter “cover to cover without glasses.” Thank you to Andrew Holmes and his foundation for invitation to this wonderful celebration which certainly uplifted everyone's spirits.

Rollin' Rec Comes to Prairie Ave.
Alderman Dowell enjoyed socially-distanced family fun on a Friday afternoon with the residents of the 3600 block of Prairie Ave. The Chicago Park District brought the Rollin’ Rec mobile recreation program to 3rd Ward families in the Bronzeville neighborhood. Turnout was good. Kudos to David and Tanya Griggs who pulled it together and got the neighbors out!!
Bronzeville Farmers Market
The Bronzeville Farmer's Market is held on Sundays from noon - 4:00 pm at the corner of 47th St. and Martin Luther King Drive. The market not only features delicious locally grown produce and products, but hosts important community events as well. For example, this past Sunday the market held a census completion event and local Chicago artist William Estrada will was on hand taking family photos. CPS Issues Final Framework for Remote Learning, Free Internet and GoCPS Application Changes
In August, Chicago Public Schools (CPS) announced their decision that students will begin the coming school year learning at home. This decision was made due to the ongoing COVID-19 pandemic. CPS's top priority has been, and will continue to be, keeping students and school communities safe. As part of this decision, CPS is sharing the Final Reopening Framework for the start of the 2020–21 school year. This framework gives CPS the flexibility to begin the school year learning at home and transition to hybrid learning once public health experts determine it is safe to do so. Click here to read the full press release. The first day of school for CPS students is Tuesday, September 8th.
To help families transition to remote learning, CPS is offering FREE Internet for eligible students through the Chicago Connected program. To sign up, CPS families must verify their eligibility by clicking here (English) or here (Spanish). Registrants will need to know the student's ID and birth date to complete the eligibility form.
Finally, if your student is applying to a CPS high school, the district has changed the admission standards to better account for changes in schooling due to COVID-19. This includes changes to which NWEA scores and grades can be submitted, and that attendance will not be considered as an admissions criteria for the fall of 2021 school year. Furthermore, CPS plans to administer the selective enrollment exam in person as scheduled during the winter of SY2020–21 with proper health and safety protocols in place. The dates of the selective enrollment exam will be announced in the fall. Mayor Lightfoot and CPD Expand Neighborhood Policing Initiative to Three More Districts
Mayor Lori E. Lightfoot and Chicago Police Department (CPD) Superintendent David O.
Brown announced the expansion of the Neighborhood Policing Initiative to the 9th (Deering),
10th (Ogden) and 11th (Harrison) Districts. As part of the expanded initiative, each district will roll out
new District Coordination Officers (DCOs) this fall, who will work directly with community members to
resolve public safety issues through collaboration and remedy neighborhood issues with the help of
beat officers, detectives, aldermen, area businesses and sister agencies. To ensure DCOs are fully
integrated in the neighborhoods they serve, the Department is also launching a new community immersion training program, completing one of Mayor Lightfoot’s 90-day reforms announced in early June. Alderman Dowell looks forward to the expansion of the Neighborhood Policing Initiative into the 1st, 2nd and 7th Police Districts which cover the 3rd Ward.
First piloted in the 25th (Grand Central) District in January 2019, the Department’s Neighborhood
Policing Initiative is designed to better connect police officers with the residents they serve through
collaboration and partnership. While patrol officers have little time to create meaningful connections
as they work from one radio assignment to another, the initiative trains officers to become DCOs,
whose job instead focuses on building valued relationships with residents, which are proven to lead to
better community tips on crimes and decrease the amount of 9-1-1 calls for service. In the 25th District, officers have experienced 1,538 less 9-1-1 calls compared to last year. The reduction in 911 calls has also resulted in fewer Radio Assignments Pending or RAPs in the 25th District. These are typically low priority calls for things such as fireworks or a barking dog that are placed on a backlog until a unit becomes available. RAPs are down 26% in the 25th District this year through Sunday, compared to the same 8-month period in 2019.

Rules for Dogs in Parks
The warm summer weather means sharing Chicago's ample park space with families, runners, picnics, sports of all kinds and yes dogs. As a reminder, dog friendly areas are designated sections within Chicago parks or beaches where dogs are allowed to run and play off-leash, the only areas in the city where this is allowed. Many of these sites provide features such as doggie drinking fountains, separate areas for shy dogs, dog owner bulletin boards, trash receptacles and extra doggie bags.
The owner or other responsible person bringing any dog into a dog friendly area must have a permit and tag issued by a participating Veterinarian for each dog. Please be responsible when using these areas by following the policies and procedures for Chicago Park District Dog Friendly Areas. If you and your pet are not within a dog friendly area, please keep them on leash at all times.
Speed Bump Striping
If you live on a residential street with existing speed bumps that are in need of repainting, please call the 3rd Ward Public Service Office at 773-373-9273 to request they be repainted. Proper marking of residential speed bumps makes them much easier for vehicles to see and much more effective in slowing down traffic. The office can not guarantee that every request for speed bump repainting will be completed this construction season, but every effort will be made to fulfill all requests.

Public Meeting Webinar for Pershing Rd. Improvements
The Chicago Department of Transportation (CDOT) will hold a Public Meeting Webinar concerning the proposed Pershing Road Improvements Preliminary Engineering Study on Tuesday, September 15th starting at 6:00 pm. The Preliminary study comprises the reconstruction of Pershing Road between Ashland Avenue and Wentworth Avenue, including replacement of the Pershing Road Bridge over Racine Avenue and Norfolk Southern Railroad spur tracks. The proposed improvements would reconfigure travel lanes on Pershing Road from two lanes in each direction to one lane in each direction to improve safety for vehicles, bicycles, and pedestrians.
The Public Meeting Webinar will be streamed online using WebEx Events at the link provided on the project website at completestreetschicago.org/pershing. The WebEx Event password is “Pershing”. Participants can also phone into the meeting at 312-535-8110 and enter access code 146 290 5292 for audio only access. If desired, a printed copy of the presentation can be requested in advance to follow along when calling in by phone.

CN Makes Necessary Repairs/Adjustments to Greaser
In order to help with the noise issues associated with trains using the St. Charles Air Line in the South Loop, Canadian National has recently changed the batteries in the greaser on the east side of the line and it is now are functioning as attended. Additionally, CN confirmed that the supplier plans to increase the greaser frequencies to account for the additional train traffic. StreetWise Has Relocated from Uptown to the South Loop
StreetWise has moved into the South Loop at 2009 S. State St. They are open for business and have been recruiting people who need to earn money. Many of their participants are homeless, unstable housed, experience chronic unemployment, reentry from incarceration, veterans, seniors, people in recovery, and people with disabilities. StreetWise provides an immediate opportunity to earn money through the sale of StreetWise magazines. They also have our STEP program that helps people become ready for a job, get a job, and stay employed.
StreetWise also offers a number of services and supports to help eliminate barriers to work even during the pandemic.
- Free grab and go meals provided daily in the StreetWise Café
- Emergency and seasonal clothing
- Toiletries and hygiene kits
- Case management to connect people with community resources to meet basic needs
- Connections to enroll in public benefits, including SNAP, medical insurance and care, reduced-fare CTA
- Assistance with vital records, including State IDs and birth certificates
- Mail distribution and use as a stable address, essential for engaging with potential employers and government agencies
- Use of telephone and cell phone charging stations

South Loop Event Parking Restrictions
Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events. Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop without a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing.

The 3rd Ward is providing the list below as a courtesy to residents and visitors and does not assume liability for the accuracy of the monthly list of South Loop events. All Soldier Field events are subject to change, including cancellation or the scheduling of additional events. It is your responsibility to adhere to the parking restrictions in place.

Emergency Mortgage Assistance (EMA)
The Emergency Mortgage Assistance (EMA) program will provide homeowners impacted by COVID-19 up to $15,000 to reinstate their mortgage and prepay through 2020 or until funds are exhausted. IHDA will accept applications through September 4, 2020.
Eligibility requirements include:
- Household income at or below 120% Area Median Income
- Applicant has a past due balance or a forbearance balance that began sometime on or after March 1, 2020 due to loss of income related to COVID-19 pandemic
- Property must be your primary residence with a mortgage balance of $425,000 or less
- Mortgage must be in first lien/mortgage position

Peoples Gas Offers Support to as COVID-19 Emergency Order Ends
Peoples Gas is urging customers who are behind on their energy bills to contact them as soon as possible to avoid disconnection. Payment support is available for customers as the State of Illinois moratorium on disconnections and late fees due to the pandemic expired. Disconnections will resume August 31.
If you are having trouble paying your bill, visit the Peoples Gas website or call 866-556-6001. Customer Service representatives are here to work with you to arrange a payment plan and connect you to financial assistance options.
Some customers may qualify for energy assistance through LIHEAP, which opened early this program year on July 27th Additionally, income eligibility has been updated to make it easier for people who have been recently laid off.

Mayor's Youth Commission
The Mayor's Office is looking for young people between the ages of 14 and 19 to join the next cohort of the Mayor's Youth Commission. Interested individuals have until end of day September 7th to submit their applications.
Mayor's Youth Commissioners serve for a maximum of two-year terms and work to amplify the voices of young people across the city. Last year, Mayor's Youth Commissioners:
- organized events such as the Youth Budget Town Hall and the Rise and Recover Summit to collect and organize feedback around important issues such as the 2020 budget and the city's COVID recovery;
- advised the Mayor on launching My Chi. My Future.; and
- created a charter to establish rules and procedures for future youth commissioners.
Eligible applicants must live in Chicago and commit to monthly virtual meetings (during COVID recovery). Interested individuals can apply at www.tinyurl.com/chiyouthcommission. A committee of current Youth Commissioners will notify finalists about group interviews in early September to select new members before October 1st.
Ryan Banks Academy is Now Accepting 7th, 8th, and 9th Grade Applications
Ryan Banks Academy is a tuition-free, independent day school aiming to become Chicago’s first urban boarding school for disinvested youth. They launched our first class of 7th grade students in September 2018, and are currently recruiting students who will be in 7th, 8th or 9th grade by Fall 2020. South Loop Neighbors Clean-Up Brigade
In August, the SLN kicked off a pilot program, bringing volunteers together, practicing proper social distancing, to clean up parks and other areas within the South Loop. This will be the second event of this pilot program and will center on Roosevelt Rd., from State St. to Michigan Ave. This area maybe expanded dependent upon number of volunteers that sign-up. Gloves & bags are supplied. Garbage picker/grabber is up to individuals to bring if needed. Limited supply of masks and water will also be supplied. To register, please email SLN Clean-Up Brigade.

Grant Park Advisory Council Committee on Art, Monuments & Markers Meeting Notice
Due to the protests concerning the Christopher Columbus sculpture in Grant Park, the Committee took up the review of this sculpture as its initial concern. The Committee’s process includes discussions among Committee members and also requires public input through oral and written testimony. The Committee will review all comments and will make its written recommendation to the Council by early October. There may be a majority and a minority recommendation. The Council will vote on the recommendation of its Committee and will pass along its own recommendation to the Chicago Park District.
If one wishes to make an oral presentation, after registering to attend the meeting, one will also need to register to present, prior to September 8th with Jim Wales at [email protected]. Registration to attend as well as present will be limited and will be handled on a first come first served basis. Presentations are limited to 2 minutes. Groups are asked to appoint a spokesperson to make their oral presentations. At this time, plans are underway to livestream the meeting as well. Written comments can be submitted until September 25, 2020, by submission to [email protected].

Census Questionnaire Assistance Event

Technology, Racial Profiling and Social Justice
The first of a four part series looking at technology and social justice. This virtual hour-long discussion will explore facial technology and law enforcement use of the flawed data it provides. The National Institutes of Standards and Technology says that facial recognition systems falsely identify African American and Asian faces 10 to 100 times more than those of Caucasian faces. Presented by IIT and Professor of Philosophy Elizabeth Hildt with Deborah Raji, a tech fellow at AI Now Institute at NYU, and ACLU Staff Attorney Rachel Murphy.

As many of you may know from her tireless work in the community, Ms. Sanders served as the Deputy Chief of Network 9, which covers the vast majority of 3rd Ward schools.
