Sara Holm joined the City Manager’s Office as a part-time Office Specialist. Sara is a resident of Seal Beach who grew up in Sacramento, CA, and graduated from California Polytechnic University in San Luis Obispo in Graphic Communication. Sara enjoys spending her free time reading, traveling, and crafting. Her other interests include painting in the park and attending trivia night. With a background in printing and packaging, she is excited to bring her passion for technology and creative solutions to her new position. Welcome, Sara!

City-Wide Striping Maintenance Project
Maintenance upkeep and clarity are among the main goals for the City of Seal Beach, and our staff remains committed to ensuring a well-informed and protected community. To help residents and visitors easily identify various striping marks on the pavement whether in or out of their vehicle, City staff and contractors are in the process of addressing blurred, faded, and other visually obscured striping areas throughout the City by repainting and/or restriping specified areas throughout the City. These actions not only provide a more visually attractive street but also continue to maintain the high level of quality that our residents deserve.

January Lunch & Learn
On January 9th, the Staff Engagement Team kicked off the 2025 Lunch and Learn series with guest speaker Commander Jamie French of Naval Weapon Station Seal Beach, who shared her story and offered advice as a local public servant. Staff enjoyed an interactive exchange with Commander French and gained valuable insights into the life of a public servant in the armed forces.

Winter 2024-2025 Shoreline Brochure
The Winter 2024-2025 Shoreline Brochure was published online Friday, November 1st, and registration for Winter classes began on Monday, November 4th. Information for recreation classes, surf lessons, and aquatic programs that occur between December 2024 and March 2025 are all included in the Winter Shoreline. The brochure can be found on our City website at: https://www.sealbeachca.gov/Departments/Community-Services-Recreation/Recreation-Guide-Class-Info. Viewers can click directly on the classes listed in the brochure and be taken to our online registration website. Registration can also take place in person at City Hall or by mail with check payable to the City of Seal Beach.

Senior Lunch Café
Senior Lunch Café - The Seal Beach Lunch Program is provided by Meals on Wheels Orange County (OC), which is temporarily being held at the Fire Station 48 Community Room at 3131 N. Gate Road. The Dine-In Lunch Café takes place Monday - Friday from 11:00am- 12:00pm. The Dine-In Lunch Program is open to adults ages 60 years and older. A suggested donation for lunch is $3.00. Adult Sports
Our Men’s Man-to-Man Monday night basketball league finalized Monday, January 13th. Huge shout out to the “Rhoids”! A self-identifying team built predominantly of middle-aged men have taken the title for the entire year of 2024 (3-time champs).

Department Highlights
There are currently 1,861 users registered for the Senior Transportation Program. The program is available for Seal Beach residents ages 60 years and older and consists of a pre-fixed shuttle route and Yellow Cab Taxi service. To register for the program, please visit www.sealbeachca.gov or contact the Recreation and Community Services Department at (562) 431-2527 X 1307.
There are currently 378 pickleball members and 82 tennis members at the Seal Beach Tennis and Pickleball Center. To sign up for a membership, please contact staff at the Center, or call (562) 598-8624 for more information.

California Air Resources Board (CARB) Report
The California Air Resources Board (CARB) Advanced Clean Fleets (ACF) Regulation is a pivotal initiative aimed at improving air quality and advancing California's climate goals by requiring the state’s truck fleets to transition to Zero-Emission Vehicles (ZEVs). Under this regulation, fleets must progressively phase in ZEVs while phasing out internal combustion engine vehicles. Starting January 1, 2024, fleets must ensure that 50% of their annual vehicle purchases are ZEVs, with a full transition to 100% ZEV purchases required by January 1, 2027. To ensure compliance with this regulation, fleet owners are required to submit an annual report that includes the specifications and details of all vehicles with a gross vehicle weight rating (GVWR) of 8,500 lbs. or greater. Staff has successfully prepared and submitted the compliance report for the CY 2025 reporting period to CARB.

Sewer System Management Plan (SSMP) Audit 2025 Submittal
The Sewer System Management Plan (SSMP) is a state-mandated living planning document outlining the operation and maintenance of Seal Beach’s sewer system. Every three years, staff conducts an audit on the SSMP to comply with State legislation. This audit entails the detailed review and potential revisions of existing program activities; with the results yielding general compliance. This audit further shows the staff’s dedication to proper maintenance of essential infrastructure.

North Seal Beach Community Center New Backflow Cage
Following the completion of renovations at the North Seal Beach Community Center, the Public Works staff installed a new backflow cage along with a concrete pad. They also added a new one-inch reduced-pressure (RP) backflow device, which will help protect water supplies from contamination.

Maintenance at 1st Street Restrooms
Staff received reports regarding issues with the women's restrooms at 1st Street. Upon investigation, they discovered a backup in the toilet piping. Staff promptly addressed the situation by using a snake to clear the clog, ensuring no further problems would arise.
A friendly reminder from the staff: Please remember to flush only toilet paper. Flushing items that are not designed to be disposed of in toilets can lead to blockages in the pipes, creating difficulties for others who need to use the restrooms while enjoying River’s End Park and other nearby activities. Additionally, these blockages divert staff from attending to other important areas. Thank you for your cooperation!

River's End Park Lighting
Rivers End Park has been facing challenges with vandals who have been targeting the light posts, resulting in multiple instances of damage. In response to this ongoing issue, the park staff has formulated a series of innovative strategies aimed at constructing durable brackets to securely reinstall the lighting fixtures and prevent future vandalism. Additionally, while working on the backets, staff discovered wiring issues with two of the light posts. They have since taken the necessary steps to troubleshoot and resolve these electrical problems to ensure that the lighting is both functional and reliable for the safety of all park visitors.

Graffiti Removal
Our dedicated staff is always vigilant in identifying graffiti throughout the city. By combining their proactive efforts with resident reports submitted through our online portal, cleanup operations are significantly expedited. Recently, our team demonstrated this collaboration in action by efficiently cleaning and repainting graffiti on the pier, San Gabrial bike trail, and the Pier playground. This partnership between staff and the community ensures that our public spaces remain clean, welcoming, and reflective of the pride we all share in our city.

Captain Nicholas and Officer Rael-Brook met with a concerned resident about the SBPD’s response to homelessness: They listened to the resident's concerns, provided detailed explanations of the department's strategies and resources dedicated to addressing homelessness compassionately, and discussed ways the community can assist in these efforts.

Captain Nicholas attended the McGaugh Elementary School PTA meeting to provide department updates: Shared insights on school safety initiatives, community policing efforts, and answered questions from parents, reinforcing the department’s commitment to the safety and well-being of students and families.

Command Staff attended the funeral for Signal Hill Police Chief Wayne Byerly: Paid respects to a valued law enforcement leader, demonstrating solidarity and support for the Signal Hill Police Department during this time of loss.

SBPD attended a DOJ Equitable Sharing seminar: Gained valuable insights into federal asset forfeiture guidelines, ensuring compliance and exploring opportunities to enhance department resources while maintaining transparency and accountability.

SBPD working to address e-bikes/e-motorcycles: The Police Department has been working with and planning to assist the City of Long Beach and the City of Huntington Beach to address the issue of e-bike and e-motorcycles. Specific enforcement dates are expected to be scheduled later this month.

This includes specific operations with the staff to address target times and locations when businesses have seen a constant rise in theft.
