34th Annual Black History Month Celebration Kicks Off This Saturday at VSU
The longstanding tradition of paying tribute to the significant role Black Americans have played in Chesterfield County’s history continues into its 34th year. 
 
Chesterfield and Virginia State University will celebrate Black History Month throughout the month of February with a variety of programs designed to explore the diverse heritage of Black Americans, their many accomplishments and their ongoing contributions to our community and nation. The theme of this year’s celebration is “Uniting Today for a Better Tomorrow.” 
 
The month-long celebration kicks off this Saturday, Feb. 4, with music from DJ Chuck Stone. Break it Down RVA Line Dancing will get you moving from 1 to 4 p.m. at VSU’s Gateway Dining Center.

Chesterfield Receives $25 Million State Grant for Development of Upper Magnolia Green Site
Chesterfield has received a $25 million grant from the Virginia Business Ready Sites Program (VBRSP) for development of the Upper Magnolia Green site. It's the largest single grant of any of the 21 localities that received funding.

Administered by the Virginia Economic Development Partnership (VEDP), the program was created to identify, assess and improve the readiness of industrial sites with at least 100 contiguous, developable acres in Virginia. Its objective is to enhance the commonwealth’s inventory of competitive project-ready sites that can be used to attract new business opportunities. 

“This announcement provides Chesterfield with a tremendous opportunity to have the Upper Magnolia Green property ready for a major development opportunity at the earliest possible time,” said Board of Supervisors Chair Kevin Carroll. “Preparing the site will strengthen the case for state and federal funding of the long awaited Powhite Parkway Extension. Upper Magnolia will be highly attractive to potential projects because we have access to a large highly skilled workforce in the region.” 

The 1,728-acre Upper Magnolia Green site contains 1,000 acres of contiguous developable property and was re-zoned to I-2 by the Board of Supervisors last year. The property can be used for computer equipment manufacturing, electronics component and accessory manufacturing, laboratory manufacturing, pharmaceutical products manufacturing, office, research and development, and data center development.

The funds from this grant will be used for all on-site engineering work to design an initial pad site, detailed design of offsite infrastructure -- including the Powhite Parkway Extension -- and water, sewer and gas improvements to the property.

Even during a period of significant interest rate hikes, sale prices for new and existing homes in the county remain strong because demand for housing in Chesterfield is still significantly outpacing the supply of available properties.

As a result, residential assessments have risen by a countywide average of 8.82% since January 2022. That’s a drop of three percentage points from last year’s 11.92% increase, which broadly aligns with what many other localities are experiencing across the United States.

Participate in a Community Conversation with Matoaca District Supervisor Kevin Carroll
Ever wanted the chance to meet face-to-face with your county representatives? Participate in the next Matoaca District Community Conversation.
Join Board of Supervisors Chair Kevin Carroll at the Ettrick-Matoaca Library next Tuesday, Feb. 7 from 2 p.m. to 3:30 p.m. for an opportunity to ask questions, share thoughts about topics or issues in the community, and discuss solutions.

Supervisor Carroll will be holding a second meeting on Tuesday, Feb. 28 at Clover Hill Library from 6:30 p.m. to 8 p.m.

Each meeting will be capped at 30 participants to allow for more personal, in-depth conversations. To permit as many residents as possible the opportunity to attend, citizens will be limited to one meeting apiece.

Submit Nominations for Chesterfield Community Champions Awards Through March 6
The county's Citizen Information and Resources Department is currently accepting nominations for the 2023 Chesterfield Community Champions awards, which honor residents who volunteer their time and resources to effect positive change in their communities. 
 
First presented in 2020, Chesterfield Community Champions Awards will be given to winners from seven categories of volunteers: 
 
*Youth (ages 12 and under)
*Teen (ages 13 and older)
*Youth Group (two or more
volunteers under age 18)
*Adult (ages 18 to 59)
*Senior (ages 60 and over)
*Group (two or more volunteers with no age restriction)
*Organization (a business, church, etc.)
 
To nominate a person or group, please visit the Chesterfield Community Champions webpage to complete a nomination form. Nominations are open through Monday, March 6.
 
Chesterfield Community Champions winners will be invited to a Volunteer Recognition Event on April 13 and will be recognized at the April 26 Board of Supervisors meeting beginning at 6 p.m. 
Potential Moseley Elementary Pedestrian Connector will be Subject of Feb. 15 Meeting
Matoaca District Supervisor Kevin Carroll will host a community meeting on Wednesday, Feb. 15 at Moseley Elementary School to discuss a potential pedestrian bridge and trail connection from Jones Run Lane and Jones Run Trail to the school.

Moseley Elementary is located at 7100 Magnolia Green Parkway. The meeting is scheduled to begin at 6:30 p.m.

Chesterfield Parks and Recreation’s current concept plan proposes construction of a 6-foot-wide paved path that would connect to an existing sidewalk along Jones Run Trail, cross a creek on school property via pedestrian bridge and terminate near the front of the building.

The project would be intended to enhance pedestrian access to Moseley Elementary for families who live nearby and would like for their children to have the option of walking to school.

Supervisor Carroll encourages citizens to attend the community meeting and provide feedback about the project. You can also offer input virtually by completing a survey at https://tinyurl.com/5n6j4jsu.
My Chesterfield Academy's 2022 Graduates Recognized at Board of Supervisors Meeting
At the Jan. 25 Board of Supervisors meeting, 18 graduates of My Chesterfield Academy's Class of 2022 were recognized by county leadership. This class was comprised of individuals from 14 different countries of origin actively making a difference in their communities.

My Chesterfield Academy is a program that empowers residents, particularly those from multicultural communities, to understand and navigate Chesterfield County’s government, as well as connect to other community resources. The program began in 2019 in partnership with the Asian and Latino Solidarity Alliance of Central Virginia and is the first of its kind in the state.

Early Voting Continues for 4th
U.S. House District Special Election
Early voting is under way in Chesterfield for the Feb. 21 special election to fill the 4th U.S. Congressional District seat vacated by the passing of the late U.S. Rep. Donald McEachin. For early voting information, visit https://bit.ly/3WRz5Yv.

Because of 2020 Census redistricting, all registered Chesterfield voters are strongly encouraged to familiarize themselves with their respective voting districts by visiting the Virginia Voter Information Citizen Portal (https://vote.elections.virginia.gov/VoterInformation). Congressional district lines in Chesterfield have changed and you may vote in a different district than you did previously.
Public Hearing Set for Next Thursday, Feb. 9, on Chesterfield's HOME-ARP Allocation Plan
Chesterfield will hold a public hearing on its HOME-ARP Allocation Plan next Thursday, Feb. 9 at 11 a.m. The meeting will be held in Room 502 at the county administration building, 9901 Lori Road. It will also be accessible virtually via Microsoft Teams.
HOME-ARP funding may be used to provide housing, services and shelter to individuals experiencing homelessness, or at risk of homelessness and other vulnerable populations. The HOME-ARP Allocation Plan is a requirement for Chesterfield to receive HOME-ARP funds from the U.S. Department of Housing and Urban Development (HUD) and contains information on the type of activities Chesterfield plans to undertake with the funds.

Staff from the county's Community Enhancement Department and the consulting agency Corporation for Supportive Housing will be on hand to present findings and recommendations, answer questions and receive comments on the draft plan.

Are you age 60 or older? Do you have a disability, either temporary or permanent? Or do you live in a low-income household? If you're a Chesterfield resident who meets one of these, you qualify to receive Mobility Services from the county.

Mobility Services is focused on improving existing transportation options and coordinating a community-wide transportation service network comprised of the transportation providers to meet the needs of our citizens.

Commissioner of the Revenue Launches
New Citizen Tax Portal
Attention Chesterfield citizens and business owners! The Commissioner of the Revenue's Office is excited to announce the official opening of the county’s new Citizen Tax Portal.

For those in Chesterfield who need to apply for or renew a business license, review personal property information, apply for tax relief or update their contact information, among many other matters, the portal is the easiest way to get things done.

Concerned About Lead Paint in Your Home? Apply for Free Assessment and Abatement Program
A child’s brain grows rapidly during the first five years of life. Research shows lead exposure can harm a child’s health and brain development.

Children can be directly exposed to this hazard if they live in an older home that contains old lead-based paint, typically built before 1978. Lead-based paint can peel and crack into tiny pieces creating dust that children breath in or swallow.

Fortunately, lead exposure is preventable.

Chesterfield County’s Lead-Based Paint Hazard Control Program was created to protect children five years and younger and expectant mothers from lead exposure. In partnership with our non-profit partner, project:HOMES, families may qualify for a free lead hazard assessment and household repairs to remove lead exposure from their homes. No county staff will enter your home. This program has serviced several homes and is currently repairing others in Chesterfield that have lead-based paint.

Adopt-A-Spot Provides Opportunities
to Keep Chesterfield Beautiful
Interested in being an antilitter advocate? Adopt-A-Spot in Chesterfield County! Let’s work together to protect our environment.

The Keep Chesterfield Beautiful team is a part of the Department of Community Enhancement. KCB is looking for volunteers for the Adopt-A-Spot Program. This program allows organizations, businesses, and individuals to adopt smaller, more-secure areas, instead of busy roadways. A spot may be a park, school grounds, vacant lot, parking lot, walkway, median strip, street, or entranceway. The county will provide garbage bags and reflective vests as needed.

Chesterfield Offers Tax Exemption
for Rehabilitating Older Homes
Are you aware that Chesterfield County allows a partial real estate tax exemption for the rehabilitation, renovation, or replacement of older residential structures?

The goal of this program is to help protect and preserve our aging neighborhoods. Upon approval, the partial tax exemption will be in effect for 15 years and transfers with the real estate. The amount of the exemption is based solely on increased assessment value, not the amount spent on the improvement project. There is no application fee.

Participate in FY2024 school budget process

Town halls and School Board work sessions focused on the superintendent's proposed fiscal year 2024 budget are underway.

Remaining School Board budget work sessions begin at 4 p.m. on Feb. 7 and Feb. 13 in the Public Meeting Room, 10001 Iron Bridge Road.

Budget town hall meetings begin at 6:30 p.m. Remaining town halls include:
  • Wednesday, Feb. 1 at Clover Hill High, 13301 Kelly Green Lane
  • Wednesday, Feb. 1 at Manchester Middle (Spanish-speaking town hall), 7401 Hull Street Road
  • Thursday, Feb. 2 at Cosby High, 14300 Fox Club Parkway

School budget details and documents are available here. The budget proposed Jan. 24 by Superintendent Merv Daugherty has three main priorities: recruitment and retention; maintaining service levels given student growth and inflation; and critical service level increases.

The free events are held from 1 p.m. to 2 p.m. on Wednesdays via Zoom. Families can register here. The Feb. 8 gathering will focus on helping young people regulate their emotions and behaviors.
