Uncovered History Outlines Birth of SEAW in 1950

It’s 2025, the 75th Anniversary of SEAW. This article is the first of continuing articles this year that will celebrate this milestone event in the Equilibrium.


The SEAW archives are currently sharing space in a self-storage facility with Smith & Huston materials. I met with Ted Smith and Ed Huston two weeks ago and brought home three boxes of potential SEAW historical information. This article will convey some brief history gleaned from those materials, in particular a fascinating 22-page History of the Association Seattle Chapter from 1949 to 1958 by Elmer E. Gunnette. One can read an excellent summary of early history on our SEAW Website History — SEAW. This article adds some additional information to that webpage. 


The April 13, 1949, Olympia Earthquake resulted in numerous discussions and meetings among structural engineers. A year later, this led to acceptance by the Secretary of State on April 22, 1950, the Articles of Incorporation for the Structural Engineers Association of Washington. Homer Hadley was our first SEAW President, with $25.00 yearly dues. 


Permission was obtained by the Structural Engineers Association of California (founded in 1932) to use a similar seal (known by some as the “SEA tombstone”), so activities would appear to be emanating from a central organization, no matter what state it originated. The Structural Engineers Association of Oregon was established a couple months previously and did the same. This was a precursor to the NCSEA, established four decades later.

In 1951, it was decided to extend invitations to Southwest Washington and Eastern Washington to establish chapters under the State Charter. The Spokane Chapter was formally started in 1953 with 20 members. Seattle Chapter’s 1953 membership was 67 members. 


In March of 1957, the first Pacific Northwest Structural Engineers Conference was held in Pullman, Washington. It was such a success that immediately the Seattle Chapter voted to co-sponsor such a conference annually, to alternate between WSU and the University of Washington. There was also a provision that eventually the Oregon Chapter might be included every third year. 


This 75th Anniversary year the Northwest Conference will be in Spokane SEA NW Conference — SEAW. The Spokane Chapter is planning to feature SEAW’s 75th Anniversary over the two day conference including the Conference’s social event.


Spokane Chapter’s Emily Sackmann is chairing the SEAW State 75th Anniversary Planning Committee. Violeta Tihova and Lisette Terry are co-chairs of a Seattle area celebration event.

Become a SEAW Code Advisory Founding Member

Become a Founding Charter Member of SEAW’s Newest Committee, the Code Advisory Committee! The CAC will replace SEAW’s Snow Load Committee and address all loads and code related issues that do not involve other SEAW Committees, including SEAWs Earthquake Engineering, Wind Engineering, Existing Building, and Sustainable Design Committees. It will be similar in function to NCSEA’s Code Advisory General Requirements Subcommittee (GRS).  


CAC Initiatives will include: 

  • Consider a submission in conjunction with the NCSEA GRS for a code change proposal addressing guard loadings in over-crowded areas, similar to existing Australian/New Zealand, European, and Canadian codes.
  • Provide input regarding snow load amendments to the Washington State Building Code.  
  • Review and input to NCSEA’s General Requirement Subcommittee’s work, including that on delegated design/deferred submittals, live loads, and trusses.

Feedback Sought on Computer-Based SE Exam Testing

The SEAW State Board wanted to give an update on concerns surrounding the new Computer Based Testing (CBT) for the Structural Engineer Exam and our actions. The exam is being offered by NCEES in testing centers currently around the country. Our members have provided non-proprietary feedback to SEAW about the exam and issues that they have had in the administration of the exam. 

This new exam format has been in place for a year now. Results from the April and October depth sections of both the lateral and vertical sections have concerned the board as well as many of our members, in part because the pass rate has been so low. We want to ensure our members that we are working to provide feedback to NCEES and Washington State Board of Registration for Professional Engineers and Land Surveyors (BRPELS). We have been in contact with Illinois and California member organizations. We have also spoken with representative for NCSEA’s Licensure Committee and, importantly, members of BRPELS. Representatives from these organizations have echoed our concerns for the current pass rate and testing environment. They are also actively working to make concerns known and to advocate for change where needed.  

 

We will continue to advocate for our members and work towards a unified front with other SEA’s and BRPELS. Our goal is to encourage SE licensure in our state and nationally. NCEES seeks PAKS participants 

NCEES is seeking licensed structural engineers to participate in a professional activities and knowledge study, or PAKS, for the PE Structural exam. The results of this online survey will be used to update the content of the exam, a process that occurs every six to eight years. 

 

NCEES requires a cross section of licensed professional engineers practicing structural engineering – including those working in industry, consulting, the public sector, and academia – to complete the survey. If you are a licensed professional engineer, we would appreciate your input. The survey can be completed in about 50-60 minutes.

Upcoming WAsafe Building Safety Evaluation Trainings

SEAW members are invited to learn how to do post-disaster building safety evaluations at one of three in-person trainings in March 2025. All those who complete the training are invited to join the WAsafe registry to help building officials assess their building stock and help our communities.  

 

  • Spokane, March 5, 8:30 AM – 5:00 PM. SEAW (instructors Paul Brallier and Greg Hensley) is teaching this class at Coffman Engineers’ office. ATC Field Manuals can be ordered during registration and will be distributed at the class. Eligible for 7.0 PDHs. Registration fee: $155. WAsafe is the Washington state program that organizes and trains a cadre of engineers, architects, and other industry professionals so they can assist local jurisdictions with the field work following a major disaster, determining whether buildings are safe for occupancy. 

 

If you’re already a member of WAsafe, your enrollment expires 5 years after your last training. See your ID badge for the expiration date. Please take the online Refresher training within 12 months after your WAsafe enrollment expires. For more details and to register, go to:  Refresher Training. Alternatively, instead of the Refresher training you can take a WAsafe BSE class, such as any of the three classes above.

In January, the Structural Engineers Foundation of Washington held its Annual Meeting and affirmed the Board of Directors terms and leadership for the year.  

 

SEFW welcomes two new Directors, Manny Golez, P.E., S.E., an Associate with KPFF Consulting Engineers, and Mark Whiteley, P.E., S.E., a Senior Principal with CKC Structural Engineers.  

 

Other leaders include Melissa Verwest (KnifeRiver Prestress), continuing as Chair, Peter Somers (Magnusson Klemencic Associates) and Herb Ahten (Verco Decking) as Vice Chairs, and Cale Ash (Degenkolb) as Secretary/Treasurer.

SWR Report Moves Closer to SBCC, ASCE-78

The Wind Engineering Committee submits the following report for the February 2025 Equilibrium: 

  • State of Washington Special Wind Regions (SWR) Washington State Building Code - SEAW’s proposal for incorporating the recommendations in White Paper WEC #3-2023 Structural Engineers Association of Washington (squarespace.com) has cleared its first hurdle, acceptance by the Washington State Building Code Council (SBCC) Technical Advisory Group (TAG) Committee. The following steps remain in the process before it becomes part of the 2024 Washington State Building Code. 
  • The proposal will go to the BFRW (Building/Fire/Residential/Wildland – Urban Interface) standing committee for review and approval. 
  • Once the SWR proposal is approved by the BFRW standing committee it will go to the main SBCC Committee for review and approval. 
  • After the proposal receives SBCC approval it needs to be posted for public comments. 
  • Once the public comment period has passed and any public comments have been resolved the proposal will be filed by SBCC staff for adoption by the Washington State Legislature. All proposals need to sit through one session of the legislature for the legislators to have time for consideration. 
  • After this involved process the updated SWR’s for Washington State is expected to finally become an official part of the 2024 Washington State Building Code in November 2026. 
  • State of Washington Special Wind Regions (SWR) ASCE 7-28 – The ASCE 7-28 Wind Load Subcommittee completed voting January 08 on incorporating the updated Washington State SWR’s into ASCE 7-28. The SWR proposal ballot passed with 38 affirmative votes, 5 affirm with comment votes, and 1 negative vote. Persuasive comments will be incorporated and the ballot proposal will be forwarded to the ASCE 7-28 Main Committee.  
  • Update to the 2004 SEAW commentary on wind code provisions (SEAW/ATC 60) – Work continues on this effort by the NCSEA Wind Engineering Code Advisory Subcommittee. Several SEAW WEC Members are involved in this Commentary revision.  
  • City of Bellevue Kzt Map – This effort is still on the WEC’s agenda for the Kzt Wind Load Factor map for the City of Bellevue’s consideration. It will replicate the existing City of Seattle Wind Load Factor Map found at Wind Load Factors - SDCI | seattle.gov. If adopted the map will facilitate an alternate conservative method for rapid determination of Kzt factors and justify use of a Shoreline Exposure C classification in the City of Bellevue. 
  • Participation - All SEAW members, whatever their experience, are encouraged to participate in WEC meetings. Please contact the WEC chair, Scott Douglas sdouglasscott@gmail.com, to join the SEAW WEC and receive additional information and announcements on Committee activities and actions.

SEAW January Student Showcase Features SU, UW students

The SEAW Student Showcase at Seattle University brought together students and industry professionals for an evening of knowledge sharing and networking. The event provided an excellent platform for aspiring engineers to present their research and projects while connecting with professionals from the structural engineering community. Before the presentations began, students had the opportunity to engage in meaningful discussions with representatives from local firms, making for a valuable networking experience. 

 

The evening featured four student teams – two from Seattle University and two from the University of Washington – who showcased their research and project work in structural engineering. 

 

Seattle University students presented two seismic evaluation studies. The first team – Nick Schmidt-Bailey, Shaelyn Yoshida, Keerthana Kalla, William Katsiotis, and Kian Khorrami – conducted a Seismic Evaluation of Villa Apartments, assessing the building’s structural vulnerabilities in accordance with ASCE 41 provisions. 

The second team – Helene Babalis, Harold Nguyen, Paola Binuya, and Nicolas Chantorn – focused on the Seismic Evaluation of North Service Center, analyzing the Seattle City Light facility’s structural performance under seismic loads and identifying potential rehabilitation schemes to improve its resilience. 

 

The University of Washington teams presented two diverse projects. Engineers in Action University of Washington chapter members introduced their 2024 Bridge Project, which involves designing and constructing a pedestrian bridge to enhance accessibility for an isolated community in Pocoata, Bolivia. Immediately following, Lily Swanson presented her research on the Impact of Local and Global Slenderness on Inelastic Deformation Capacity of Square and Round HSS Braces, shedding light into the buckling behavior of hollow structural section braces used as part of seismic braced frame applications. 

 

The event was a resounding success, with strong student participation and enthusiastic support from the local engineering community. SEAW extends its appreciation to all the students who presented their work and to the industry professionals who contributed their time and expertise. SEAW would also like to thank the table sponsors for their generous monetary support that makes events like these possible. Events like these continue to foster collaboration and learning, bridging the gap between academia and professional practice.

TCC CILE Building Tour with CSI Mt. Rainier Chapter

On January 8, the SEAW Southwest Chapter had our joint meeting with CSI Mt. Rainier Chapter. We toured the Tacoma Community College Center for Innovative Learning and Engagement (CILE). After the tour we had dinner at the Roy H. Murphy Community Center, in Fircrest, and heard from our three presenters: Stephen Murphy and Forrest Huff, both from Korsmo Construction, and McKell Bowen, from PCS Structural Solutions. 

 

Some of the goals of the project included sustainability and a focus on student input. The project achieved LEED Gold certification and Salmon Safe certification. The CILE also incorporates several features requested by students, including large windows in the classroom spaces for daylight and with views across the campus. 

 

The CILE building is a 3-story steel framed structure with slab on metal deck and a BRB lateral system. Some of the other features of the building design are rooftop PV panels and an impressive feature stair that was designed and detailed with close coordination between the architect and the structural engineer to incorporate mass timber treads and landings with steel risers and framing. The stair also features a custom stainless-steel handrail with recessed lighting.

It was great to hear from McKell on the structural side of things, as well as learning more from Stephen about Korsmo’s experience with the GC/CM process. Forrest provided an interesting overview of the modeling, 3D imaging, and drone mapping used by Korsmo to assist in clash detection, fabrication, and construction.  

 

Thank you to CSI for coordinating a great event, to our presenters and guides for a great tour and presentation, and to everyone who was able to make it out for the evening! 

 

Also, SAVE THE DATE! We have set the date for our annual summer social with AIA SWW Chapter, which will be at the Tacoma Rainier’s game on May 28. Please join us for the ballgame and to reconnect with our peers in our local AIA chapter.

GLR Engineers is seeking applicants for a structural engineer position in our Spokane, WA office. The applicant shall have a minimum of 6 years of relevant experience in the field of structural consulting design. Desired experience shall consist of working with multiple types of building materials, project types and the ability to contribute on multiple projects and deadlines. The selected applicant will be expected to produce structural calculations required for permit submittals, work with GLR’s in-house drafting department to produce construction drawings, coordinate with architectural clients and other design team members, and succeed in operating in a team environment. Knowledge of Revit modeling is a plus. Applicant must be self-motivated with a strong drive to learn and expand their knowledge base.


GLR Engineers is a structural engineering firm with offices in downtown Boise, ID and Spokane, WA. We work on a variety of project types across the country and offer a diverse range of design experience on a week-to-week basis. Work will be shared between both office locations, web-based communication skills are a must. We offer a competitive salary, excellent benefits, and flexible work hours.
