Celebrating 231 years
1792 - 2023
TOGETHER WE ARE THE HCMA
The Centers for Medicare and Medicaid Services (CMS), CMS has extended the deadline to file a 2022 MIPS Extreme and Uncontrollable Circumstances (EUC) hardship extension until MARCH 3, 2023. The original deadline was January 3, 2023. If physicians feel they have been impacted by the COVID-19 pandemic in 2022 they may file a MIPS hardship exemption with CMS to avoid a 2024 MIPS penalty.

CMS extended the MIPS EUC application deadline for only individuals, groups, virtual groups, and APM Entities citing COVID-19 as the triggering event through 8 p.m. ET on Friday, March 3, 2023. Please note that applications received between January 3, 2023 and MARCH 3, 2023 won’t override submitted data for individuals, groups, and virtual groups.

Physicians/Medical Practices Must Initiate the Process for Connecting to Connie by MAY 3, 2023

According to Connecticut State Statute, all healthcare providers, including individual physicians, partnerships, corporations, facilities, and institutions licensed by the state to provide health care services are required to connect with Connie, the statewide Health Information Exchange (HIE). The process of connecting must start by MAY 3, 2023.

What is a HIE?
A Health Information Exchange is an organization that has the tools, technology, and services that allows healthcare professionals and patients to securely share and appropriately access a patient’s medical information electronically.  Connie is the designated Health Information Exchange for Connecticut.

What is the purpose of Connie?
Connie will empower consumers to make effective health care decisions. All healthcare providers must contribute data to Connie so that it can provide a complete patient medical record across all healthcare provider settings. By providing that complete medical record, Connie will be able to meet its goals of promoting patient-centered care, improving the quality, safety, and value of health care, reducing waste and duplication, and helping the state make progress towards its public health goals.

To review the mandate and full statutory requirement for Connecticut providers, see C.G.S.A § 17b-59e.

Physicians Must Complete Training in the Identification and Reporting of Elder Abuse by JUNE 30, 2023

In July 2022, Public Act No. 22-58 went into effect. The law requires all mandatory reporters, including physicians, complete the educational training program developed by the CT Department of Social Services on the identification and reporting of elder abuse. The training must be completed by JUNE 30, 2023, or not later than ninety-days after becoming a mandatory reporter.

Public Act No. 22-145 also went into effect. The law requires that if a mandatory reporter has reasonable cause to suspect or believes that any elderly person has been abused, neglected, exploited, or abandoned, or is in a condition that is the result of such maltreatment, a report of those conditions must be made to the CT DSS Protective Services for the Elderly within 24 hours. Previously, the deadline for reporting was 72 hours. The number to call to make a report is 1-888-385-4225. Here is a link to information about both

Editor’s Note: Unlike the six major CME topics that must be completed every six years for medical license renewal, the elder abuse training is required once.
