eReferral and eConsult Updates

The eHealth Centre of Excellence support both eReferral and eConsult onboarding and training in Middlesex London.

eReferral enables secure referrals to be sent and received through an electronic platform. For a full list of eReferral receiving sites, visit: eReferral Receivers Lists.

There is currently a pause for onboarding new eReferral users as Ontario Health undergoes a public procurement through a Request for Proposal for Vendor(s) of Record to provide eReferral Management Solution(s).

If your site is already using eReferral and you require support or training, please contact eReferral@ehealthce.ca.

eConsult is a secure web-based tool that allows physicians and nurse practitioners timely access to specialist advice from over 1,200 specialists across 130 specialties, often eliminating the need for an in-person visit. On average, clinicians receive specialist advice within one day!

If you would like to learn more about sending eConsults or providing advice as a Specialist, please contact eConsultCOE@toh.ca.

Important Information About Referral Management and eReferral Direction

Modernizing Ontario's referral management system and processes presents tremendous opportunity to enhance safe and timely access to care across the system, reduce administrative burden, and support clinicians to spend more time delivering patient care. Implementing new, updated referral management solutions (including electronic referral tools and collective processes for referral management) requires a collaborative health system response.

On April 30, 2024, Ontario Health (OH) released an electronic referral (eReferral) licensing update and an eReferral frequently asked questions document to health system partners. These documents provide detailed information on the request for proposal (RFP) issued by OH on March 28, 2024, to establish a list of vendors (up to four) to support and accelerate the implementation of eReferral across the province, as well as the next steps for eReferral. Part of this update included an announcement from OH regarding the onboarding of new referrers to Ocean eReferral. Ontario Health has stated that while the procurement process is underway, no new receiver licenses will be issued, nor will sender onboarding be completed for Ocean E-referral. The interim direction from OH is for those who are awaiting onboarding to Ocean eReferral to continue to send or receive referrals using their existing referral processes.

As the provincial work continues, London Health Sciences Centre and St. Joseph’s Health Care London are defining a strategy for referral management that prioritizes clinical readiness, change management, and necessary standardization considerations. In tandem, the OneChart Phase II project is working to implement referral management tools within the OneChart system.

Aligning these streams of work will ensure that referral management (inclusive of eReferral) is coordinated, standardized, and sustainable across the health care system.
