CSLN Quickly Hits & Exceeds the $2M Collections Mark with Its Lump Sum Payment Module
The Child Support Lien Network (CSLN) has reached a significant milestone by collecting over $2 million in past-due child support from lump sum employer payouts with its Lump Sum Payment Module (LSPM)! This achievement has been possible due to the efficacy of the LSPM, which uses state-specific withholding documents (e.g., income withholding orders, liens, etc.) to collect child support from non-custodial parents who owe support. This success highlights the importance of pursuing alternative methods in the overall child support collection process.

In a previous article from CSLN, it was stated that the "LSPM provides an innovative way for child support agencies to intercept lump sum payments owed to non-custodial parents, increasing the amount of money collected for the children they serve." What is the Lump Sum Payment Module?

The Lump Sum Payment Module (LSPM) allows child support agencies to intercept lump sum payments to non-custodial parents, such as bonuses and severance pay, and use them to pay off their child support arrears. The LSPM has been designed to streamline the process and make it easier for employers to report lump sum payments, and for child support agencies to collect the funds owed.

A Great CSLN State Representative
The Pennsylvania Department of Human Services Bureau of Child Support Enforcement joined the Child Support Lien Network (CSLN) in August of 2005. They are the 12th largest member of the CSLN program in terms of the volume of obligor records submitted for insurance intercept matching (nearly 100,000). To date, through our Quality Assurance (QA) process, about 65,000 records have been released to the Commonwealth for further action. The committed child support staff members in Pennsylvania have recorded collections on nearly 15,000 of these CSLN matches, thus far, totaling $66.1 million! 

Policies, procedures, and even state regulations may have changed over the years for Pennsylvania, but CSLN has been extremely fortunate to work with one constant, invaluable child support champion, ally, and supporter: Ms. Diana Holmes, Human Services Program Specialist. She worked closely with CSLN for over 15 years and entered a well-deserved retirement from the Pennsylvania Bureau of Child Support Enforcement earlier this month after 35 years with the Commonwealth of Pennsylvania. She was always available to assist us every step of the way and we have greatly appreciated her dedication and kindness. We wanted to take this time to thank Diana for all she has done for CSLN and the child support community throughout her career and share her parting thoughts on the CSLN program:

Service Spotlight: Life Insurance Matching & Collections
Child support agencies are always searching for new ways to increase collections and maximize their resources. One innovative solution that has gained traction in recent years is the use of life insurance intercepts. This approach involves identifying non-custodial parents who either have life insurance policies or are named as a beneficiary on life insurance policies, and intercepting the benefits to recover past-due child support.

CSLN has been at the forefront of this movement, developing a comprehensive life insurance intercept program that has yielded impressive results for states across the country. In fact, as of the end of 2022, the CSLN's life insurance program has assisted our child support partners in collecting over $100 million in past-due child support payments.

The process begins by identifying non-custodial parents who have, or are, a beneficiary on a life insurance policy, through data matching with our insurance partners. Once identified, CSLN sends a lien notice to the insurance company or advises the appropriate state agency to do so, placing a hold on the policy's payout value. 

CSLN's program goes beyond simply identifying life insurance policies. The consortium provides a comprehensive service that includes determining a non-custodial parent’s involvement in the policy, verifying the policy's status, and working with the insurer to establish a workflow including the preferred recipient of the lien or income withholding order and method of document delivery. CSLN also provides a live call center for state agencies and insurance companies to answer questions and provide support.

Overall, the CSLN's life insurance intercept program has proven to be an effective tool for child support agencies looking to increase their collections and recover child support arrears. With its all-inclusive service, support, and overall results, life insurance data matching is a solution that is worth considering for any state agency looking to maximize its resources and improve the chance of recovering past-due child support owed to families.
A Look at the 2023 Child Support Event Line-Up
CSLN is excited to announce its plans to participate in several upcoming child support conferences in 2023. The first conference CSLN staff will attend is the 2023 CSDA Annual Child Support Training Conference & Expo, which will be held in Garden Grove, CA, from May 1-4, 2023. At the conference, CSLN staff will deliver a workshop entitled “Maximizing Untapped Collections through the Child Support Lien Network,” which will be presented by Ann Murray, CSLN Project Manager, and Erika French, CSLN Project Advisor.

Following the CSDA conference, CSLN will participate in the 60th Annual ERICSA Training Conference & Exposition, which will take place in Savannah, GA, from May 22-26, 2023. CSLN will also be present at the 2023 NCSEA Leadership Symposium, which will be held in Anaheim, CA, from August 6-9, 2023, and lastly, CSLN will participate in the WICSEC 2023 Annual Training Conference, which will take place in Portland, OR, from September 17-21, 2023. CSLN will have a booth presence in the exhibit hall at all these conferences, where attendees can learn more about CSLN's services and how it can help their state agency recoup past-due child support.

Overall, CSLN is excited to participate in these conferences and looks forward to engaging with child support professionals to help them increase collections for their state agencies.
