Greetings!
Holidays in the middle of the COVID-19 pandemic have looked quite different this year. Halloween included. In order to protect residents from the continued spread of the virus, the State of Illinois Department of Public Health (IDPH) has released the following guidelines for trick-or-treating:
- If you think you have COVID-19 or may have been exposed to someone with COVID-19, you should not participate in in-person Halloween festivities or give out candy.
- Spread out individually wrapped candy on tables, sidewalks, driveways or other outdoor spaces instead of handing it directly to trick-or-treaters.
- Maintain social distancing at all times. Costume masks are not suitable face coverings. Please use proper masks at all times.
- Only household members should trick-or-treat together.
- Carry alcohol-based hand sanitizer with you and do not consume candy collected during trick-or-treating until after handwashing.
There are also many alternatives to trick-or-treating, like hosting limited-sized trick-or-treating gatherings in a large outdoor space, like a parking lot or other outdoor setting, where tables can be set 6 feet apart and attendance can be controlled. The City of Chicago has issued similar Halloween guidance, but has also created a Halloween week website for Halloween event hosting and safety information. This information can be found at www.ChicagoHalloweek.org.
In addition to Halloween guidelines, the City of Chicago has issued Phase 4 business guidelines that are effective as of Thursday, October 1st. The new guidance includes:
- Restaurants, health and fitness centers and all other establishments that were limited to 25% indoor capacity will now be able to increase their maximum indoor capacity to 40%.
- The limit on total individuals within one room remains at 50.
- Bars, taverns and other establishments that serve alcohol without a retail food license may reopen for indoor seating at 25% capacity or 50 people, whichever is fewer. Service is limited to 2 hours per party. Customers must be seated to order, patrons can not walk up to the bar. Establishments must partner with food providers so that food is available to customers.
- Maximum of 6 people per table.
- At bars and restaurants, customers must wear face coverings at all times except when eating or drinking.
- Bars, restaurants and other establishments that serve alcohol will now be able to sell alcohol until 1:00 am and may remain open until 1:30 am.
- Maximum group size for health and fitness classes, and after-school programs has increased to 15 people.
- Residential property managers are asked to continue limiting guest entry to 5 additional people for single-member households so that total indoor gatherings do not exceed 6 people.

Chairman Pat Dowell Featured on Citywide Budget Town Hall Meeting
As part of "Budget Week", Committee on the Budget and Government Operations Chairman Pat Dowell was one of the featured panelists for the "State of the Budget" kick-off virtual town hall meeting on August 31st. Chairman Dowell was joined by Budget Director Susie Park, and Chief Financial Officer Jennie Bennett to introduce the 2021 City of Chicago Budget, budget process and answer questions directly from the public. This was the first in a series of five Budget Town Hall meetings, each covering their own budget topic: public safety, human services, infrastructure, and neighborhood economic development, each with their own expert panel. This is the first step in an extended process overseen in City Council by Chairman Dowell that concludes with the City Council considering passage of the full 2021 Budget in early to mid-November. The next step is the Mayor's budget address, which is typically delivered in mid-October, which is then immediately followed by multiple weeks of departmental budget hearings in the Committee on the Budget and Government Operations, before the full budget is considered. Alderman Dowell Hosts Proposed Cannabis Dispensary Town Hall Meeting
On Monday, September 21st, Alderman Pat Dowell held a virtual town hall meeting to discuss Midway Dispensary's proposal to open a cannabis dispensary at 1420 S. Michigan Ave.
During the town hall, constituents asked questions about Midway's proposal, including: the square footage of the location, its proximity to schools and other teen-centric social gathering places, security plans, general parking spaces, and both vehicular and foot traffic. For South Loop constituents interested in submitting statements of approval or disapproval, please submit such statements to [email protected] and [email protected].

COPA Joins Alderman Dowell at Police Oversight Town Hall Meeting
On Tuesday, September 15th, Alderman Pat Dowell held a virtual town hall meeting featuring the City of Chicago's Civilian Office of Police Accountability (COPA). This informative meeting was held in response to the recent civil unrest and the high number of investigations tied to police misconduct that were launched during the same timeframe. During the town hall, Chief Administrator Sydney Roberts talked about COPA's commitment to independent and transparent police oversight and accountability, and offered explanations to many lingering questions and concerns regarding COPA's jurisdiction in Chicago.

3rd Ward Shred Day
Alderman Dowell partnered with Midway Moving and Storage to host a well-attended free shredding event in the parking lot of the 3rd Ward Public Service Office at 5046 S. State St. Numerous residents stopped by to throw away years of paper records.
Thank you to Midway Moving and Storage for providing the professional document destruction services, and to Lucy Macedo and Allyson Allison for coordinating the event. Alderman Dowell will be hosting another shredding event on Saturday, October 17th from 10:00 am - 2:00 pm at the South Loop Elementary School parking lot located at 1212 S. Plymouth Ct. City of Chicago Lead Service Line Replacement Program
The City of Chicago has announced the long-awaited Lead Service Line Replacement Program. The voluntary program, designed to provide assistance to residents who wish to replace their lead service lines, will prioritize those who are low-income.
The City’s drinking water is in compliance with all federal, state and industry standards for drinking water. As such, participation in any lead service line replacement program will be voluntary. Proposed changes to the Federal Lead and Copper Rule, which sets the benchmark for the amount of lead in drinking water, are expected to be released this year. Even under the proposed changes, Chicago will remain in compliance based on current lead-in-water testing results. There are approximately 380,000 lead service lines in Chicago, primarily in single-family and two-flat residences.
The City is offering two methods of City-assisted replacement: The Equity Lead Service Line Replacement Program for low-income residents and the Homeowner-Initiated Lead Service Line Replacement Program. Click here to get information about the program and apply if you are eligible.

3rd Ward Coordinates Month Long Weekly Food Box Giveaway
Over the past month, Alderman Dowell's office, in partnership with Blueprint Foods, has been giving away free food boxes to needy residents every Friday. At each event, approximately 200 families were provided boxes full of meat, vegetables and fruit. Special thanks to Lucy Macedo, Richard and Allyson Allison who organized theses important events. And a big thank you to Acclivus, Inc., Levon Stone, Bamani Obadele, James Mendez, Renee Barrera and all the volunteers who helped pass out food boxes every week.
During this difficult time, it's important that everyone do what they can to help their fellow neighbor. The food box giveaway is a small, but direct way that the 3rd Ward is stepping up to help residents get through the pandemic. 3rd Ward Census 2020 Push
Teamwork makes the Census work! The 3rd Ward Public Service Office was proud to partner with Cook County Commissioners Bill Lowry and Dennis Deer and Illinois State Senator Mattie Hunter to encourage constituents at the Rosenwald Courts Apartments to complete the 2020 Census and register to vote. Special thanks to Delta Sigma Theta, United African Organization and Acclivus, Inc. for their participation, and all the PPE and ice cream. This was an important outreach event to area seniors to ensure their voices are heard. A truly positive experience for all involved.

ComEd Microgrid Mural Completed!
The ComEd Microgrid Mural in Bronzeville has been completed! Check it out in the 3800 Block of South Michigan Avenue. Thanks to Andre and Frances Guichard for their leadership and creativity. Special shoutout to artists Shawn Michael Warren and Rahmaan Statik. What a beautiful addition to our community.

Wentworth Gardens Park Playground Replacement
The Park District will be replacing the existing playground equipment at Wentworth Gardens Park (3770 S. Wentworth Ave.) with newer equipment designed for the 5-12 year old age range. The Park District received a few design options from manufacturers to provide the community for selection. Park District staff, working with the park supervisor at Wentworth Gardens Park, has gathered feedback from the LAC President and other area parents on which design they would like to see incorporated into the site. The selected design for Wentworth Gardens Park playground is pictured (left). Construction to anticipated to begin in the fall of 2020.

Roberts Temple Added to Most Endangered Historic Places List
The National Trust for Historic Preservation has included Roberts Temple Church of God in Christ (4021 S. State St.) on the 2020 list of America’s 11 Most Endangered Historic Places, announced on September 24th. The 11 Most Endangered list is an annual designation of the National Trust that raises national awareness about threatened historic sites across the country. Roberts Temple Church of God in Christ played a pivotal role in the Civil Rights movement, hosting among other events, the funeral of Emmett Till on September 3-6, 1955.

King Dr. and Oakwood Blvd. Traffic Signal Replacement
The Chicago Department of Transportation is planning to begin construction on the King Dr. and Oakwood Blvd. traffic signal in October 2020. The project scope includes the removal of all existing traffic signal equipment and replacement with new LED traffic signal heads; pedestrian heads; accessible pedestrian signals; traffic signal mast arms; poles and foundations; pavement resurfacing; sidewalk and ADA ramp improvements; pavement markings and more. The project is scheduled to be completed in June 2021.

Roosevelt Rd. Traffic Signal Replacement Project
The Roosevelt Road Traffic Signal Interconnect project involves upgrading signal infrastructure to centrally connect the signals on Roosevelt Rd. from Western Ave. to Lake Shore Dr. With communication established to the central signal system, CDOT will be able to remotely maintain the coordination between signals, and change signals timings remotely when required. This type of work will eventually allow signals to automatically change the timings depending on the demand on each approach. In addition, the cameras can control the left turn movements at intersections with left turn arrows. The left turn arrow will come up only when there is a vehicle on the left turn bay which will avoid unnecessary waiting at the intersection.
At three of the intersections west of Clark St., CDOT will be fully replacing the signal infrastructure. The remaining intersections will be getting ADA compliant sidewalks, Accessible Pedestrian Signals, cellular modems and technology enhancements for wireless interconnect capabilities; traffic signal cable replacement; replacement of selected signal controller cabinets, and controller upgrades to Advanced Traffic Controller (ATC), traffic and pedestrian signal heads replacement; traffic control and protection; and pavement markings.
The following are the specific upgraded to the intersection east of Clark:

State St. Arterial Street Resurfacing Final Inspection
The Chicago Department of Transportation has scheduled the final inspection for the arterial street resurfacing project on State St. from 31st St. to 35th St. The work includes ADA sidewalk improvements, curb and gutter removal and replacement as needed for ADA and drainage compliance, milling the existing asphalt pavement, asphalt paving, landscaping and striping.

South Loop Event Parking Restrictions
Parking restrictions are in place for the South Loop from Roosevelt Road to Cermak Rd. from Lake Shore Drive to Clark St. during all Chicago Bears football games and many other Soldier Field events. Wintrust Arena events have been removed from the parking restrictions. Vehicles parked in the South Loop without a valid South Loop Event Parking Pass, South Loop Event Guest Pass or Residential Permit Parking pass (for Residential Permit Parking Streets ONLY) are subject to ticketing or towing.

Family Affair
Family Affair, an event produced by Wide Awakes Chicago, is a singular event within a nationwide day of collective action on October 3 honoring the 1860 march for emancipation, led by the Wide Awakes political party. Family Affair seeks to inspire, encourage, and activate political participation in Chicago, while keeping the highest level of Covid-19 safety measures in place. Featuring performances by Isa Starr, Ugochi Nwaogwugwu, and dj set by Sadie Woods.

Lathrop Phase 1B Virtual Vendor Fair
