WEBINAR ON PUBLIC-PRIVATE PARTNERSHIPS ON THURSDAY

OML and the Ohio Municipal Attorneys Association will host a webinar, "A Primer on Public-Private Partnerships," at 11 a.m. on Thursday, Oct. 27. The webinar will feature public finance attorneys from Bricker and Eckler who will go over the various P3 structures available to cities and villages, as well as the pros and cons of them. More Info


DETAILS RELEASED FOR APPALACHIAN COMMUNITY GRANT PROGRAM

The Governor's Office of Appalachia released detailed guidelines this week about the Appalachian Community Grant Program, which will infuse $500 million into Ohio's 32-county Appalachian region to revitalize communities and stimulate transformational change. The first application period will open in November, with a deadline in December. An informational webinar will take place Oct. 25. More Info


OHIO RECEPTION TO TAKE PLACE AT NLC CITY SUMMIT

The National League of Cities will have its annual City Summit in Kansas City Nov. 17-19. The conference is for municipalities of all sizes and will focus on leading into the future. Be sure to register, and join OML for an Ohio reception on the evening of Nov. 18. More Info

SAFETY AND SECURITY GRANTS AVAILABLE FOR VARIOUS ORGANIZATIONS

Nearly $6 million in grant funding is available for religious institutions, chartered non-public schools, licensed preschools, and nonprofit organizations to help them implement safety and security enhancements. The funds can be used for such things as acquiring or retaining a resource officer, special duty police officer, or licensed armed security guards, among other options. The deadline to apply is Nov. 4. More Info


FEDERAL MONEY COMING FOR SMALL BUSINESS SUPPORT

The Ohio Department of Development announced that Ohio will receive $52.4 million in federal funds for socially and economically disadvantaged individuals, very small businesses, and early-stage technology-based companies – with some funding available by the end of this year. See more below.


NLC RELEASES CITY FISCAL CONDITIONS REPORT

OML sent out a member alert this week to raise awareness of the National League of Cities' new City Fiscal Conditions report, which presents a snapshot of where cities are financially as they turn the page on COVID-19 and get back on their feet. View the report or slideshow.


U.S. TREASURY SCALING BACK ON ASSISTANCE WITH COVID-RECOVERY FUNDS

The U.S. Department of Treasury announced that its State and Local Fiscal Recovery Funds email and phone help center assistance to local governments is being dramatically scaled back. A copy of the full email sent to grantees from the Department of Treasury is available to view here. More Info

The Ohio Department of Commerce Division of Liquor Control asked us to share this link to sign up for their new listserv. DOLC is trying to build out these listservs so they can more effectively communicate with stakeholders as they move toward a fully online licensing and registration system. 

LAST CHANCE TO COMPLETE ONBOARDING RESEARCH PROJECT SURVEY


Mt. Vernon Mayor Matt Starr still needs more survey respondents to complete his data collection regarding the onboarding process, and he needs responses from your frontline staff members, managers and supervisors of your cities/villages, as well as elected officials. 


Mayor Starr is examining the different perceptions of importance regarding the different elements of onboarding between differing positions in local government agencies. Participation is voluntary and confidential, but he needs you to forward the following to all levels and departments of your municipality:



Mayor Starr would like to collect the final data by Oct. 31 in order to begin writing the final results. He has also agreed to share the results with OML and meet with each participating municipality in person to review the results. This study will provide practical advice to municipal agencies in terms of prioritizing efforts as you bring new team members on board.

FEDERAL MONEY COMING FOR SMALL BUSINESS SUPPORT


The Ohio Department of Development announced that Ohio will receive $52.4 million in federal funds for socially and economically disadvantaged individuals, very small businesses, and early-stage technology-based companies.


This is part of up to $182 million in total funds through the State Small Business Credit Initiative (SSBCI). Remaining funds will be made available through further allocations as Ohio meets expected performance targets.


Four programs expected to be available by the end of the year include:


  • The Community Development Financial Institutions (CDFI) Loan Participation Program to provide loans to socially and economically disadvantaged individuals, very small businesses and businesses located in Community Development Financial Institutions (CDFI) tracts
  • The Ohio Collateral Enhancement Program – to provide collateral on small business loans made by financial institutions to allow small businesses to access loans that otherwise would have been denied
  • The Ohio Venture Fund – to provide capital to investment funds to invest in early-stage, tech-based companies
  • The Early-Stage Focus Fund – to complement the existing Ohio Third Frontier Pre-Seed Fund to support funds that target investments to early-stage, tech-based companies in underserved communities and populations
