hud green and resilient retrofit program grant writing and technical assistance

Dear CHFA Stakeholders,

On behalf of our partners at the Governor’s Office of Economic Recovery, CHFA is sharing the following information about a free grant writing and technical assistance offering to assist those who are eligible for the HUD Green and Resilient Retrofit Program (GRPP). Please see below for more information.

Message from the Governor’s Office of Economic Recovery

The Governor's Office of Economic Recovery is offering to provide grant writing and technical assistance to non-profit and housing authority owners of affordable housing that are eligible for the HUD Green and Resilient Retrofit Program (GRRP). This grant and loan program can provide up to $80,000 per unit to make eligible affordable housing properties more energy efficient and resilient to natural disasters.

GRRP supports eligible HUD properties in the form of direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, utilize low-emission building materials or processes, add energy storage, electrify the building, or address climate resilience.

Only owners of properties supported by these HUD programs are eligible for the HUD GRRP program:

  • Properties assisted by Project-Based Rental Assistance (PBRA) Housing Assistance Payments (HAP) Contracts
  • Properties assisted under Section 202 of the Housing Act of 1959 (12 U.S.C. 1701q) and Section 202 of the Housing Act
  • Properties assisted under Section 811 of the Cranston-Gonzalez National Affordable Housing Act (42 U.S.C. 8013) (“Section 811”)
  • Properties assisted under Section 236 of the National Housing Act (12 U.S.C. 1715z-1) which are receiving Section 236 Interest Reduction Payments (IRP)

GRRP opportunities are divided into three cohorts, explained in this fact sheet (PDF).

Please reach out to Elena Wilken (elena.wilken@hdrinc.com) or Rachelle Macur (rmacur@group14eng.com) (under contract with the Governor's Office of Economic Recovery) if you would like to receive an assessment of your property’s eligibility, and, if appropriate, free grant-writing and technical assistance to submit an application.
