Brainstorming Solutions


The City of Eugene invites you to weigh in on key solutions to the challenges we face in Downtown Eugene. Bring your friends, colleagues and family and enjoy music, refreshments, socialize, and dive into the details on vision, priorities, and projects for our Downtown.

Urban Reserves Project

On October 18, the Eugene and Lane County Planning Commissions held a joint public hearing to receive input and testimony from community members on the urban reserves adoption package. Although the public hearing is closed, you can still email your comments to UrbanReserves@eugene-or.gov and they will be forwarded to the City Council and Board of County Commissioners. 


Meeting Updates (New Dates!):


  • The Lane County Planning Commission’s deliberations on urban reserves have been rescheduled (from November 1) to Tuesday, December 6, 2022 at 6:00 pm.


  • The Eugene Planning Commission’s deliberations on urban reserves have been rescheduled (from November 15) to Tuesday, December 13, 2022 at 5:30 pm.


At the deliberations meetings each planning commission will make a recommendation to its own elected officials: the Lane County Board of Commissioners and the Eugene City Council. Then, City Council and the Board of Commissioners will consider their planning commission’s recommendation and they will hold their own series of meetings, including a joint public hearing before making final decisions on urban reserves adoption. Climate Friendly and Equitable Communities

On November 22, 2022, the Eugene Planning Commission will hold a work session on Climate Friendly and Equitable Communities (CFEC) Parking Reform. Meeting details will be posted on the Planning Commission's web page a week before the meeting.


In response to Executive Order 20-04, the Oregon Department of Land Conservation and Development (DLCD) developed, and the state adopted, updates to Oregon's transportation and land use planning rules called the Climate-Friendly and Equitable Communities (CFEC) rules. There are several components to the new rules, including new provisions for engagement and equity. Most of the components will require changes to local land use and transportation plans and/or Eugene’s land use code.


The parking rule changes are the earliest component of the rules to take effect. 


  • The first change the City is required to implement by the CFEC rules is the elimination of off-street parking mandates (i.e. requirements for a minimum number of off-street parking spaces) on development permits for certain use and in locations near transit submitted after December 31, 2022. These requirements must be applied to new development even if Eugene's land use code is not updated yet.
  • The next required change is that electric vehicle (EV) charging conduit be installed for 40% of the parking spaces provided in new multi-unit or mixed use developments. This requirement needs to be in effect no later than March 31, 2023 and must be applied to new development even if Eugene's land use code is not updated yet.
  • The deadline for the City to implement the bulk of the parking rule changes is June 30, 2023, by which time the City will have to adopt land use code changes implementing one of the options for reducing off-street parking mandates city-wide, unless an extension is otherwise approved by the state.

Senior Administrative Specialist


The City of Eugene's Planning Division is seeking an Senior Administrative Specialist to help keep our team organized and prepared to continue promoting and implementing the community's adopted vision to accommodate future growth while preserving and enhancing what we love about our city. The successful candidate will enjoy providing excellent customer service to the community, thrive in a team environment, and demonstrate adaptability to a dynamic and fast paced work environment. This position involves a wide range of administrative work related to office organization and administrative services, helping to keep the Planning Division up-to-date on procedural requirements, drafting and sending notices, and application processing. Commercial Code Analyst


The Code Analyst role is an integral part of the City’s Building & Permit Services Division. It is a dynamic and rewarding position that serves a multi-faceted role in the permit review process. Our team of code analysts serve as project coordinators on commercial permits, which means they are the primary contact for colleagues from several other internal review teams such as fire marshals, public works, erosion, community development, and land use staff. Code analysts also serve as the primary City contact for permit applicants and regularly coordinate directly with builders, owners, architects, and engineers throughout the plan review and permitting process to ensure project compliance and success. This position functions in a collaborative, solution-oriented environment and the ideal candidate will be someone who blends creative problem solving with high integrity and professionalism. To learn more and apply, click here.



Applications System Analyst (Limited Duration)


The City of Eugene Planning and Development Department is looking for an excellent C#.NET software developer for an exciting opportunity to rewrite a business-critical application that is currently written in PowerBuilder. PowerBuilder knowledge is not required but is a plus. This position is part of the Planning and Development Technical Services Team. The effort will be highly collaborative for requirements gathering, project management, code review and testing processes. The application being rewritten is responsible for processing the City’s Land Use applications such as subdivisions and zoning changes.
