Welcoming 2022-24 Board of Directors
NORRISTOWN - LASP's Board of Directors held its first meeting of the 2022-23 fiscal year on Sept. 7. The hybrid meeting, held at our administrative office on Marshall Street in Norristown and virtually via Zoom, marked the first time since the pandemic the Board had a chance to meet at the location. The Marshall Street location is the former headquarters of the Scheidt Brewery. LASP's 2022-24 officers are Catherine H. Voit, President; William G. Roark, Vice President; Stephen Scott, Treasurer; Lorraine M. Ramunno; Secretary; and William L. Baldwin, Immediate Past President. Thank you to Bill Baldwin for your service as LASP President from 2020-22!

Trial Run 5K Run/Walk returns Oct. 30 with costume contest
WAYNE - The Trial Run 5K is back for its 17th year! Start your Sunday morning with a run or walk at Wilson Farm Park in support of Legal Aid of Southeastern PA!

Awards will include top men's/women's finishers and best costume. The Chester County Bar Association Pro Bono Committee is organizing this event as part of its Pro Bono Week celebration.

The race will be Sunday, Oct. 30 at Wilson Farm Park, 500 Lee Road, Wayne, PA 19087. Sign-in starts at 8:15 a.m. The race begins at 9 a.m. Parking is available on-site. The starting line is the south pavilion, nearest to Route 202.

For a limited time, the Pennsylvania Board of Pardons is providing a shorter, quicker pardon application for individuals with misdemeanor possession of marijuana convictions.

This opportunity is only available from Sept. 1-Sept. 30, 2022. You must submit an application by Sept. 30 to take advantage of this quicker process!

Long-term disaster recovery: Resilience through Education & Design Clinic (REDC)
TELFORD - At a Hurricane Ida Recovery Seminar Aug. 24 at Indian Valley Public Library in Telford, residents learned about long-term recovery for homeowners and renters. The Resilience through Education & Design Clinic (REDC) included information and resources from:

  • Brian Baer, Elevated Studio Executive Director, on funding options for recovery.
  • Rich Sobota, Senior Insurance Specialist for FEMA Region 3, on the National Flood Insurance program.
  • Sara Planthaber, LASP Staff Attorney, on legal needs before, during/immediately after, and long-term after a disaster.
  • Linda Frey of Lutheran Disaster Response on working with a disaster case manager.
  • Rev. Jenny Smith of the Pennsylvania Southeast UCC Conference Disaster Ministry Team, on spiritual recovery.

MEDIA - This two-hour CLE will begin with the arrest and 1931 execution of the youngest person to be put to death in the Commonwealth of Pennsylvania. This examination will trace the case up to this year, when a new trial was granted to this 16-year-old child, for a murder he did not commit. HOUSING: Rental assistance + PAHAF updates
Delco ERA rental assistance applications CLOSED on Sept. 10
Delaware County announced Aug. 29 that applications for rent and utility assistance would close Sept. 10. Read more in the press release: Program to expend 100% of allocation of $78.4M serving over 11,500 renters. Delco ERA noted in a Facebook post, "Delaware County Emergency Rental Assistance Program (Delco ERA) is approaching 100% expenditure of its allocation of $76,397,830 in ERA 1 and 2 funds.

"On Saturday, Sept. 10 at 4 p.m., Delco ERA will no longer accept registrations for first-time or subsequent assistance. For those who have already registered, we will continue to process applications until all available funds are exhausted. We will continue to process grants with the remaining funds and send out a notice when all funding is exhausted."
Bucks County announces CHANGES to the Bucks Emergency Rental Assistance Program; BERA continues past Sept. 30
On Sept. 2, 2022, Bucks County announced changes to the Bucks Emergency Rental Assistance (BERA) program. The BERA webpage states,

"Effective 9/2/2022, eligible tenants can receive 3 total months of financial assistance, including utilities, with up to 1 month of prospective rent assistance. This financial assistance is one time only, and additional funds will not be made available.

"Due to time-limited additional funding availability, tenants that applied to the BERA program and utilized all available funds prior to Sept. 2, 2022 may be eligible for additional financial assistance for any additional utility and/or rental arrears through the month of September 2022. In order to be considered for one-time additional arrears assistance, tenants must meet the following criteria:
  • Tenant must certify as having an impact due directly or indirectly to COVID-19.
  • Tenant has received less than 15 months of financial assistance through the BERA program.
  • Tenant must submit Additional Funds Request by Sept. 30, 2022.

"Tenants should reach out to their assigned reviewer or to the BERA Helpline at 888-50-BUCKS to determine eligibility for this limited time funding and complete the Additional Fund Request."

Bucks County officials confirmed with LASP that BERA funds will continue to be available after Sept. 30, 2022.

The Pennsylvania Homeowner Assistance Fund (PAHAF) opened for applications in February 2022.

Need help applying? Legal Aid of Southeastern PA may be able to help residents of Bucks, Chester, Delaware and Montgomery counties with the application process. Call our Helpline, 877-429-5994, Monday-Friday, 9 a.m.-1 p.m.

The program provides financial assistance to help Pennsylvania homeowners pay mortgage and housing-related expenses to avoid delinquency, default, foreclosure, or displacement.

EXTON - Free legal clinics are held monthly at PA CareerLink of Chester County. Clinics also are scheduled the second Wednesday of the month, on Oct. 12, Nov. 9 and Dec. 14, 2022.

Who we can help at the free clinic in Doylestown
  • Parents only (no grandparents or extended family members)
  • Assistance is for Bucks County cases only.
  • Provide a copy of the most recent custody order, if there is one.
  • Clinic is available to help prepare the first petition for custody, to change a current order, or to provide general advice in a Bucks County custody case.
  • Parents must meet financial eligibility for Legal Aid of Southeastern PA (LASP).
  • Please register first.

What to expect
  • Parents will meet with an attorney for up to one hour.
  • The attorney will give brief legal advice regarding custody, help you fill out the paperwork, and give directions on how to file the paperwork at court.
  • After the clinic, a LASP advocate can follow up with you.

Reentry, Resetting, & Redemption: Expungement & Pardon Clinic Aug. 11
SHARON HILL - More than 200 people attended and 120+ people started the pardon or expungement process at a clinic hosted by Hon. Tammi L. Forbes Aug. 11 at Academy Park High School in Sharon Hill, Delaware County. Celeste Trusty, Pennsylvania Board of Pardons Secretary; Saad Soliman, National Reentry Systems Subject Matter Expert; and Jonathan King, Reentry Professional, joined a successful pardon recipient on stage to provide words of encouragement and inspiration.

State Rep. David M. Delloso and his staff provided information and resources at the event. Legal Aid of Southeastern PA attorneys worked one-on-one with clients after the program and followed up later with other attendees. Record-clearing paves the way for improved job, school and housing opportunities.

In addition to Judge Forbes, event organizers included the Board of Pardons, Legal Aid of Southeastern PA, Safe Corridors and Keystone First. Thank you to event sponsors!

Expungement Clinic with Rep. O'Mara & Sen. Tim Kearney

MORTON - PA Rep. Jennifer O’Mara and PA Sen. Tim Kearney hosted a free Expungement Clinic Aug. 25 at Morton Borough Hall in partnership with LASP. Rep. O'Mara wrote on her Facebook page, "I’d like to thank everyone from Legal Aid of Southeastern PA and Senator Tim Kearney's team for helping with last week’s Expungement Clinic. I am so proud of the work everyone did to help our fellow community members. Record expungements are life-changing for many people who cannot find a job or adequate housing due to previously enacted legal barriers. I’d also like to give a special thanks to Morton Brough Council for letting us use their town hall for our event. It couldn't be done without everyone's help!"
PHILADELPHIA - LASP staff, friends and families were out in force at the Phillies vs. Mets Aug. 20. The game featured blazing sun and bats, 30 hits and four homers, rain showers, rain deluge and rain delay, ultimately ending in a Phils' 10-9 loss. "Official time played" was clocked at four hours, 26 minutes, but this memorable Sunday afternoon game turned day into night.

WEST CHESTER - Sara Planthaber is a Staff Attorney in LASP's Chester County Office. Sara was a Martin Luther King. Jr. Intern at LASP in 2018 and has been with the program since 2020. Sara's primary practice areas include custody, protection from abuse, mobile home property taxes, guardianship, and FEMA applications/appeals.
