July 1 Launch of Behavioral Health and Intellectual/Developmental Disabilities Tailored Plans

Tailored Plans are a new kind of NC Medicaid Managed Care health plan for approximately 210,000 beneficiaries with a serious mental illness, a serious emotional disturbance, a severe substance use disorder, an intellectual/developmental disability or a traumatic brain injury in North Carolina.

They will cover doctor visits, prescription drugs and services for mental health, substance use, I/DD and traumatic brain injury in one plan. Eligible North Carolinians who are covered by NC Medicaid Direct will be covered by a Tailored Plan beginning July 1. The name of their Medicaid plan will change but the services covered remain the same.

A bilingual toolkit with accessible resources is now available for people impacted by the transition to Tailored Plans.

"Tailored Plans have the privilege and responsibility of serving North Carolinians with incredibly complex medical and behavioral needs — ensuring the plan operators are ready to support these members through this transition has been and continues to be our goal," said NC Health and Human Services Secretary Kody H. Kinsley. "Tailored Plans are another innovation to deliver on North Carolina’s investments in behavioral health as foundational to whole person health."

"Tailored Plans are a step forward in improving the quality of life for people in North Carolina with serious mental illness, substance misuse, intellectual or developmental disabilities and traumatic brain injury," said Kelly Crosbie, MSW, LCSW, Director of the NCDHHS Division of Mental Health, Developmental Disabilities, and Substance Use Services. "We are working with consumers, families, providers and the Tailored Plans to ensure the community has the resources they need to understand and manage the transition into Tailored Plans more easily. We created the Tailored Plan toolkit to make this information more accessible."

Press Release

Investment in Strengthening North Carolina's Behavioral Health Crisis Response System

As part of an ongoing commitment to improve behavioral health and resilience in North Carolina, the NC Department of Health and Human Services is investing in transforming the state’s behavioral crisis response system to ensure people experiencing a behavioral health emergency have alternatives to emergency departments when seeking the care they need. On April 8, NCDHHS announced a two-year plan to invest approximately $15 million in nine behavioral health urgent care centers across North Carolina. This investment will increase the state’s capacity to provide behavioral health urgent care by nearly 50%.

"Behavioral health is essential to health. We’re building from the ground-up a behavioral health system that gives every North Carolinian someone to call, someone to respond, and somewhere to go for care," said NC Secretary for Health and Human Services Kody H. Kinsley. "These new behavioral health urgent cares are an important part of ensuring people have more options for timely, effective and trauma-informed crisis care."

Over the next two years, NCDHHS will partner with the state’s Local Management Entity/Managed Care Organizations (LME/MCOs) to expand nine behavioral health urgent care facilities in Alamance, Buncombe, Caldwell, Haywood, Onslow, Pitt, Rockingham, Rowan and Vance counties. These locations were chosen based on several criteria, including regional data on the number of individuals waiting for behavioral health care in emergency departments, proximity to crisis services and partnerships with preexisting community services.

The new facilities will join a current network of behavioral health urgent care centers in Cumberland, Durham, Forsyth, Guilford, Mecklenburg, Randolph, Richmond and Wake counties.

New Opportunities

Trillium to Launch School-Based Therapy Services

Trillium Health Resources has published a request for information (RFI) on our website for school-based therapy services. These clinicians will offer outpatient therapy for children experiencing mental health issues, intellectual or developmental disabilities, or substance use disorders in each designated school district. They will provide assessments, group and individual therapy, and family supports. Services will be provided to Medicaid members (in NC Medicaid Direct or the Trillium Tailored Plan launching July 1) in Trillium.

Interested agencies will have until June 30, 2024 to respond to the RFI. Agencies must be available to offer services in at least one of the following counties: Guilford, Randolph, Montgomery, Moore, Lee, Hoke, Richmond, Anson, Scotland, Robeson, Sampson, Duplin, Wayne, Lenoir, Greene, Wilson, Edgecombe, and Warren.

“Trillium recognizes the value of placing clinicians in schools—their proximity to the children allows for more immediate treatment and contact with teachers and families,” stated Joy Futrell, Trillium’s Chief Executive Officer. “Trillium has been listening to stakeholders in our new counties and understands the needs of the schools in our region to support this critical gap.”

Mental Health Awareness Month

May is Mental Health Awareness Month. Since its inception in 1949, Mental Health Awareness Month has been a cornerstone of addressing the challenges faced by millions of Americans living with mental health conditions.

Visit the National Alliance on Mental Illness (NAMI) website for additional information, toolkits, and resources.

Early and Periodic Screening, Diagnosis and Treatment (EPSDT)

Early and Periodic Screening, Diagnosis and Treatment (EPSDT) is the federal law that says Medicaid must provide all medically necessary health care services to Medicaid-eligible children. Even if a service is not covered under the North Carolina Medicaid State Plan, it can be covered for members under age 21 if the service is listed at 1905(a) of the Social Security Act and if all EPSDT criteria are met.

Trillium is committed to providing preventive health screenings and improving the overall health of children enrolled in our health plans. Trillium will cover services, products, or procedures for a Medicaid member under age 21 if the service is medically necessary to correct or ameliorate a defect, physical or mental illness, or a condition or health problem identified through a screening examination.

Visit Trillium's website for more information and EPSDT resources.
