Hello Lydia,


San Diego was forever changed last Monday. The historic downpour and ensuing flooding ravaged entire blocks, destroyed homes, and left thousands of San Diegans all but possessionless. Seniors lost what they spent their lives saving for, parents are scrambling to find a safe and stable place for their kids to sleep, and children are doing their best to make it to school despite not knowing where home will be tonight and beyond. 

 

I could write for days about the heartbreaking scenes I’ve witnessed and conversations I’ve had. The same is true for the members of my team who have been out in the community. The weight of the circumstances is added to by the reality that there are years of work ahead of us and some folks’ lives will simply never be the same. 


The light I am struggling to find amidst these challenging times comes from the heroic and inspiring response I have seen over the past week. The people who sprung to action to pull neighbors out of their flooded homes, lifeguards who dove into treacherous and contaminated rapids to save the lives of residents and pets, and the volunteers and city workers who have worked past the point of exhaustion to respond to this crisis. 


My requests to you are to first not forget the communities who were impacted by the floods. We are going to need all of the love, energy, and power San Diegans can harvest to meet the moment we are facing. Below this message are ways you can support those in need.

Council District 9 Updates

Rainfall is in the forecast later this week and City crews are working hard to prepare. For residents citywide, sand and empty sandbags will be available at 10 City recreation centers starting on today (Tuesday, Jan. 30) between 1 and 7 p.m. Residents are encouraged to bring shovels to fill their bags. 

 

For residents in communities that were severely impacted by flooding last week, pre-filled sandbags will be delivered to their neighborhoods.

The County of San Diego Emergency Services is assessing local impacts related to last week’s storm so they can advocate on your behalf for state and federal assistance. This is an informational gathering document only.  

 

Residents and business owners are highly encouraged to submit their damages, no matter how big or small, via the County survey at sdd9.info/report

Board of Supervisors Approve Urgent 60-Day Eviction Moratorium and Limit Rent Increases


The County Board of Supervisors just voted 4-1 to approve an Urgent 60-Day Eviction Moratorium and Limit Rent Increases that apply to tenants and landlords in a “Flood Affected Area”, which refers only to areas that have been particularly devastated by the Flood. 

 

Specifically, the Flood Affected Area is limited to the following areas: All Residential Units located in the geographic boundaries of the following United States Postal (ZIP) Codes: 92113 (San Diego), 91977 (Spring Valley), 91950 (National City), 92114 (San Diego), 92102 (San Diego), 92115 (San Diego), 91945 (Lemon Grove), 92118 (Coronado), and 92104 (San Diego). 


This ordinance is now effective immediately and will sunset in 60 days unless further action is taken by the County Board of Supervisors. For all of the documents and materials related to this item can be found here.

Safe Streets for All Survey


Council District 9 is committed to having clean, safe, and healthy communities for all. A cornerstone of a healthy community is Safe Streets. Safe Streets promote walkable neighborhoods and increased accessibility for everyone.  


Traffic safety concerns are among the topmost issues that our office has heard from our communities. Council President Elo-Rivera takes all traffic safety concerns seriously and advocates on behalf of all of District 9 residents for safer streets.
