In 2023, CHFA celebrated several significant milestones and landmark accomplishments, a few of which are highlighted below. We know that this work was made possible because of our community partners and stakeholders across the state who share in CHFA’s vision that everyone in Colorado will have the opportunity for housing stability and economic prosperity. As we journey forward into a new year, we are grateful for the opportunity to continue to invest in Colorado’s future and success.

Over 5,500 Colorado homebuyers supported in homeownership with over $2 billion in first mortgage loans and more than $73M in down payment assistance.

More than 5,600 affordable rental housing units were supported with Housing Tax Credits, Private Activity Bonds (PABs) and/or loans.

Investments were made in more than 500 Colorado businesses, impacting over

Issued a total of $1.53B in single family and multifamily housing bonds. This is an all-time record for CHFA, and places CHFA first in the nation for single family housing bond issuances and second in the nation for combined single family and multifamily bond issuances.
Completed 18 multifamily loan commitments totaling $159M in financing (the second-highest total in CHFA’s history).
Fully committed the $25M Middle-income Access Program funding pipeline authorized by the Colorado General Assembly to create innovative capital for middle-income rental housing.
Received a record-breaking $65M New Markets Tax Credit award from the U.S. Department of Treasury to support economic investment in under-served neighborhoods and communities. CHFA’s award tied for the largest amount given to any awardee nationwide in this award round, and was the biggest in CHFA’s history.
Spearheaded the development and launch of the Colorado Multifamily Affordable Housing Electrification Hub, a building electrification resource for developers of affordable multifamily housing in partnership with DOLA-DOH, OEDIT, CEO, Energy Outreach Colorado, Group 14, and Enterprise Community Partners.
Collaborated with OEDIT to launch new Land Banking, Concessionary Debt, and Modular Finance programs which, combined, will offer $94M in new resources for affordable housing in its first year.
Maintained an Aa3 rating by Moody’s and an AA- rating by Standard and Poor’s.

Named 13th U.S. Best Place To Work in the Financial Services & Insurance sector by Fortune Magazine and named one of the 2023 Great Places to Work: Best Workplaces for Parents.
Received a 2023 Inclusiveness@Work Award from the Center for Legal Inclusiveness (CLI).
Received a 2023 Community Impact Award from the Community Investment Alliance.
Cris White, CHFA’s Executive Director and CEO, received the Lifetime Achievement Award in Affordable Housing from the Smith 2023 Affordable Housing Finance Conference Committee.
Steve Johnson, CHFA’s Director of Community Development, received the Lifetime Achievement Award from the Council of Development Finance Agencies.
Beth Truby, CHFA’s retired Housing Preservation Manager, received a Housing Colorado Eagle Award and Distinguished Service Award from the Denver Regional Council of Governments.
