The 3rd Annual ASCCA Training Conference was held on September 13-15 at the Hilton Hotel Irvine Orange County. Approximately 110 attendees enjoyed 2 days of high-level training. Classes were offered on topics as varied as “Mastering the Art of Successful Communication”, “Are You Violating the Automotive Repair Act?”, and “Hands-on Electrical Diagnostics.” Separate tracks were offered on technical topics as well as management. The feedback received on the sessions has been outstanding!
Attendees were also able to meet with various exhibitors offering services and products benefiting shops and their teams.

A Cornhole Tournament, sponsored by Impel, was held on Saturday evening. Attendees enjoyed various food stations, friendly competition, and comradery. The Silent Auction raised funds for ASCCA and donations totaling over $5,000. Also, through the generosity of our attendees, the ASC Educational Foundation raised $4,287 in donations, $500 of which will start a new scholarship fund. | |
Following the final training sessions on Sunday morning, the Council of Representatives (COR) and the Board of Directors each met. During its meeting, COR approved the slate of candidates for the Board of Directors prepared by the Nominating Committee for 2025. The members of COR tabled the selection of its Speaker and Speaker Pro Tem for 2025 until its October meeting. An extensive discussion was held on various goals and activities that Chapters have and/or are planning going forward. Each Chapter Representative will be sure to update their portion of the “Actionizer” form prior to each COR meeting. | |
During the Board Meeting, Tim Chakarian of Chapter 5 was appointed by President Lee Chesnin to fill one of the empty seats on the Board. The selection of the Executive Committee (President, Vice President, Secretary, and Treasurer) for 2025 was postponed until the meeting of October 23rd.
The 2025 Annual Training Conference will take place in Northern California (date and location to be announced). Watch the ASCCA website, the monthly e-newsletter, and all the social media platforms for more information!
The 2025 event will be bigger and better than this year!

End-of-Session Legislative Bill Report - September 2024 | |
After adjourning at midnight on Saturday, August 31st, lawmakers returned home to prepare for the November elections. The Governor has until September 30, 2024, to decide on hundreds of bills awaiting his signature or veto. Additionally, a special session called by the Governor to address gas spiking prices faces uncertainty, as Senate leadership may not convene, leading to escalating tensions among the lawmakers. We will continue to monitor and report.
LEGISLATIVE BILLS
Electric Vehicle Batteries
SB 615 –Electric Vehicle Batteries – Concerns, amendments accepted. This bill, among other things, requires that automotive repair dealers who remove electric battery from a vehicle for repair, remanufacturing, or recycling must ensure that the battery is disposed of properly, adhering to the end-of-life requirements specified in the legislation. Status: Governor’s desk.
Employment
AB 1870 – Workers’ Compensation Notice – Watch. This bill would require the existing posted workers’ compensation notice to include information concerning an injured employee ability to consult a licensed attorney to advise them of their rights under workers’ compensation laws. Status: Signed by Governor.
AB 2288 – Private Civil Actions – Support. This bill, along with SB 92, contains the legislative language to reform California’s broken Attorney General’s Act (PAGA). These bills address major problems in the law while protecting workers and limiting...

Brake and Lamp Inspection Programs end September 27 | |
Effective September 27, 2024, the brake and lamp inspection programs will end. The sunset of these programs marks the third and final phase of the Bureau of Automotive Repair’s (BAR) implementation plan for the Vehicle Safety Systems Inspection (VSSI) Program established by Assembly Bill 471 (Low, Chapter 372, Statutes of 2021). Inspections under the new VSSI Program began statewide on July 8.

ADA website compliance and web accessibility are two terms that are used interchangeably but they are distinct from one another.
ADA stands for the Americans with Disabilities Act which prohibits discrimination on the basis of disability. Courts are construing Title III of the ADA to mean that websites must be accessible. Thus, with ADA website compliance, we're referring to the law.
