Veterans Day Service has been special in Ossining for 81 years now! Thank you to our Veterans, Scout Troop 49, the police, elected officials, and residents for making this day meaningful. On Veterans Day, we come together to appreciate those who serve us today in our nation's armed forces and those that did so in the past. For nearly two and a half centuries, these brave American people have been best defined by values such as courage, integrity, loyalty, and selflessness, and today we honor the contributions and sacrifices they have made in duty to our country.

In New York State, there are nearly 700,000 veterans who have served our country, and more than 20,000 New Yorkers currently serve on active duty. It's important to consider those numbers for a moment because for each service member in our State, there are countless husbands, wives, mothers, fathers, and children who love them and have also sacrificed much when they are actively deployed.

Did you know that this year the NYS Division of Veterans' Services will be elevated to a Department-level agency so that veterans can access all their programs or earned benefits from a single office?
Businesses hiring qualified veterans may be eligible for the expanded Hire-A-Veteran Tax Credit, worth up to $20,000 per veteran hired, up from $15,000. The credit can now be claimed for all veterans, not just those discharged after September 1, 2001.
Veterans may also be eligible for additional local tax exemptions that could lower their property tax bills by as much as 50 percent if they were disabled because of their military service.

Our debt to these heroes can never be repaid, but we can show our gratitude and respect by helping to sustain them and giving them the opportunities to pursue their dreams.

Please participate by joining the conversation! This week the Board Of Trustees will open the public meeting regarding the proposed Village Budget for 2023. We do this every year to gain input and insight into the proposed Village budget so that we can properly evaluate all the recommended expenditures and capital requests— large and small. Once the public input period is completed, the Board will vote on the budget for 2023, including proposed multi-year capital expenditures/investments. This process has been very intense as we come out of two years of reacting to Covid. We are now looking forward to investing in our community in ways that enhance and enrich the future of our Village.

Youth: Ossining needs to hear from you! We are building the Youth Bureau to its best potential and are in the midst of collecting the community's stated needs. There are two youth needs surveys for the purpose of helping the Ossining Youth Bureau best tailor it's programming to the needs of youth: one for parents and the other for youth 13-24 years old. www.surveymonkey.com/r/OYBYouthNeedsSurvey

Did you know that Ossining/Briarcliff has a terrific community organization that supports refugees in direct and meaningful ways? There are refugee settlement groups that need your help in multiple ways. Our friends and supporters at Open Arms for Refugees are hosting a highly acclaimed documentary, "Afghanistan Undercover," screening at the Ossining Library on Thursday, November 17th. After the film, Supervisor Dana Levenberg will interview the filmmaker, Ramita Navai. Ramita's extraordinary interviews with women living under Taliban rule in the last year illuminate life under the Taliban. The event on November 17th is free, and the film starts at 7 PM. Come early (6:30 PM) to say hello. To register for this event, please go to: OpenArmsForRefugees.org.

You will also get a chance to learn more about how you might get involved with refugee resettlement.
This week's Legislative Meeting  will take place on Wednesday, November 16th at 16 Croton at 7:30PM.

Some items of note:
  • We will start with two Public Hearings:
  • The first is on the 2023 Village of Ossining Budget
  • The second is on Proposed Local Law 11 of 2022 re: Taxation (specifically, senior income-based and Veterans)
  • The Board will have a resolution to sell the underutilized Village-owned property at 2 State Street (corner of State and Main) to OVO Property Group LLC, the owner of the contiguous property on State Street.
  • The Board will be asked to vote on a (2) year renewal agreement with Empire Consulting, who does the Village's scheduled and random drug and alcohol testing and reporting for the Personnel Department.
  • There will then be a resolution authorizing the Village Manager to sign an agreement for Planning Consultant Services with Nelson Pope & Voorhis for the remainder of 2022 and the entirety of 2023, at which time it is contemplated to be added to the Professional Services RFP rotation.
  • There is a resolution re-appointing Claude Tusk (currently Chair) to the Board of Ethics for a (3) year term.
  • The BOT then has a resolution re-appointing Stuart Kahan as Corporation Counsel for a (3) year term beginning 1/1/2023. 
  • There is also a resolution for a license agreement with Verizon at 21 State Street (OFD HQ), which will allow Verizon to enter Village-owned property to access and remedy a blockage they have encountered while installing service for properties on Main Street. The agreement states that The agreement states that the property will be fully restored at the completion of the work.
