ALI Policy Retreat: Meeting the Challenges

of a New World Disorder

Keynote by Senator Tim Kaine

Senator Kaine kicked off ALI's 2nd annual policy retreat, talking positively about the important work the U.S. is doing to revitalize international forums and alliances in innovative ways. He also highlighted the workforce challenges facing the U.S., as the demands of our economy and global competition change.

Competing Globally with China

Participants discussed the need for the U.S. to bolster its engagement with the global south, including middle income countries, as an important aspect of competition with China’s global influence. A number of participants emphasized that while the U.S. should compete with China, it is vital to engage with China on issues of mutual interest and friction, like climate, fentanyl, critical minerals and national security also came up in the discussion.

Speakers: Rep. Rick Larsen, Rep. Ami Bera, Dr. Liz Economy, Hoover Institute, Dr. Melanie Hart, U.S. State Dept., and Moderator Myron Brilliant, ALI.

New Paradigms for Trade and Industrial Policy

The group discussed worker-centric trade and its opportunity for workers, while maintaining the trade-driven benefits of economic growth. Participants agreed that the U.S. must offer incentives for countries to agree to high labor and environmental standards. The importance of collaborating with allies to achieve the most benefit from U.S. industrial policies was also highlighted.

Speakers: Rep. Haley Stephens (MI-11), Rep. Brendan Boyle (PA-2), Cathy Feingold, AFL-CIO, Peter Harrell, Carnegie Endowment, and Moderator, Claude Fontheim, ALI.

Winning the Tech and AI Race with American Values

This panel addressed the need to come up with a vision on AI global governance, alongside an AI deployment plan. The vision should lead with our values and overcome problems of transparency and accountability, while at the same time building a workforce agenda. With billions of people voting in general elections in 2024, the world will have a massive test case for AI and the information ecosystem. Low- and middle-income countries need an on-ramp for joining a technology ecosystem that enables democratic values and rule of law.

Speakers: Rep. Don Beyer (VA-8), Rep. Chrissy Houlahan (PA-6), Vivek Chilukuri, Center for a New American Security, Ginny Badanes, Democracy Forward, and Moderator, Orit Frenkel, ALI.

Navigating a World of Disruptions, from the Red Sea to Ukraine

To conclude the policy retreat, Michele Flournoy and Jeremy Bash took inventory of U.S. strategic positions and highlighted the advantages of strong, measured approaches together with close coordination with friends and allies.

Speakers: Michele Flournoy, Chair of the Center for New American Security and former Under Secretary of Defense, and Jeremy Bash, CEO, Beacon Global Strategies, MSNBC and CNN commentator, Former COS, Pentagon & CIA.
