Construction Update

Champlain Parkway Project

SPECIAL NOTICE:

In observance of the Thanksgiving holiday, crews will be out of the roadway by noon TOMORROW, Wednesday, November 22, through the remainder of the week. Construction activities will resume on Monday, November 27, at 7:00 a.m.


Crews will continue working to restore travel paths (roadways, sidewalks, and shared-use paths) to a condition that is not only safe and navigable but also can be maintained (plowed) throughout the winter shutdown. The project is scheduled to shut down for the winter starting Friday, December 1, 2023, concluding major construction activities for this season. Major construction activities will resume in the Spring of 2024. There is the potential for some construction activities to occur over the winter, which will take place predominantly out of the roadway with limited impacts on traffic. 


DURATION:

Unless otherwise noted, work will be restricted to between the hours of 7:00 a.m. to 7:00 p.m., all roadway and lane closures will reopen during the evening hours and on weekends, and access to residential and business driveways will be maintained. Flaggers will be present to assist motorists throughout the work zone. Businesses will remain open! Motorists should anticipate rough and uneven gravel driving surfaces throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Paving Operations

Crews anticipate paving the binder course on the remaining section of Lakeside Avenue TODAY, Tuesday, November 21. This will complete the remaining roadway paving operations for this construction season. There is the potential for additional patch paving to continue into next week throughout the project area. Roadway paving will be completed under single-lane closures and will require short temporary driveway closures to allow the paver and roller to pass along the driveway opening and for the asphalt to cool. The duration of these short temporary driveway closures ranges from 10-15 minutes, depending on the driveway width and the lift of pavement.

 

Throughout next week, crews will continue paving the remaining driveways throughout the project area, including along Flynn Avenue, Lakeside Avenue, and Pine Street. Driveway prep and paving will require access restrictions. Access to commercial/business driveways will be maintained via a secondary driveway (if applicable) or a single access lane controlled by a flagger. Access to residential driveways will be temporarily restricted. Impacted property owners and residents will be notified directly.

 

Throughout next week, crews will continue to pave sections of the shared-use path and pave temporary asphalt on sections of sidewalk along Lakeside Avenue and Pine Street in preparation for the winter shutdown. Sections of the shared-use path and sidewalks will temporarily close as these areas are paved. In addition, this work may require shoulder or single-lane closures.

Pavement Marking Operations

Crews will install line striping and other pavement markings along roadways throughout the project area, including Home Avenue, Flynn Avenue, Sears Lane, Lakeside Avenue, and Pine Street. This will require single-lane closures with alternating one-way traffic and traffic shifts. Flaggers will be present to assist motorists through the work zone. This work is anticipated to take place on Monday, November 27. This work is weather-dependent.

Curb Work

Crews will continue installing curb along Pine Street between Kilburn Street and Lakeside Avenue throughout next week. This work will require portions of Pine Street between Kilburn Street and Lakeside Avenue to be under single-lane closures with alternating one-way traffic controlled by flaggers and instances of lane shifts. There is potential for the temporary loss of segments of on-street parking to facilitate lane shifts. Two lanes of traffic will be maintained along Pine Street each day between 6:30 a.m. – 9:30 a.m. and 2:30 p.m. - 6:30 p.m. 

General Cleanup and Site Restoration

Crews will continue site restoration and general project cleanup throughout the project area in preparation for the winter shutdown. 

Tree Planting

Crews will install trees along the Parkway throughout the week. This work will take place predominantly off the roadway.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
