February 2024
Dear Valued RMLD Customer,

As February wraps up, March brings changes to RMLD, including a carefully timed annual rate increase to avoid coinciding with the winter heating season. Due to careful power supply planning to minimize the impact, the average residential customer can expect a $3.65 rise in their monthly bill.

In parallel, RMLD is accelerating its decarbonization compliance efforts with an updated Policy 30, surpassing state benchmarks by retiring up to 55% of certificates representing renewable and emission-free energy in 2024, six years ahead of schedule.

In unrelated news, three of our linemen were the guests of honor at Reading Public Library's story time. While we couldn't fully command their attention through the entire Lineman ABC's, the youngsters (and many guardians) were fully engaged after the story when we showed them a bucket truck and special lineman tools. Thank you to the Reading Public Library for this rewarding opportunity.

Read on for all of this month's highlights.

With Thanks,
General Manager Greg Phipps and the RMLD Team
New RMLD Rates to Take Effect March 1
Due to diligent power supply management and lower wholesale energy costs, RMLD has minimized its rate increase for 2024. Average monthly bills will increase by 3.4 percent across all rate classes effective March 1, 2024. As an example, the average residential bill is forecasted to increase by $3.65, which also incorporates a $0.69 increase to retire certificates to adhere to decarbonization compliance mandates. (More on that below!)

Average monthly bills beginning in March 2024 are estimated to increase by the following percentages for each rate class: 2.5% for residential customers, 3.3% for residential time-of-use customers 3.2% for commercial customers, 4.8% for industrial time-of-use customers, 3.3% for municipal customers, and 1.6% for schools. Rates are calculated on the cost of service to serve each rate class based on rate studies.
RMLD Accelerates Decarbonization Efforts with Updated Policy 30
RMLD is proud to announce an accelerated push towards decarbonization compliance with the recent update to Policy 30. Approved by the Board of Commissioners and Citizens’ Advisory Board, this update reinforces RMLD's commitment to reducing carbon emissions while maintaining low rates and high reliability. By exceeding state-mandated benchmarks, RMLD aims to retire up to 55% of certificates representing renewable and emission-free energy in 2024, six years ahead of the Commonwealth's 2030 compliance targets. This proactive approach, resulting in a modest increase of only 69 cents on the average monthly residential bill, demonstrates RMLD's dedication to a greener energy future while minimizing impacts on customers.
New RMLD Solar Rebate Beginning March 1
Effective March 1, 2024, following a 30-month trial period at $1,200 per kilowatt, RMLD's solar rebate will revert to its standard rate of $600 per kilowatt. Initially introduced in July 2021 and doubled temporarily to assess solar uptake post-DOER funding, this adjustment aligns with renewed state and federal incentives. Redirected funds will bolster RMLD's alternative energy efficiency initiatives. Prospective customers are encouraged to explore new and enhanced state and federal incentives available alongside RMLD's offerings when contemplating solar installations.
