Construction Update

Champlain Parkway Project

DURATION:

Unless otherwise noted, work will be restricted to between the hours of 7:00 a.m. to 7:00 p.m., all roadway and lane closures will reopen during the evening hours and on weekends, and access to residential and business driveways will be maintained. Flaggers will be present to assist motorists throughout the work zone. Businesses will remain open! Motorists should anticipate rough and uneven gravel driving surfaces throughout the project limits.

CONSTRUCTION ACTIVITIES & TRAFFIC IMPACTS:

Paving Operations

Paving operations, including roadway and driveway paving, will take place over the next couple of weeks along Flynn Avenue, Lakeside Avenue, Morse Place, and Pine Street throughout the project area. Paving operations are dependent on weather and subcontractor availability; therefore, the paving schedule described below is tentative.


Roadway paving will be completed under single-lane closures and will require short temporary driveway closures to allow the paver and roller to pass along the driveway opening and for the asphalt to cool. The duration of these short temporary driveway closures ranges from 10-15 minutes, depending on the driveway width and the lift of pavement. Additional details are provided below for specific roads.


Driveway prep and paving will require access restrictions. Access to commercial/business driveways will be maintained via a secondary driveway (if applicable) or a single access lane controlled by a flagger. Access to residential driveways will be temporarily restricted. Impacted property owners and residents will be notified directly. 

Pine Street

Work continues along Pine Street between Kilburn Street and Lakeside Avenue. TODAY, Friday, November 17, crews will complete paving the asphalt overlay (shim) in preparation for the winter project shutdown. The Pine Street paving operations will restrict on-street parking between Lakeside Avenue and Kilburn Street between 6 a.m. and 6 p.m. and require short temporary driveway closures for approximately 10-15 minutes.


TODAY, traffic will continue to be restricted to northbound only along Pine Street between Lakeside Avenue and Kilburn Street. All southbound vehicles along Pine Street will be detoured to Kilburn Street to St. Paul Street and will continue along Shelburne Street to Flynn Avenue and back to Pine Street. In addition, all side streets between Kilburn Street and Lakeside Avenue, including Pine Place, Marble Avenue, Howard Street, and Locust Street, will be restricted to right turn only at their intersection with Pine Street. Please see the detour graphic below. Flaggers will be stationed at each side street to assist motorists. A Uniform Traffic Officer (UTO) will be present at the intersections of Kilburn Street at Pine Street and Lakeside Avenue at Pine Street to assist motorists.



Today is the final day that traffic will be restricted to northbound only on Pine Street this construction season before the project shuts down for the winter.

Early next week, crews will install temporary line striping along Pine Street between Lakeside Avenue and Kilburn Street. Crews will continue site restoration and general project clean up in preparation for the winter shutdown. This work will require portions of Pine Street between Kilburn Street and Lakeside Avenue to be under single-lane closures with alternating one-way traffic controlled by flaggers and instances of lane shifts. There is potential for the temporary loss of segments of on-street parking to facilitate lane shifts. Two lanes of traffic will be maintained along Pine Street each day between 6:30 a.m. – 9:30 a.m. and 2:30 p.m. - 6:30 p.m. In addition, crews will continue paving driveway aprons along Pine Street. This work will be completed half of the driveway at a time to allow access to be maintained. 

Lakeside Avenue

Work continues along Lakeside Avenue between Pine Street and the westerly driveway of 128 Lakeside Avenue (the Innovation Center). TODAY, Friday, November 17, crews plan to pave the northerly (westbound) lane along Lakeside Avenue. Early next week, crews plan to pave the southerly (eastbound) lane along Lakeside Avenue. Paving operations will require intermittent single-lane reductions with alternating one-way traffic and short temporary driveway closures for approximately 10-15 minutes. Concrete crews will be on-site installing the remaining sections of sidewalk. Crews will continue site restoration and general project clean-up in preparation for the winter shutdown. In addition, there is the potential for crews to install temporary line striping along Lakeside Avenue. This work will require single-lane closures with alternating two-way traffic controlled by flaggers.

Flynn Avenue

Crews will continue working along Flynn Avenue between Foster Street and just west of the railroad crossing. TODAY, Friday, November 17, crews will be paving driveway aprons along Flynn Avenue. There is the potential for this work to be completed early next week. This work will be completed half of the driveway at a time to allow access to be maintained. Early next week, crews will install temporary line striping along Flynn Avenue. Crews will continue site restoration and general project clean-up in preparation for the winter shutdown. This work will be completed under single-lane closures with alternating one-way traffic. 

Home Avenue, Sears Lane, and Morse Place

TODAY, Friday, November 17, crews will be paving the roadway on Morse Place. Paving operations will require intermittent single-lane reductions with alternating one-way traffic and short temporary driveway closures for approximately 10-15 minutes. Early next week, crews will be paving the remaining driveways throughout the project area in preparation for the winter shutdown. This work will be completed half of the driveway at a time to allow access to be maintained. Crews will install temporary line striping along Home Avenue, Sears Lane, and Morse Place. Crews will continue site restoration and general project clean-up in preparation for the winter shutdown. This work will be completed under single-lane closures with alternating one-way traffic.

PROJECT LOCATION:

The Champlain Parkway Project spans a 2.8-mile area from the I-189 intersection with US 7 to Lakeside Avenue, and includes upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Main Street. 

The initial contract includes the construction of the Champlain Parkway from Home Avenue to Lakeside Avenue, upgrades to Lakeside Avenue, and improvements to the section of Pine Street between Lakeside Avenue and Kilburn Street.
