Board of Education
September Highlights

RECOGNITIONS
Mr. Downs recognized School Resource Officer Justin Cummings. Officer Cummings has transitioned well into his SRO duties and is focused on our students, their well-being, and building relationships with them. In addition, Cummings recently attended a CPI de-escalation and restraint training to become a certified trainer and has spent time working with administration and staff on researching safety improvements for our schools.

INTERPRETATION & TRANSLATION SERVICES
As our English Learner population grows, it has become increasingly challenging to identify local interpreters who have the ability and availability to meet the district's needs when communicating with families whose members do not speak English. The district has researched several different phone-interpretation systems, and the Board approved an agreement Language Line, which offers competitive pricing and comes highly recommended by the Springfield school district. This is an on-demand service, billed by the minute and invoiced at the end of each month.

ENGAGEMENT WITH STAKEHOLDERS
Bidirectional communication with stakeholder groups continues to be one of Mr. Downs’ priorities, and there have been recent structured opportunities for these. In September, he met with the District Faculty Advisory Committee (DFAC) for the first time this year and held lunch conversations with each building’s faculty over the previous week. Discussions included staff recruitment and retention, the upcoming construction project, feedback on the four-day school week calendar, and how it has impacted students and staff thus far. During the week of October 18, Mr. Downs met with his middle school and high school student advisory groups. Both groups have many new members this year, so they began with a conversation about their interests and priorities, their perceptions on areas for improvement, and feedback on the implementation of the four-day school week.

TEACHER-LEADERS
The district has invested in our teacher-leaders for several years. Our elementary teacher-leader positions are organized by grade level and at the secondary level by content area. We also have teacher-leaders filling several specialized roles, including instructional technology, special education, and SAT. Teacher-leaders' efforts are focused on increased student learning, including the expansion or enhancement of programs, curriculum, or opportunities. Teachers are selected for these roles based on their area of expertise, teaching position and certification, demonstrated leadership, ability to inspire others, commitment, communication skills, decision-making ability, accountability, and ability to define and pursue goals. They are an essential part of our coordinated efforts to realize our mission and vision. We appreciate your continued support of these roles.

SCHOOL SAFETY
You can view Officer Cummings October Board Report here. In addition, the administration and Officer Cummings are researching safety apps that would make our schools more secure by having direct access to send alerts to area first responders in the event of an emergency.

POLICY UPDATES
This was the second reading of policy and regulation updates responding to multiple legislative enactments during the recent legislative session. The board approved the policies found under “Unfinished Business” on the agenda, and they went into effect immediately.

Board of Education meeting agendas are available on the school district website. The next regular session meeting is Wednesday, November 16, 2022. Please email any questions or comments to [email protected].

HHS Fall Musical
November 17 & 19

Save the date for Hallsville High School’s fall production of Ruthless! The Musical. "RUTHLESS!" is about a girl named Tina who is stopped short on the path to fame due to an 'accident' at her school musical. Her mother, Judy, is trying to keep her daughter on the straight and narrow and turns her in for murder, allowing Judy to rise to fame. Generational tension comes to a head in this killer musical.

Local businesses and families are invited to buy an ad in the program to help support the Fine Arts Department. Families and community members can support the HHS Drama Program by placing an ad in their program. Business ads and personal messages are welcome! Fees range from $5 for 1/8 page ad up to $30 for full page ad. Email Paige Howard if you would like to purchase an ad:  [email protected].

Bond Construction Updates
#BuildingOurTribe

Klingner and Associates continue refining the design of the middle school wing and the stadium improvements. The district has provided feedback on both, with some details yet to be determined, particularly regarding the location of structures and event performance areas in and around the stadium complex. The Board of Education will convene a work session to make final decisions on these items, and Klingner will use this information to complete the design development phase. At the conclusion of this phase, SM Wilson will provide updated cost estimates for the project. The bond construction website was also recently updated with Design Development Drawings for the middle school.
The Board also approved a proposal for limited-scope ground excavation at the site of the future middle school wing. This excavation is to identify the presence or absence of foundations or footings from the building previously at this location.

Last month, Mr. Downs also provided information on potential facility lease-purchase options to enhance revenues for the forthcoming construction project. Mr. Hoffman and Stifel will attend the November Board of Education meeting to present information to the district.
