Employment Development Department (EDD) Integrated Education and Training (IET) Grant Opportunity - Due December 11, 2023

The Employment Development Department (EDD), in coordination with the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1 million in California state general funds appropriated by Senate Bill (SB 178), the 2022 State Fiscal Year budget, for Technical Assistance (TA) and Developmental Evaluation (DE) of the English Language Learner (ELL) Integrated Education and Training (IET) Fund. The ELL IET Fund TA DE awardee will be responsible for providing meaningful TA to ELL IET Fund PY 22-23 program awardees as they design, develop, and implement projects that expand IET course offerings across the state and accelerate employment and re-employment strategies for English Language Learners; and for conducting an evaluation that summarizes lessons learned and makes recommendations for future projects.

 

The ELL IET Fund TA DE PY 22-23 grant aims to increase equity and improve outcomes for ELLs facing significant barriers to employment and education by providing necessary guidance and support to program awardees in their development of successful ELL IET programs. Applicants are expected to base their overall approach on the Integrated Education and Training (IET) model and advance the work being done in this space.

 

Applicants for the ELL IET Fund TA DE must be organizations with the capacity, relationships, and expertise to deliver the necessary TA services statewide. Proposals will be accepted from non-profit organizations, labor organizations, community colleges, adult education providers, workforce boards, and education and training providers. Applicants may collaborate with partners or form a team to provide the full scope of TA DE services for the ELL IET Fund. Individuals are not eligible to apply.

 

Proposals must be received by 3 p.m. on December 11, 2023. An informational webinar will be held on November 16, 2023, at 10 a.m. PT. Pre-registration is required. Please register through the Webinar Registration page by November 16, 2023, by 9. a.m. PT. The EDD encourages applicants to submit a Notice of Intent to apply by November 22, 2023, at 12 noon to WSBSFP1@edd.ca.gov. Fresno City College Adult Education Named Model Program in the State

Fresno City College's (FCC) Adult Education Program was recently recognized as one of twelve Advancing CA Adult Education Model Programs at the California Adult Education Program Summit. FCC's comprehensive adult education program addresses barriers to educational success, such as language skills, computer literacy, and college culture understanding, as identified through data analysis and student feedback. The program collaborates extensively with State Center Adult Education Consortium (SCAEC) on projects including data workgroups, curriculum alignment workshops, and college showcases. A variety of courses and certificates are offered at no cost, including ESL, HiSET prep, and Counseling 350 courses. Significant partnerships have been established with community organizations and adult schools in the region, offering resources like transition support, Business Pathway, English for Multilingual Students, and SB554 Dual Enrollment. 


FCC's Adult Education program received special accolades within their community based on achieving their model program status. TV Station ABC 30 in Fresno interviewed FCC Adult Education Coordinator, Lisa Vincent, as well as adult education students about the adult education programs, supports, and student achievements. The televised story highlights the hard work and efforts of FCC's adult education staff and students as they .

English Learners Access Apprenticeships through Adult Ed Partnerships

The U.S. Department of Labor recently featured High Road Alliance's (HRA) work with the International Union of Painters and Allied Trades (IUPAT). HRA has worked with 8 IUPAT District Councils in 14 states to expand access to their apprenticeship programs for English language learners and those who need to improve their basic skills. By partnering with public adult schools, community colleges, and American Job Centers, IUPAT training centers are integrating English as a Second Language (ESL) instruction and supportive services into their apprenticeship classes, setting up brand new pre-apprenticeships, and offering community ESL classes at union facilities. 


In September, High Road Alliance led a gathering of six of these IUPAT District Councils, their public education and workforce development partners, and the U.S. Department of Labor (DOL) Labor-Management Partnerships Division to share lessons learned and plan next steps to equitably include more workers and meet the hiring needs of contractors through these programs.

2024 CAEAA 27th State Conference

California Adult Education Administrators Association

The 27th Annual California Adult Education Administrators' Association State Conference will take place February 8-9, 2024, in Sacramento. Hear directly from key leaders in adult education, network with other administrators, solve problems together, collaborate on funding efforts, improve learner outcomes, and collaborate on ELL Healthcare implementation. CAEP Budget and Workplan Due

The consortium will have to certify the member plans in NOVA by November 17, 2023.


Please note that this date is an extension to the original due date of October 30 due to issues submitting and certifying in NOVA.



CAEP Program Area Report

Certified by Consortia

The CAEP Program Area report is due to be certified in NOVA by December 1, 2023. To report hours of instruction, members are to use the TOPSpro® Enterprise CAEP 2022-23 member reports by program area, their agency’s attendance system, and the community college district’s apportionment attendance reports generated from the CCFS-320 Reporting System for noncredit FTES. To report leveraged funds, use your districts accounting records.



CAEP Quarter 1 Member Expense Report



The Quarter 1 Member Expense Report will be due December 1, 2023 and certified by the consortium no later than December 31, 2023. In addition, December 31st will be the last day members can spend 2021-22 funds.
