Governor Directs Another $5M

to Support Small Businesses



On Thursday, November 30, 2023, Governor Lou Leon Guerrero signed Executive Order 2023-15 relative to establishing a second round of Local Employers' Assistance Program (LEAP) Supplemental Grant. The executive order allocates $5 million American Rescue Plan Act (ARPA) funding towards LEAP II and directs the Guam Economic Development Authority (GEDA) to administer the program. These funds are in addition to the $15 million made available through Public law No. 37-15, which Governor Leon Guerrero signed into law in May 2023.

Since its inception in 2010, the Guam Chamber of Commerce has partnered with Marine Corps Base Camp Blaz to bring joy to children in need at Christmas time. Through the generosity of our local businesses, organizations, high schools, and the community at large, children from Guam and the Region have benefited from this annual toy drive campaign. The program collected over 10, 000 toys this year, with the help of our generous community. Our most sincerest thanks to all who gave this season!

Medical Science: Government Action Threatens Access, Development of Treatments


Last week, the Biden administration announced that it would take the unprecedented step of seizing certain drug patents. This follows a slate of other administrative actions, including price controls, that are also threatening patients' access to treatments. 

‌

Why it matters: The administration's efforts to interfere in the market will ultimately end up leaving patients with less access and fewer treatments. 

‌

  • Price controls imposed by the so-called Inflation Reduction Act mean over 130 potential therapies might not be developed in the next decade. Had these controls been in place in 2014, between 24 and 49 therapies available today might never have been introduced. 

‌

  • Confiscating patents will only make matters worse by making the investment necessary to develop and license new treatments much less attractive.

‌

  • Clinical research is also threatened by government price controls. A new Chamber report demonstrates that private funding for clinical trials on cancer, heart disease, and obesity may plummet by up to 75%.

If patents for medicine are seized today, what property will the government seize tomorrow? Guam Department of Education Food Commodity Distribution


The Emergency Food Assistance Program of the Guam Department of Education (GDOE), a State Agency under the U.S. Department of Agriculture (USDA) Food Nutrition Service (FNS), is distributing food commodities to the villages through their mayors. The food commodities distribution began on Monday, December 11, 2023, and will continue until January 2024. The mayors of each village can collect the food commodities from the GDOE, Guam State Warehouse of the Child Nutrition & Food Distribution Programs, located at 162 N. Marine Corps Drive, Piti.


The Guam Department of Education State Agency for Child Nutrition and Food Distribution Programs is responsible for providing food to the public and various local entities that serve or distribute food to people in need. These entities include food banks, soup kitchens, and food pantries, as well as local village mayors and community action agencies that help low-income households access food.

The Magic of Christmas Parade

Thursday, December 21, 2023


On Thursday, December 21, 2023, the Parade of Lights will feature the participation of various government agencies, showcasing the spirit of unity and joy. On this night, the Guam Museum, grounds will also be adorned with booths, adding to the festival atmosphere and fun for all ages.


Registration of floats notice!

Each participant shall submit a signed Christmas Parade Registration Form and Waiver of Liability Form in order to participate. The deadline to submit your Christmas Parade Registration Form and Waiver Form is scheduled for Friday, December 15, 2023.


Each parade participant is required to decorate their parade float/trailer and adhere to this year's theme "The Magic of Christmas" as closely as possible. All Marching/Walking Units/Bands must have three (3) adults accompanying their entry. Parade Floats/Trailers/Golf Carts are limited to 10'x5' in length and width, max height 12', and no more than 2 vehicle entries. The booths must not exceed 10'x10'.


Cancellation notices will be emailed to parade participants in the event of inclement weather, i.e. Heavy Rain/Thunderstorms.
