The City of Plainfield's Sewer and Waste Utilities

Dear Jazz,


On November 2, 2021, I shared a decision to make changes to the sewer and solid waste authority known as the Plainfield Municipal Utilities Authority (PMUA). On June 30, 2022, with the adoption of ordinances MC 2022-21 and MC 2022-22 by the Plainfield City Council at a special city council meeting, the PMUA was officially dissolved. Effective July 1, 2022, management of the city's solid waste and sewer services formally transferred to the city administration. The newly formed solid waste and sewer utilities report to the Department of Public Works, led by Director Oren. K. Dabney Sr.


 Although many believe it should have happened a long time ago, I know this transition raises a few questions. Let's begin with the "why?" Why was it necessary to dissolve the PMUA? Over the years, and more so in the last few, residents and business owners have flooded City Hall with complaints about garbage accrual in public spaces and expressed frustration with missed residential garbage pickups. The barrage of disgruntled calls and images, and videos sent to us indicated we had a real problem on our hands. Our city's reputation as being "dirty, "especially when we are making strides in so many other areas, was of dire concern. It was apparent that we had to do something.


With this in mind, the city administration decided that we could not, in good faith, stand aside and allow the accumulation of garbage around the city to continue. It was time for decisive action.

We know there are many questions on your mind. What happens next? what should you expect in the coming weeks and months? Where do you go for answers? We are in the process of compiling an FAQ with answers to the questions you've posed to us. Until then, here are a few important things to note. Your pickup schedule remains the same as it was before. Continue to put your garbage and recyclables out on the same days you did before. Your solid waste and sewer services will not be disrupted. You should continue to call the numbers formerly associated with the PMUA for answers related to your garbage pickup or sewer services. (908) 226-2518.


Next Friday, July 15, from 12-2 PM, we'll host a job fair in front of City Hall in the Black Lives Matter Plaza as we try to recruit additional sanitary workers and drivers with CDL licenses. We remain committed to equal opportunity for all and we encourage people who have made mistakes in the past and got caught up in the legal system to apply for these opportunities. All qualified candidates will be considered.


There is an old adage that says change is inevitable. Although growth and evolution are synonymous with change, we know that certain changes require more adjustment than others. But, we're committed to making THIS change as seamless as possible for you as we work to deliver the excellent service you deserve. At the same time, we must adjust our service module to accommodate the growth and progress in our city.

I ask you to exercise patience as the transition takes place, knowing that we place service delivery to residents our highest priority. Plainfield is on the move, and we're taking a hard look at all the areas where we can improve and grow so as to keep Plainfield moving forward.

Servicios Públicos de Alcantarillado y Desechos de la ciudad de Plainfield

Querido Plainfield,


El 2 de noviembre de 2021, compartí la decisión de hacer cambios en la autoridad de alcantarillado y desechos sólidos conocida como la Autoridad de Servicios Públicos Municipales de Plainfield (PMUA). El 30 de junio de 2022, con la adopción de las ordenanzas MC 2022-21 y MC 2022-22 por el Concejo Municipal de Plainfield en una reunión especial del consejo, la PMUA se disolvió oficialmente. A partir del 1 de julio de 2022, la gestión de los servicios de residuos sólidos y alcantarillado de Plainfield se transfirió formalmente a la administración de la ciudad. El recién formado servicios públicos de residuos sólidos y alcantarillado se reportara al Departamento de Obras Públicas, dirigido por el Director Oren. K. Dabney Sr.


Aunque muchos creen que debería haber sucedido hace mucho tiempo, sé que esta transición plantea algunas preguntas. Comencemos con el "¿por qué?" ¿Por qué fue necesario disolver la PMUA? A lo largo de los años, y más en los últimos años, los residentes y dueños de negocios han inundado el Ayuntamiento con quejas sobre la acumulación de basura en los espacios públicos y han expresado su frustración por las recogidas de basura residenciales perdidas. El aluvión de llamadas e imágenes descontentas, y los videos que nos enviaron indicaron que teníamos un problema real en nuestras manos. La reputación de nuestra ciudad como "sucia", especialmente cuando estamos avanzando en tantas otras áreas, era de extrema preocupación. Era evidente que teníamos que hacer algo.


Con esto en mente, la administración de la ciudad decidió que no podíamos, de buena fe, hacernos a un lado y permitir que continuara la acumulación de basura alrededor de la ciudad. Era hora de actuar con decisión.


Sabemos que hay muchas preguntas en su mente. ¿Qué pasa después? ¿Qué debe esperar en las próximas semanas y meses? ¿A dónde vas para obtener respuestas? Estamos en el proceso de compilar una FAQ con respuestas a las preguntas que nos ha planteado. Hasta entonces, aquí hay algunas cosas importantes a tener en cuenta. Su horario de recogida sigue siendo el mismo que antes. Continúe sacando su basura y materiales reciclables en los mismos días que lo hizo antes. Sus servicios de residuos sólidos y alcantarillado no se verán interrumpidos. Debe continuar llamando a los números anteriormente asociados con la PMUA para obtener respuestas relacionadas con sus servicios de recolección de basura o alcantarillado. (908) 226-2518.


El próximo viernes 15 de julio, de 12 a 2 PM, organizaremos una feria de empleo frente al Ayuntamiento en la Plaza de Black Lives Matter mientras tratamos de reclutar trabajadores sanitarios adicionales y conductores con licencias CDL. Seguimos comprometidos con la igualdad de oportunidades para todos y alentamos a las personas que han cometido errores en el pasado y se han quedado atrapadas en el sistema legal a solicitar estas oportunidades. Todos los candidatos calificados serán considerados.


Hay un viejo adagio que dice que el cambio es inevitable. Aunque crecimiento y evolución son sinónimos de cambio, sabemos que ciertos cambios requieren más ajuste que otros. Pero, estamos comprometidos a hacer que ESTE cambio sea lo más fluido posible para usted mientras trabajamos para brindarle el excelente servicio que se merece. Al mismo tiempo, debemos ajustar nuestro módulo de servicio para acomodar el crecimiento y el progreso en nuestra ciudad.


Les pido que ejerzan paciencia a medida que se lleva a cabo la transición, sabiendo que damos la prestación de servicios a los residentes nuestra máxima prioridad. Plainfield está en movimiento, y estamos analizando detenidamente todas las áreas en las que podemos mejorar y crecer para mantener a Plainfield avanzando.

The transition from Plainfield Municipal Utility Authority (PMUA) to the new Solid Waste and Sewer Utilities managed by the City of Plainfield became effective July 1, 2022. This new direction promises more efficient and reliable solid waste collections and clean-up for our residential and commercial customers. This is day seven of the transition and employees have been hard at work ensuring there is no service interruption to your solid waste and sewer services.

RECAP OF JULY 4TH CONCERT AND PARADE

It was great to see the City of Plainfield once again celebrate our Nation's Independence with family, fun, and community. The parade route along East Front Street was lined with spectators of all ages cheering as the parade participants made their way along the designated route. From officials to cheerleaders, cultural dancers, cowboys, and girls, everyone had a wonderful time.


Later that evening we moved to Cedar Brook Park for the concert and fireworks. Our Plainfield family was once again together appreciating the music and embracing our community. And just when you thought it couldn't get any better, the night sky lit up with spectacular, vibrant, and colorful fireworks. Oh, what a display. Looking around you saw smiles, eyes wide open, and joy. 


This created the perfect ending to a perfect day. Well done Plainfield!

CITY COUNCIL MEETING - MONDAY, JULY 11 AT 7:00PM

REMINDER - WAIT LIST FOR STATE RENTAL

ASSISTANCE PROGRAM OPENS ON MONDAY, JULY 11

The New Jersey Department of Community Affairs (DCA) announced that its Division of Housing and Community Resources (DHCR) will be accepting pre-applications online for the State Rental Assistance Program (SRAP) Waiting List. Pre-applications will be accepted to enter a lottery for the statewide SRAP program in the Elderly, Family, Disabled, and Homeless categories. 


Elderly applicants must serve as head of household and be 62 years of age or older. For those applying in the Family category, the head of household must be 18 years of age or an emancipated minor, with or without children. To qualify in the Disabled category, the head of household or spouse must be permanently disabled. Homeless applicants must lack a fixed, regular, and adequate nighttime residence.


"At DCA, we have made and continue to make unprecedented investments to reduce the long-term financial impacts of this pandemic and are committed to increasing affordability, especially when it comes to one of the biggest expenses facing families - housing," said Lt. Governor Sheila Y. Oliver, who serves as DCA Commissioner. "We will be selecting 4,000 applicants for the wait list through a lottery process out of the pool of all the applications received. As vouchers are awarded, they will provide the stability that families need. That is why this State Rental Assistance Program opening is so important."


All pre-applications submitted online during the open enrollment period from Monday, July 11, 2022, at 9:00 a.m. until Friday, July 22, 2022, at 5:00 p.m., will be entered into a database and a lottery system will be used to select applicants for the waiting lists. Pre- applications for SRAP assistance will be accepted from very low-income households. Applicants must be eighteen (18) years of age or older to apply or be an emancipated minor. Pre-applications successfully submitted during the open enrollment period have the same chance of being selected during the lottery. Those selected in the lottery for the wait list will then be eligible to receive SRAP vouchers as they become available.  


APPLICANTS MUST HAVE AN EMAIL ADDRESS TO APPLY. Web browsers like Google Chrome, Fire Fox or Internet Explorer 10 or higher are recommended. If an applicant is disabled and needs assistance with submitting their pre-application during the open enrollment period, they can contact DCA at 609-292-4080and select Option 9 from the menu to request a reasonable accommodation. At the time of selection from the waiting lists, applicants must meet the maximum household income limits of the county where they want to live and provide proof of residency. Also, Disabled and Homeless applicants must provide verification of their disability and homelessness at the time of selection from the waiting list.


Individuals selected by the lottery to be placed on the waiting list will be notified via email which may take several weeks.


The Division of Housing and Community Resources strengthens and revitalizes communities through the delivery of affordable housing, supportive services and the provision of financial and technical assistance to communities, local government and community-based organizations. Governor Murphy Provides Opportunity for Additional Districts to Apply for State Funded Preschool


TRENTON  As part of the initiative toward universal preschool, the New Jersey Department of Education (NJDOE) today invited school districts to apply for a share of $40 million in funding available to help districts expand or establish new high-quality preschool programs.  


The NJDOE has now broadened the number of districts that can apply for funding from those that have 20 percent of their students are from lower-income families (as defined by being eligible for free or reduced priced lunch) to districts with 10 percent of students who meet the income eligibility standards.


After school districts apply to the notice of funding opportunity, the NJDOE is expected in September to notify the districts that have been approved for funding, allowing schools to implement their new high-quality preschool programs in October of this year.


“Expanding high-quality preschool to more and more communities has been a priority of Governor Murphy’s administration,” said Acting Governor Sheila Oliver, who serves as Commissioner of the Department of Community Affairs. “This funding is the latest step in a bold campaign to meet our vision of universal preschool for all of New Jersey.”

To deliver maximum cost savings to families, the Biden-Harris Administration has secured commitments from 20 leading internet providers to offer ACP-eligible households a high-speed internet plan for no more than $30 per month. Eligible families who pair their ACP benefit with one of these plans can receive high-speed internet at no cost.
