San Luis Obispo County Farm Bureau will host a Candidate Forum for District 2 Supervisor Candidates on Wednesday, October 5 from 4:30-5:30pm. The event will be held at the Farm Bureau office located at 4875 Morabito Place, San Luis Obispo.
No registration is required to attend. The event is free and open to the public. We will record the forum and post a video link here the following day.

29- Hearing to consider an appeal (APPL2021-00011) by Terri Gillen, of the Planning Commission’s denial March 25, 2021, of a Conditional Use Permit (DRC2018-00223) for Greenmilk, LLC to establish cannabis operations with up to three acres of outdoor cannabis cultivation canopy within hoop houses, 22,000 square feet of indoor cannabis cultivation canopy, 14,686 square feet of commercial nursery, 1,876 square feet of manufacturing, 174 square feet of non-storefront dispensary, ancillary nursery, and processing. The manufacturing, ancillary processing, and dispensary activities will be housed within a new 19,250 square foot headhouse building. The indoor cultivation and nursery activities will take place within a 40,572 square foot greenhouse. The project proposes a 10,000 square foot building for associated warehouse and office use. The project includes a request for a modification from the County Code Section 22.18.020 to reduce the required number of parking spaces from 111 to 68. The project will result in approximately 8.2 acres of site disturbance including 8,200 cubic yards (CY) of cut and 13,050 CY of fill on an approximately 156.7-acre parcel located at 2685 Lynch Canyon Road, 1.2 miles north to the community of Oak Shores. The project site is in the Agricultural land use category and the Lake Nacimiento Sub Area of the North County. District 2.

Water
The State Water Resources Control Board unanimously adopted the Water Quality and Water Rights Fees schedules for Fiscal Year 2022-2023. Each year the Water Board adopts the fee schedules as emergency regulations because they are adopting after the fiscal year, July 1 to June 30 has begun. Once the state budget is adopted in June, Water Board staff can begin finalizing their fee schedules recommendation to the board. By adopting as emergency regulations, the fees are updated immediately instead of waiting until January 1. This week Water Board adopted a 0.84 percent increase in the water quality programs housed in the Waste Discharge Permit Fund (WDPF), and a 7.2 percent increase in the Water Rights Fund. Currently the Water Rights Fund carries approximately a 10 percent reserve. The increases below include a 5 percent reserve in the WDPF. The WDPF houses the following 8 program funds and the Water Board adopted the following increases for the 2022-23 fiscal year for each program:
- Waste Discharge Requirements (WDR)-3.8% increase
- Land Disposal-3.8% increase
- Water Quality Certification (401 certs)-13.1% increase
- National Pollution Discharge Elimination System (NPDES) for Stormwater-No change
- NPDES for Wastewater-4.1% increase
- Confined Animal Facilities (CAF)-4.1% increase
- Ag Lands (ILRP)-3.9% increase
- Cannabis-5.0% (which is still a standalone program that the other 7 do not subsidize).
Foundational programs are spread across all WDPF programs and accounts for about 30 percent overall. Foundational programs include:
- Basin Plannin
- Total Maximum Daily Loads (TMDLs)
- Surface Water Ambient Monitoring Program (SWAMP)
Wildlife
Governor Newsom has signed SB 856 (Bill Dodd, D,Napa) a bill relating to feral swine. Farm Bureau, along with an Agriculturally-based coalition, moved to a full support position after opposing a previous version of the bill. Amendments added in June addressed concerns with restrictions on night-time depredation of wild pigs, as well as Farm Bureau’s concerns with the elimination of wild pig hunting on contained hunting preserves. Farm Bureau thanks Senator Dodd for working with us and our agricultural partners to address these very important issues. This law will go into effect January 1, 2023.

COVID Supplemental Paid Sick Leave to Be Extended to December 31 (Not September 30!): The California Legislature passed AB 156 (Budget Committee) late in the legislative session ending on August 31; Governor Newsom is expected to sign AB 156 shortly. A budget "trailer" bill like many passed by the Legislature to make adjustments to state operations implementing the state's budget, AB 152 contained a hodge-podge of provisions covering a variety of topics on state government operations. As often happens with trailer bills, however, AB 152 included an extension of COVID-19 supplemental paid sick leave (SPSL) enacted in February 2022 and effective until September 30, 2022.
