Welcome to the CEPP Team, Tara Boh Blair!


Please welcome CEPP’s newest senior manager, Tara Boh Blair! Ms. Blair is supporting CEPP’s Advancing Pretrial Policy and Research (APPR) initiative. She is overseeing the Research-Action Sites  and providing technical assistance to jurisdictions working to enhance their pretrial systems.

 

Ms. Blair was formerly the Executive Officer for the Kentucky Court of Justice, Administrative Office of the Courts, Department of Pretrial Services; she retired in September 2021 after 26 years with the department. Ms. Blair is a nationally renowned expert in pretrial services. She has extensive experience in pretrial operations, pretrial assessments, and data management, and she has conducted program assessments, system mapping, training, and technical assistance both nationally and internationally. In 2022, Ms. Blair was presented with the Ennis J. Olgiati Lifetime Achievement Award from the National Association of Pretrial Services Agencies.

A Case Study on the HealthLink Diversion Tool

The Operational Challenges of Implementing Evidence-Based Tools in Policing: A Case Study


Safely diverting people away from the criminal justice system and into behavioral health treatment is a goal that law enforcement and other stakeholders share. The Criminal Justice Lab (CJL) at New York University School of Law designed and then piloted an evidence-based screening tool that law enforcement could use in the field to identify people appropriate for treatment instead of arrest. But even with strong political and police leadership support, and robust community resources, the tool’s implementation did not benefit the number of people originally anticipated.


In partnership with CJL, CEPP convened a small group of criminal justice leaders to examine and debrief the tool’s implementation. The group discussed why new data-oriented tools and other diversion efforts are often not having their intended impact, and they strategized about ways to ensure these initiatives are more effective in the future.
