Regional Approval

Congratulations to the Towns of Georgia, Sheldon and Isle La Motte on receiving regional approval for their new town plans and confirmation of their planning programs! The new and updated plans were approved by the NRPC Board of Commissioners in December of 2024 and January 2025. The plans provide strong visions and implementation actions that will guide the towns throughout the next eight years.

Important FEMA Flood Map

Meeting for Municipal Officials

An important Meeting for Municipal Officials will be held on Tuesday March 18 from 9 – 10 am to discuss proposed new federal flood maps and related data. NRPC encourages all communities affected by the maps to participate. Once finalized, towns will need to adopt the new flood maps in their local zoning to maintain residents access to the Flood Insurance Program. 


The “Workmap” meeting pertains to communities in Franklin, Orleans, and Addison Counties. Draft maps for Grand Isle County are not yet available.  


The meeting will feature a presentation by USGS officials followed by a question-and-answer period. 


Meeting organizers will also offer 2 options for follow-up 1-hour “breakout” meetings. Scheduled for March 20 and March 26, the breakouts are for municipal officials to discuss any specific questions or map issues.

 

Notices for the Workmap meeting were sent to municipal officials recently via email.

A New Child Care and Early Learning Center Officially Breaks Ground in Alburgh

Congratulations to the Alburgh Family Clubhouse and the Town of Alburgh!

The Alburgh Family Clubhouse (AFC) has officially broken ground on construction of a brand new, state-of-the- art childcare and early learning center on Missile Base Road in Alburgh. The Clubhouse is on track to open in fall 2025. It will address an urgent need for expanded childcare and early learning opportunities for young children and their families in the small rural communities of Grand Isle County. AFC will offer full-day, full-year infant, toddler, preschool, and afterschool programs.

 

Alburgh Family Clubhouse, Inc. (AFC) is a grassroots, community-driven, non-profit organization fueled by the determination of dedicated volunteers. Since the Clubhouse project began in 2018, the Clubhouse Board of Directors has raised over $3 million in federal funding, state grants, and private donations. This has been a tremendous effort from our community members and partners, ranging in scope from major federal grant awards to a bottle redemption program with Alburgh’s local transfer station. NRPC staff provided project management and grant administration support to the town and AFC leading up to and in coordination with the team of consultants - Duncan Wisniewski Architects, who designed the new building, Heart of a Child Early Care and Learning Consultation, and Capital Project Consulting (PCI). The Alburgh Family Clubhouse is intended by founding Board members to be a community owned asset and resource for many generations of Alburgh children and families.

HOUSING

Accessory Dwelling Unit Pilot Program

Housing For All’s ADU Pilot Program is underway and off to a solid start, with three homeowner applicants in various stages of the process of adding more living space to their properties. Each applicant is working with the Vermont Housing Improvement Program to obtain loans and/or forgivable grants. NRPC is providing additional mini-grant awards of up to $5,000 per project, as well as individual navigational assistance including the recently published ADU Guide. Each project is unique to fit the needs and capabilities of the applicants: they include a garage conversion, new construction, and partial home renovation into a separate unit.  Hopefully, more programs like this will be available in the future to address the housing needs of our communities.

WATER QUALITY

Five New Clean Water Projects Funded to Improve Water Quality in the Missisquoi River Basin

The Northwest Regional Planning Commission (NRPC) is pleased to announce the approval of five locally sponsored clean water projects with a value of over $920,000. The projects will help protect water quality in the Missisquoi River Basin and contribute to the improvement of water quality in Lake Champlain.


Authorization of the projects was provided by the Missisquoi Basin Water Quality Council at its most recent meeting on February 5, 2025. Funding of projects is part of NRPC’s work as a Clean Water Service Provider (CWSP) for the Lamoille and Missisquoi Basins. According to Senior Planner Dean Pierce, “CWSPs play a leading role in the state’s Clean Water Initiative Program to fund non-regulatory projects aimed at reducing nutrient loading into our waterways.”


All five projects were proposed by the Franklin County Natural Resources Conservation District (FCNRCD).  Assistant Water Quality Coordinator and ECO AmeriCorps member Nora Brown adds: “They include a dam removal in Berkshire, multiple riparian buffer plantings in Enosburgh, lakeshore restoration on Lake Carmi, and project development for improving flood resilience in Montgomery.”


Funding of projects also benefits local partner organizations like FCNRCD. "Being able to apply for five clean water projects through the NRPC this winter for one funding round is a great example of the impact of capacity building and project development funding for small organizations like ours. We've been able to grow our staff and capacity to really dive deep into clean water work across sectors and build lasting relationships with land stewards and municipalities across Franklin County,” said Lauren Weston, District Manager of the Franklin County Natural Resources Conservation District.

TRANSPORTATION

Municipal Complete Streets Documentation

Reporting forms intended to meet the documentation requirements of the Complete Streets Law (Act 34), are due to NRPC by Friday, February 28, 2025. Information outlining applicable transportation projects completed in FY2024, along with compliance forms have been sent to each municipality. NRPC will compile this information and submit it to VTrans.
