As in previous years, MCLC will be hosting state-based events and the national Civic Learning Week will hold high profile events on the national stage, all with the goal of bringing together students, educators, policymakers, and leaders to further energize the movement to make civic learning a top priority.

Advocacy


As you’ve probably heard, Massachusetts legislators voted in early October to override the Governor's veto of the increase in the Civics Project Trust Fund. 


Congratulations to all who have worked in this issue over the past five years. Civics is clearly a priority of the Legislature and we have all done a great job keeping the issue in front of them. With a 25% increase this year to $2,500,000 (a 67% increase from $1,500,000 over two years), local school districts and DESE will have more capacity to provide professional development for teachers, develop curriculum, and hold showcases to highlight the great work that students are doing out in their communities. Clearly we have a lot more work to do, but kudos to MCLC's civic engagement work over the past two years that has helped to build back the civic education infrastructure here in the Commonwealth.


One takeaway from MCLC's successes at the Legislature is the importance of students, teachers, and administrators meeting and interacting with legislators. When our political leaders hear and see civic lessons or projects for themselves and/or meet with students and teachers they get a clearer sense of the impact of learning civics. 


As we look to the next season for advocacy, please think about opportunities that the teachers, students and administrators with which you work could have to interact with legislators and make the connection. BESE Presentation- Celebrating Five Years of Progress for Civic Education

in Massachusetts


This year is the fifth anniversary of the passage of the civics law here in MA as well as the anniversary of the adoption of the social studies framework, both of them key to all that has come since. We've been working with our friends at the MA Dept of Elementary and Secondary Education (DESE) to celebrate the progress made and note areas for continued work with a presentation to the Board of Elementary and Secondary Education (BESE). At the BESE meeting on October 24, MCLC members Ed O'Connell from Revolutionary Spaces and Matt Wilson, ED for Discovering Justice participated in public comment, and Dave Buchanan of iCivics and Co-Director of MCLC, joined our DESE friends to make a shared presentation to the Board - the MCLC statement here. Members of the Board made a number of very supportive comments.

DESE Updates

Grade 8 Civics MCAS and Civics Projects - MCLC Discussion with DESE 



The Grade 8 Civics MCAS offers an opportunity to bring long overdue attention to civic education, However, many MA educators have expressed concern that the field test of the assessment this year may inhibit the statewide momentum on student-led civics projects. On October 31, MCLC members had a discussion with DESE staff about strategies and messaging that may help to address this concern. While there are no easy answers, a key theme in the discussion, a message to reinforce with our contacts in the field, is that work on the civics projects, along with other approaches to teaching the Standards for History and Social Science Practice and other aspects of the curriculum, all serve to support student success on the assessment. MCLC will continue to look for opportunities to reinforce this message and to support educators in navigating the assessment and the projects.


2024 Civics Project Showcases


This spring, DESE is excited to celebrate the work of 8th-12th grade civics students across the state! Building off the success of last year’s statewide civics project showcases, DESE will be hosting three regional showcase events in Eastern, Central, and Western Massachusetts, likely during the week of June 3rd (exact dates and locations to be announced later this fall). Note that our partner organization, Generation Citizen, will continue to host a civics project showcase in Greater Boston for districts that utilize their program. 


Civics project showcases are “science fair-style" events during which students share their projects with local legislators, subject-matter experts, educators, and other community members and receive feedback on their work. See video highlights from last year’s event here

Spring 2024 MCAS Grade 8 Civics Assessment Field Test and Informational Sessions


In school year 2023–24, DESE plans to conduct a required field test of the grade 8 civics assessment across all schools enrolling grade 8 students, tentatively scheduled for the end of April through early June 2024. See the DESE website for more information about the design of the test and practice tests. 


DESE is conducting virtual and in-person informational sessions this fall in preparation for the spring 2024 field test. Registration information below

Civics Pathways - Free Professional Learning for Educators


DESE is excited to announce the launch of the Civics Pathways – free, teacher-designed and led professional learning focused on K-12 civics instruction that educators can personalize for their needs, learning preferences, and schedule. The Civics Pathways are developed and facilitated by Massachusetts teachers with the support of Project Zero and the Democratic Knowledge Project at Harvard University, iCivics, Emerging America at the Collaborative for Educational Services, and the MA Department of Elementary and Secondary Education. Whether facilitating the student-led civics project or supporting civics learning in other ways, teachers will find multiple avenues for support and resources. Overview of pathway offerings.

Phillis in Boston is an original new play dramatizing a key moment in the life of celebrated poet and enslaved author Phillis Wheatley. Written by Ade Solanke and directed by Regge Life,


Phillis in Boston explores the multiple struggles for freedom underway in 1773 Boston and centers on Wheatley’s relationships with her friend Obour Tanner, husband-to-be John Peters, abolitionist Prince Hall, and enslaver Susanna Wheatley.

Accessing Inquiry for English Learners through Primary Sources
