AB 1951 (Grayson) would undermine local budgets and public services by converting the current state General Fund-only sales and use tax exemption for the purchase of manufacturing equipment into a full exemption, including locally-approved tax rates. The measure expands the exemption for five years. Take action today and urge your lawmakers to OPPOSE AB 1951!

The federal Inflation Reduction Act was signed into law on Tuesday. The budget bill includes critical investments to support renewable energy and reduce greenhouse emissions, many of which will complement programs provided through last year's federal infrastructure spending package. Read more

The Local Infrastructure Hub, a partnership between the National League of Cities (NLC) and other civic organizations, is launching a series of technical assistance “boot camps” for small and mid-sized cities. The comprehensive program will help cities develop competitive grant applications for the bipartisan Infrastructure and Investment Jobs Act. Registration is extremely limited. Thursday, Sept. 1, 1:30 p.m. — The legislative session ends on Aug. 31 and Gov. Gavin Newsom has until Sept. 30 to sign or veto measures passed by the Legislature. The National League of Cities (NLC) is accepting applications for leadership positions on its board of directors, federal advocacy committees, member councils, and constituency groups. Each position allows city leaders to bring their expertise to the national level and shape the direction of NLC policy. City officials applying for the board of directors or second vice-president positions may request an endorsement from Cal Cities. Requests are due Aug. 25. Read more

Several state agencies are seeking applicants for an interagency Transportation Equity Advisory Committee. Members will review, advise, and make recommendations on transportation-related plans, programs, and policies. Applicants must demonstrate a history of equity-centered personal/professional experience or community leadership, or be actively engaged in transportation equity, policy, programming, advocacy, or a related field. Wednesday, Aug. 24, 2:00 p.m. — The Fair Political Practices Commission (FPPC) recently updated its behested payments reporting regulations. To help elected officials navigate these new requirements, the FPPC created a related fact sheet and is holding a webinar about the new requirements. The training is specifically recommended for elected officials, agency employees whose duties include receiving behested payment reports, and agency counsel. Monday, Sept. 12, 9:30 a.m. — The Institute for Local Government is hosting a series of free, in-person trainings for planning commissioners. Participants will learn best practices, emerging trends, and important lessons from experts in the field and fellow planning commissioners. Space is limited and registration is required. The state Supreme Court says apartment owners in Oakland can challenge a waste-hauling fee that was passed along to them after the city negotiated it with garbage-collection companies. ... But [Cal Cities] told the court the case could have serious consequences. ... Noting that local governments in California are already suffering from “significant revenue shortfalls,” the filing said franchise fees “are the product of contracts between sophisticated and capable parties” and should not be considered involuntary taxes.
