Welcome to the spring 2024 edition of Pathways, a newsletter covering activities related to the SEDA-Council of Governments (SEDA-COG) Metropolitan Planning Organization (MPO). The SEDA-COG MPO is the official transportation planning organization for eight central Pennsylvania counties: Clinton, Columbia, Juniata, Mifflin, Montour, Northumberland, Snyder, and Union.

Below are upcoming transportation meetings and events being held in the region. Some meetings are conducted virtually or as hybrid meetings. MPO meetings have transitioned to hybrid meetings that enable in-person or virtual participation; meeting recordings are posted on the SEDA-COG YouTube channel. Electric Vehicle Charging Stations Study

The SEDA-COG MPO is developing an Electric Vehicle (EV) Charging Stations Study and Implementation Plan, in collaboration with its Michael Baker International consultant team. This study is designed to:


  • Analyze gaps in the region’s EV charging station network.
  • Perform outreach to find potential locations or partners who are interested in EV charging development.
  • Identify candidate locations for new EV charging stations that best address gap closure.
  • Conduct limited site assessments to identify issues and constraints in implementation for priority locations.
  • Educate officials on funding opportunities and next steps.


The EV Charging Stations Study kicked off in Aug. 2023. Early efforts were focused on data collection, analysis, and mapping activities. The Steering Committee met on Oct. 12, 2023 and next meets on May 7, 2024. An EV charging stations stakeholder partnership event was held at Penn College on Feb. 22, 2024. The consultant team is currently focused on completing the EV charging stations site assessments. The study is anticipated for completion by Jun. 30, 2024.

2025-2028 Transportation Improvement Program

Comment Period Now Open

The public is invited to review and comment on a draft list of priority surface transportation projects for the SEDA-COG MPO planning region for the next four years. This priority project list, known as the 2025-2028 Transportation Improvement Program (TIP), includes over 260 highway and bridge projects valued at $521 million. The draft TIP projects and related documents can be found here.


The SEDA-COG MPO offers several options for public input: attend a public meeting with the opportunity to speak to regional planners in person, participate in the meeting virtually, or comment via the SEDA-COG website, by e-mail, or U.S. Mail. A public meeting will be held on May 6 from 6 p.m. to 7:30 p.m. at the Union County Government Center, 155 N. 15th St., Lewisburg.


All comments on the draft TIP must be received by 4 p.m. on May 20. The SEDA-COG MPO will consider adopting the 2025-2028 TIP at its next meeting on Jun. 14.

Complete Streets Planning Update

MPO Advances Complete Streets Planning Priorities

The Bipartisan Infrastructure Law requires MPOs to use not less than 2.5 percent of Metropolitan Planning funds on activities to increase safe and accessible options for multiple travel modes for people of all ages and abilities (Complete Streets planning activities) as part of transportation planning processes. Complete Streets standards or policies ensure the safe and adequate accommodation of all users of the transportation system, including pedestrians, bicyclists, public transportation users, children, older individuals, individuals with disabilities, motorists, and freight vehicles.


The SEDA-COG MPO is tracking its mandatory Complete Streets planning funds separately and has partnered with Gannett Fleming consultants to address the following Complete Streets priorities:


  • Developing a Complete Streets Policy for adoption by the MPO.
  • Developing a Complete Streets Policy Template for consideration by area municipalities.
  • Customized Complete Streets planning technical assistance for interested municipalities.
  • Updating a list/mapping of Complete Streets priority projects to improve safety, mobility, or accessibility.


The draft Complete Streets Policy for the MPO was reviewed by members on Apr. 5 and is planned for adoption on Jun. 14, 2024. We will provide other progress updates in subsequent newsletter editions.

Transportation Alternatives Projects Approved

PennDOT opened a Transportation Alternatives Set-Aside (TA Set-Aside) Program funding round on May 30, 2023. Seven project applications were submitted from the SEDA-COG MPO region. The SEDA-COG MPO ranked and submitted comments on these applications to PennDOT in Nov. 2023. Applications were reviewed based on such criteria as safety benefits, project delivery, reasonableness of cost, environmental justice, network connectivity, economic impact, and leveraging of other projects or funding.


Governor Shapiro announced the approved TA Set-Aside projects on Apr. 25 via a press release found here. Lewisburg Borough and the City of Sunbury from the MPO region received funding for the below projects. More details and a statewide list of approved projects can be found here.

When the next funding round is announced, we'll provide details in our newsletter and other communications.


The TA Set-Aside Program provides funds to construct pedestrian and bicycle facilities; improve access to public transportation; create safe routes to school; incorporate community improvements such as historic preservation and vegetation management; provide environmental mitigation related to stormwater and habitat connectivity; create trail projects that serve a transportation purpose, while promoting safety and mobility; and provide for vulnerable road user safety assessments.

Bipartisan Infrastructure Law Funding
Federal Transportation Funding Resources

The Bipartisan Infrastructure Law (BIL) reauthorized surface transportation programs through Fiscal Year 2026. In doing so, the BIL devotes $550 billion through 2026 for new federal investment in infrastructure, including roads, bridges, transit, water infrastructure, resilience, and broadband. The Federal Highway Administration has a comprehensive BIL resource website available here.

Active Transportation Committee Update
Committee Keeps Rolling

The Middle Susquehanna Regional Bicycle and Pedestrian Plan was adopted by the SEDA-COG MPO in May 2019. To help implement this Plan, the SEDA-COG MPO and the Susquehanna Greenway Partnership formed a Middle Susquehanna Active Transportation Committee. The Committee's mission is to enhance quality of life in the Middle Susquehanna Valley through the development of a regional network of walkable and bikeable communities and the promotion of a bike-friendly and pedestrian-friendly culture. The Committee and its work groups on Safety, Connections, and Community Engagement are diligently laboring on multiple fronts to implement the Plan's action items, goals, and overarching vision.


A few recent successes include:


  • Helping communities pursue funding from DCNR and WalkWorks grant opportunities to further active transportation in our region;
  • Updating bike/ped priority project lists and mapping;
  • Analyzing the Bipartisan Infrastructure Law and potential funding for trails and other bike/ped facilities;
  • Updating member lists and arranging Committee meetings;
  • Updating bike/ped facilities webmaps;
  • Developing an online Esri Hub site for the 2019 Plan.
  • Revising Committee Procedures and work group structure.

Transportation Tidbits

PennDOT has announced program details for Round 1B of the National Electric Vehicle Infrastructure (NEVI) funding opportunity. The proposal period opens on May 13, 2024 and closes on Jul. 10, 2024. PennDOT estimates approximately $12 million in funds will be available for projects around the state through Round 1B. A map of priority locations eligible for Round 1B funding can be found here. The PA NEVI program is a reimbursement program and proposers are required to provide a minimum 20% match. Funds for the PA NEVI program are to be awarded on a competitive basis to plan, design, construct, operate, and maintain EV charging infrastructure across Pennsylvania.

The PA Department of Community and Economic Development (DCED) is accepting applications for funding through its Multimodal Transportation Fund. The application period closes on Jul. 31, 2024. Funding can be used to coordinate local land use with transportation assets to enhance existing communities; for projects related to streetscapes, lighting, sidewalk enhancement and pedestrian safety; for projects improving connectivity or utilization of existing transportation assets; and for projects related to transit-oriented development. Municipalities, school districts, businesses, economic development organizations, public transportation agencies, ports, and rail freight entities are eligible to apply. Funding decisions from the most recent PennDOT Multimodal Transportation Fund round are expected in summer 2024.

Meaningful opportunities for engagement under the PennDOT Connects initiative are occurring across the state this spring. The outreach sessions are for municipal elected officials, managers, planners, engineers, public works directors, roadmasters, or others involved in transportation projects. An outreach session on May 29 for municipalities in PennDOT District 3 can be registered for here. PennDOT Connects is designed to improve communities and transportation systems by ensuring that communication and collaboration with local officials happens early in PennDOT’s transportation project development process.

The Williamsport and SEDA-COG MPOs have been partnering over the past year with consultants from Michael Baker International to develop a US 15 Corridor Improvements Study. Traffic and land use data collection, field views, steering committee meetings, local government outreach, and an initial public meeting have all been used to shape the draft study recommendations that focus on the US 15 segment from I-80 to State Route 54.


The study findings and draft recommendations are now ready to be presented at a second public meeting, taking place from 6:00 p.m. to 7:30 p.m. on May 21 at the Warrior Run Area Fire Hall, 188 White Deer Ave., Allenwood, PA. The formal presentation will begin at 6:30 p.m. We look forward to hearing from residents and travelers about the study’s recommendations.
