2024-2026 State Plan - Planning Starts Soon!

The 2024-2026 State Plan is due September 1, 2024, while it is a bit over a year away the planning process will be starting in September 2023!


The CSBG State Plan is developed every two years by the Virginia Department of Social Services in conjunction with the Virginia Community Action Partnership and its member agencies. It's purpose is to describe the Virginia's goals and processes for creating and maintaining a high quality community action network.

Again this year there will be an opportunity to join a workgroup to help develop the state plan. If you are interested in joining the workgroup please sign up by August 25th.

CSBG 4th Quarter Reports

The CSBG 4th quarter reports are due August 15th. It is important to get all reports in on time as the information from these reports are reviewed and utilized in your annual dashboards and are sent to the federal OCS office. Remember the CSBG Report is a comprehensive report—it should contain all programs and services your agency provides.


4th quarter reports contain the following sections:

  1. 4th quarter progress
  2. FNPI Report
  3. CNPI Report (If Applicable - Smart Form*)
  4. ROMA Implementer 4th Quarter Progress
  5. Individual Demographics
  6. Household Demographics
  7. CSBG Expenditures
  8. Capacity Building
  9. CSBG Resources


We have updated our 4th quarter report instruction guide which contains helpful tips for completing the annual report. The Financial Reporting Instruction Manual can be found on the NASCSP website. Please note, the 4th quarter progress, demographics reports and FNPI reports must be submitted prior to submitting the fiscal reports.

CSBG/ TANF 2022-2023 Close Out

Once final invoices are submitted for the 22-23 program year, if you have carryover you can complete a budget modification to add your carryover to the 23-24 program year budgets. All budget modifications to add carryover will be due by August 30, 2024 so we can begin the process of contract modifications which will take place in the fall.

The Virginia CSBG State Office is hosting an engaging virtual training session on Introduction to ROMA from September 26-28, 2023, starting at 8:30 am and concluding at Noon. This exclusive training will be spread over three days, covering essential aspects of ROMA that you won't want to miss!


Who can participate?

This training is open to everyone, including new or existing staff, board members, and community partners associated with CAA's (Community Action Agencies). Regardless of your role, this training will equip you with valuable knowledge to drive meaningful change in your community.

Region 3 Upcoming Training Opportunities

We are excited to be partnering with the Region 3 Regional Innovation and Performance Consortia (RPIC) to offer a variety of trainings over the next several months. These trainings are open to any staff or board member who may be interested, please forward as needed. Many of us aren’t doing strategic planning particularly well, but we could be. In this workshop, you’ll learn the individual and organizational benefits of fact-based strategic planning, how to design a planning process that meets your agency’s needs, and the five steps of a planning process that will lead your agency towards social change. You may even leave excited to lead your next planning process!

  • The session will consist of an introduction to the idea of data integration, including the purpose of data integration as well as descriptions of the 8 primary aspects of data integration with an emphasis on building the foundation for effective use of data from multiple sources. We will our remaining time on developing a set of organizational knowledge needs and the current state data governance, input, and integration. We discuss the current state around each of the areas of emphasis (1) knowledge needs, (2) data governance, (3) data input, and (4) data integration.

Virginia Heals Initiative Workshop. Registration Now Open!

 The VA State CSBG Office and the Office of Trauma and Resilience Policy [OTRP] are collaborating to offer a comprehensive overview of the Virginia Heals Initiative. This initiative aims to provide various resources to prevent and mitigate trauma by implementing a trauma-informed model of service delivery for families across our Commonwealth.

Virginia HEALS, a groundbreaking cross-systems initiative dedicated to preventing and mitigating childhood trauma through the implementation of a trauma-informed model through a variety of resources. OTRP will lead discussion on how individuals, organizations and communities can work together in this viable work.
