Job Announcement: Environmental Engineer/Physical Scientist

There is now an announcement in USAJOBS for a competitive recruitment GS-13 position (Environmental Engineer/Physical Scientist) in EPA’s Office of Transportation and Air Quality’s Transportation and Climate Division.  The person or people selected for this vacancy will be in integral in supporting the Inflation Reduction Act Clean Ports Program, which provides EPA with $3 billion to fund zero-emission port equipment and technology, including electric vehicles and equipment and their charging equipment.  This exciting new program builds on the EPA Ports Initiative, which works in collaboration with the port and marine industry, communities, and all levels of government to improve environmental performance and increase economic prosperity. This effort helps people living and working near ports across the country breathe cleaner air and live better lives.


The position is located in Ann Arbor, MI, OR Washington, D.C., and is open to qualified applicants internal and external to the federal government.  The vacancy announcement number is RTP-LA-ODH-2023-0026.

Duties and Responsibilities: 

You will: 

  • Conduct complex scientific and technical analyses of emerging technologies, methods, and approaches that reduce greenhouse gases and other emissions in the transportation sector; 
  • Generate briefing materials, technical analyses, policy options, and summaries for the Supervisor, Division Director, and other customers when requested; 
  • Lead and facilitate projects requiring cross-team interaction within the division, Office, and Agency that relate to mobile source programs; 
  • Represent the agency at workshops and conferences, seek opportunities to establish partnerships and coalitions, and coordinate with stakeholders, other government agencies, and other interested parties; 
  • Serve as work assignment manager as needed for contracts to support Program Support Staff efforts. 


To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as coordinating scientific or technical analyses for reducing greenhouse gas emissions in the transportation sector; and developing or implementing emissions reduction policies or programs related to the transportation sector.


Your application package will be used to evaluate your competencies in the following areas: 1) Knowledge of concepts, principles, practices, and methodologies related to criteria pollutants and greenhouse gases; 2) Skill in applying advanced data analysis techniques and methods; 3) Knowledge of laws, regulations, policies, and guidance related to greenhouse gas reductions in the transportation sector; 4) Skill in oral communication; 5) Skill in written communication; 6) Ability to facilitate multi-organizational groups; 7) Skill in project management; 8) Skill in contractual management.

REMINDER Diesel Emissions Reduction Act 2022-2023 Notice of Funding Opportunity (NOFO) Open Through December 1

To accelerate the upgrade and turnover of the legacy diesel fleet, EPA recently released a Notice of Funding Opportunity (NOFO) for the 2022-2023 Diesel Emissions Reduction Act (DERA) National Grant Program that is open through December 1. The 2022-2023 DERA Grant Program will award approximately $115 million in grants, subject to the availability of funds, the quantity and quality of applications received, and other applicable considerations. 

 

EPA is soliciting applications nationwide for projects that significantly reduce diesel emissions and exposure, especially from fleets operating at ports and other goods movements facilities and areas designated as having poor air quality. Priority for funding will also be given to projects that engage and benefit local communities, protect grant-funded investments from severe weather events caused by climate change, and applicants that demonstrate their ability to promote and continue efforts to reduce emissions after the project has ended. 

 

All application packages need to be submitted electronically to EPA through Grants.gov no later than Friday, December 1, 2023, at 11:59 p.m. (ET) to be considered for funding. 

 

Note: Potential applicants without a Federal Grants account are encouraged to initiate the Federal Grants registration process well ahead of the deadline for funding, the registration process can take a month or more.
