Guest Speaker:
Tom Carroll, Past District Governor
Our Council on Legislation Representative, Tom Carroll, with provide an overview of the Rotary legislative process and timeline.
One Learning Objective: Understand the Rotary International Councils on Legislation and Resolutions.
One Action Item: Be a more informed Rotarian.
Past District Governor Tom Carroll holds a bachelor’s degree in political science from the University of Washington and a master’s degree in information systems from the University of Phoenix. Tom has held the Project Management Professional certification since 2001. He is the president and chief executive officer of Tiburon Systems, an information technology and engineering management firm that manages the State of Washington’s education network. Prior to founding his company, Tom was a senior executive with Accenture. Tom retired with the rank of captain after 30 years in the United States Navy, serving in special intelligence and surface warfare.
Tom has authored two novels, Colt’s Crisis, and Colt’s Cross. He has begun writing the third book in the series, Shanghai Protocol, planned to be published in 2023.
Tom Carroll served as Rotary International District 5020 Governor in 2017-18, serving the district’s 90 Rotary Clubs and 4,700 Rotarians on Vancouver Island, BC, and Western Washington State. Previously, he served as charter president of the Gateway Rotary Club, assistant governor, district council chairman, district conference chairman, and PNW-PETS chairman of the board of directors. Tom served as an assistant Rotary coordinator for Zone 27, and he served on the education leadership team. He was a founding member of the Zone 26/27 New Club Development Task Force, and he was a plenary speaker at the 2019 Rotary International Assembly. He currently serves as council representative for Rotary District 5020. Tom is a recipient of Rotary International’s Service Above Self award.
Tom and his wife, Laurie, live in Olympia, Washington, and have two grown children. Amanda works as a technology project manager, and Sean is a naval aviator in the United States Navy. Laurie is a Registered Pharmacist. Tom and Laurie are members of the Paul Harris and Arch Klumph Societies.

Our committees are the cornerstone of our mission to create positive change in our community.
Today we feature the:
Scholarship Committee
Every year our Club recognizes high school seniors who have provided “service above self” through leadership, initiative, and consistency in both over time.
The RCBI Community Service Recognition Scholarships go toward further education whether in vocational, technical, or academic fields and are meant to encourage a lifelong pattern of service.
A process has developed over many years proven to work in identifying the outstanding. There is an application phase and an interview phase.
Our most exciting results:
We awarded a total of $40,000 in scholarships this year to eight seniors from BHS or Eagle Harbor High who best modeled “Service Above Self.”
We increased the number of applicants from 17 to 20 and the number of males applying from 12% to 30%.
What we hope to accomplish in 2022- 23:
Increase the number of applicants to 25.
Maintain at least 30% male applicants.
Have at least two applicants planning for advanced career vocational/tech training.
We welcome your help. Let us know if you know high school students fluent in social media to help promote our Scholarship Program.

What is DACdb?
The District and Club database (DACdb) is an on-line tool and resource that helps track both Club and District membership; allows us to post news to the District website; and enables registration for District or Club events that are found on the Calendar.
How do I create a DACdb account?
Your account in DACdb is automatically created when you join our Club. You won't need to sign-up for DACdb, just sign-in. To log in for the first time, your email address is your username and your RI member number is your password.

Rotary Action Groups
Rotary Action Groups are independent, Rotary-affiliated groups made up of people from around the world who are experts in a particular field, such as economic development, peace, addiction prevention, the environment, or water.
Action groups offer their technical expertise and support to help clubs plan and implement projects to increase our impact, one of Rotary's strategic priorities. This support includes helping clubs find partners, funding, and other resources. Action groups can also help clubs and districts prepare grant applications, conduct community assessments, and develop plans to monitor and evaluate their projects.
Anyone who wants to share their expertise to make a positive difference can join an action group. Click HERE for more information.

Tales from the Auction:
So, in the breakable section of Kitchen and Dining, we get thousands of glasses donated, mostly mismatched but sometimes complete sets. It’s been our practice to put the glasses on the table with a sign that says $1.00 a stem to save us time from individually marking them.
This auction, we received eight Riedel wine glasses still in the boxes. On the table they went and were sold for $8.00. The purchaser knew she was getting a great deal so she googled them just to confirm. She told me that they were really worth $80.00 for four. She felt so bad, she found me and handed me another $50.00.

Neighborhood Preparedness
Following a disaster, you may have to wait days, weeks, or longer before help can arrive or before power can be restored to your neighborhood.
Map Your Neighborhood will help you learn the following:
- Learn the steps to take following a disaster to secure your homes and protect your neighborhood.
- Identify the skills and equipment each neighbor has that are useful for an effective and timely disaster response.
- Identify the locations of propane tanks so they can be shut off if necessary.
- Establish a neighborhood contact list.
- Work together to evaluate your neighborhood following a disaster and take the necessary actions.

Bainbridge Island Rowing
Bainbridge Island Rowing believes that rowing changes lives through friendships, community, teamwork and the serenity of being out on the water.
Every spring through summer, they offer Learn to Row classes on the water. During the winter months, they often offer ‘Learn to Row’ on the Erg (rowing machine).

Flat Vince
The book Flat Stanley by Jeff Brown recounts the adventures of Stanley after he is flattened by a bulletin board. Stanley discovers that one advantage of being flat is that he can travel and visit his friends.
The Fellowship Committee has created “Flat Vince”. Please take a photo with Flat Vince as you do your Rotary work or travels, whether to Poulsbo or Puerto Rico.
