This is a special-edition email sent to Lake Shamineau Lake Improvement District (LSLID) newsletter subscribers to remind them of:

ONLINE ANNUAL MEETING
AUGUST 27TH at 9:00 AM

(Note that the Annual Meeting date was accidently listed as August 28th in the Morrison County Record. The meeting will be held on Saturday, August 27th.)

A mailing dated August 3, 2022 was sent to all lake property owners, using the mailing addresses on record with Morrison County. The mailing included voting and ballot materials as well as a letter with the announcement of the Annual Meeting which will be held on August 27th at 9:00 AM. Note that the meeting will be held online. There will also be a viewing option at the Scandia Valley Town Hall with a Board Member in attendance.

The agenda for the Annual meeting scheduled for August 27th Annual Meeting is as follows:

Since the Annual Meeting will be held online and there will be no in-person voting, we have adjusted the deadlines to allow property owners to vote after the Annual meeting. Following are the voting deadlines:
  • Paper Ballots need to be postmarked by August 31.
  • Online voting will close on August 31.
  • Audited tabulation results will be available after 6 PM on September 7.

You may have heard some misinformation around the lake regarding the current high-water project and alternatives. We would like to take some time to clarify and provide some facts:
  • The MN DNR has been very supportive of the LSLID and the High-Water project by providing grant funds and assisting with review of the project design and the engineering effort.
  • The LID has recently received approvals and permits from the MN DNR, MN DOT and Morrison County. This means that the project is only weeks away from final design and bidding, once funding approval is provided.
  • If Budget items #1, #3, and #4 are not approved, the High-Water Project would not be able to move forward without additional funding, and there would not be funding available for any alternatives. In fact, a no vote on non-project costs would jeopardize any project, including Eurasian Water milfoil treatments since the administrative budget is needed to sustain the LID operations.
  • We have had our engineers analyze several routes and options and the current project is the most feasible and cost-effective. We have consulted with several engineers, and they agree that while reducing the inflows may help reduce the amount of pumping, it will not solve the current high-water problem.
  • This project has already been designed, engineered, approved by agencies and is ready-to-go. Note that the previously approved funds for the High-Water project would need to be utilized as described in the voting materials and those funds would not be able to be utilized for any alternative projects.
  • When the first vote for the pumping project was taken by our members in 2017, the lake was 1.18 feet above Ordinary High-Water Level (OHWL.) The current water elevation is 1.96 feet (approximately 24 inches) above the Ordinary High-Water Level. This is the most recent reading by the DNR. The DNR has stated to the LSLID High Water Committee that Lake Shamineau needs a permanent pumping solution for years to come.
  • According to our engineers, there is no direct connection between Lake Shamineau and Lake Lena and the MN-DNR has confirmed that the OHWL for Lake Lena is 3.8 feet higher than that of Lake Shamineau, which can be seen on the DNR website.
  • As you boat around the lake, you will note that there still are cabins, homes and many properties that suffer from the high water. It would be short sighted to avoid taking action when we are so close to a long-term, community-wide solution.
  • The LID Board is committed to continue to work with the legislature and is hopeful that we will acquire additional state funding to offset the cost to property owners, prior to construction.
