Sea Pines CSA Board of Directors Special Meeting Held August 15; E-bike Discussion

Sea Pines CSA Board of Directors Vote to Continue Ban on E-bikes in Sea Pines


At the Sea Pines CSA Board of Directors special meeting held on Tuesday, August 15, 2023, a motion was unanimously carried to support the resolution, “Sea Pines CSA Board of Directors Position, Ebikes”:


RESOLVED, Sea Pines Community Services Associates, Inc., Board of Directors, reaffirms the ban, listed in the Gate Entry Policy, Section 2.1.13.1, adopted November 15, 2022, as follows:

 

Recreational Vehicles, Motorcycles, U-Haul Type Vehicles: These types of vehicles or vehicles with living and sleeping facilities, or water and electrical power hookups have restricted entry into Sea Pines. Residential Property Owners are authorized to store boats, trailers, motorcycles, “U-Haul type” vehicles, campers, etc. only in an enclosed garage. At no time may any type of motorcycle, dune buggy, electric cart, golf cart, low-speed vehicle, moped or motor assisted bicycle or conveyance of any type be operated on any road or access way within the confines of Sea Pines. Such conveyance must be transported to the designated garage via trailer or truck. Recreational vehicles may obtain authorized entry into Sea Pines for four hours to load or unload only.

 

FURTHER: Sea Pines CSA may grant medical and health exemptions, for Sea Pines Property Owners, with such requirements and conditions it determines appropriate”.   


In addition, the Board directed Sea Pines CSA Staff to develop a comprehensive Leisure Trail Safety Program to include signage, enforcement measures, and education materials to be brought to the Board for approval by the end of the year and implemented in 2024.

Sea Pines CSA Annual Rental Registration Program Update

Sea Pines CSA Annual Rental Registration Fee Due September 1, 2023


In May of 2022, the Sea Pines CSA Board of Directors approved a recommendation from the Revenue Task Force to implement an Annual Rental Registration Program and associated fee. The program went into effect on January 1, 2023, for all residential property owners that rent their property (long or short term) at any time during the calendar year.


The 2023 fee structure is as follows:

This program and the associated annual fee will help increase and enhance our security, maintenance, and Community Standards management services, the need for which is in large measure due to the continued growth in the number of Residential Properties being held for renting or leasing.


The 2023 Annual Rental Registration Fee was invoiced on August 1, 2023, to Sea Pines Residential Property Owners who have their property registered with our Rental Registration Program, or their property is advertised on the internet as being available for rental purposes.


On Tuesday, August 1, 2023, invoices were sent to the primary email address on record with Sea Pines CSA and mailed to those property owners who do not have a primary email address on file. Full payment of this fee will be due by Friday, September 1, 2023.

South Sea Pines Drive Infrastructure Repair Project to Resume Early September

Phase 4 of the Sea Pines Drive infrastructure repair project is scheduled to begin early September 2023 with an estimated completion time of Spring 2024. To learn more about the earlier phases of the project please, click here.

 

Project work zones will include the below roadways:

 

South Sea Pines Drive from Baynard Cove Road to Gadwall Road

  • Scaulp Court - Drainage construction and resurfacing/paving roadway

 

Project work along South Sea Pines Drive will include:

 

  • Stormwater drainage upgrades and replacement
  • Roadway resurfacing and realignment
  • Realignment and widening of leisure trails
  • Addition of pedestrian crosswalks and curbing in select areas
  • New signage installation, tree work, and minor landscaping

South Beach Lane Survey Work in Progress

 

Survey work began this week for future stormwater infrastructure and roadway enhancement in the South Beach Lane area (from Royal Tern Road to Bald Eagle Road West).


This survey work will take approximately 2-4 weeks to complete, weather permitting. Survey markings will be installed as part of this work, please do not remove them. Traffic impacts are not expected.

Sea Pines CSA Seasonal Mosquito Treatment

 

Our next mosquito treatment will take place on Monday, August 21st during overnight hours, weather permitting.


Stormwater Maintenance & Repairs


  • Ditch Cleanout: Ditch cleanout near 63 Club Course Drive will begin next week.


  • Catch Basin Cleaning: Catch basin cleaning on South Sea Pines Drive will begin next week.


Tree Care Management


  • Leisure trail tree trimming will take place next week in the Club Course area along Ivy Road, Acorn Lane, Otter Road, Water Oak Drive and Wood Duck Road.

Property Landscaping Maintenance Reminders:

  • Roofs, gutters, driveways, and other hard surfaces shall be cleared of pine straw and other vegetative debris with reasonable frequency so that there is no accumulated buildup.
  • Ground cover (mulch, pine straw) shall be applied periodically and to maintain a neat, clean appearance. Ground (dirt) shall not be left exposed without landscaping or ground cover.

South Island Public Service District Potable Drinking Water Pipeline Upgrade Project


SIPSD, the utility company providing water and wastewater services in Sea Pines, has begun their major infrastructure upgrade and replacement project to their potable water drinking line from Dunnagans Alley to Baynard Park Road, inside of Sea Pines.


SIPSD has provided the following project update:


  • SIPSD crews are working to connect new water line connections to residential properties along Plantation Drive. Please use caution while driving in this area.
  • SIPSD's contractor to begin landscaping (to include tree planting) and irrigation installation in early September.
