Request for Proposal (RFP) 1218: Workforce Innovation and Opportunity Act (WIOA) Title 1 Youth Program Services

The Contra Costa County Employment and Human Services Department (EHSD) has announced the availability of $1,200,000 for the delivery of year-round youth program services under the Workforce Innovation and Opportunity Act (WIOA) in Contra Costa County.


Successful bidders will provide youth workforce development services, including the required WIOA youth program elements in an approach designed to enhance participants’ essential employability skills and assist youth in setting and pursuing educational and career goals.


WBDCCC and Youth Committee are particularly interested in innovative approaches that leverage WIOA dollars to expand services and numbers of youth served and connect youth to education and training opportunities leading to careers in the board’s targeted industry sectors and other in-demand occupations.


The deadline to apply is Friday, March 7, 2025.

The Contra Costa County Employment and Human Services Department (EHSD) has announced the availability of approximately $200,000 for the delivery of communications, public relations, and marketing services in Contra Costa County.


Successful bidders will deliver services to enhance outreach within the Contra Costa Community. The WDBCCC is particularly interested in innovative approaches that leverage both current and proven strategies to promote its existing programs and initiatives.


The deadline to apply is Friday, March 14, 2025.

New Economic Data Dashboard

The Contra Costa Economic Partnership (CCEP) is now hosting an economic data dashboard to support businesses, nonprofits, and policymakers with data-driven decision-making. This tool provides key insights into workforce trends, industry forecasts, and regional economic indicators, all validated by top economists.

The dashboard is updated quarterly and serves as a resource for shaping fiscal policy, workforce strategies, and infrastructure planning.

Concord State of the City Address Brings Together Community

In February, the WDBCCC was present to hear Concord Mayor Carlyn Obringer deliver the 2025 State of the City address at the Mayor's Luncheon.


Obringer reflected on Concord’s accomplishments and outlined her vision for the future. Recognizing that Concord is the largest city in Contra Costa County, the WDBCCC works closely with the City – in the past, our business manager has served on their chamber executive committee and their economic development manager has served on our board.


The event brought together community leaders, local businesses, and residents to celebrate progress and discuss opportunities for continued growth and innovation.

Community Collaboration at the Help Me Grow Café

The Help Me Grow Café is a valuable networking opportunity for agencies that provide services to children from birth to age 5 and their families in Contra Costa County. This event allows local service providers to come together for networking, enjoy a light breakfast, and hear from a featured guest speaker. Collaborating and supporting the healthy development of young children and their families truly requires a community effort!


The café series exemplifies cross-sector initiatives that connect various efforts of First 5. In this particular meeting, First 5 highlighted the EHSD Measure X navigators and delivered a special presentation aimed at expanding community knowledge of universal Transitional Kindergarten (TK). It is essential to provide all community service providers with the necessary tools and information to help connect families to vital services.

As the fiscal sponsor and program manager for the Inclusion in Early Childhood Education (ECE) initiative, the WDBCCC is proud to support First 5 Contra Costa in their important work. Our partnership reflects a shared commitment to investing in programs that create equitable opportunities for young children and their families, contributing to the building of a stronger, more inclusive community.

WDBCCC Turns Out for Strategic Planning at Chancellor’s Office

Earlier this year, Tamia Brown, Executive Director, and Maureen Nelson, Administrator, attended the public input session for strategic planning at Contra Costa Community College District’s headquarters in Martinez.


The fast-paced session was facilitated by Kelly Schelin, Executive Vice Chancellor, Education and Technology, who led the 50+ attendees through discussion and polling using a phone app.

Employment & Human Services Celebrates a Decade of Dedication

On Wednesday, February 19, 2025, at the Pleasant Hill Community Center, Employment & Human Services (EHSD) proudly recognized Noramah Burch, Administrator at the WDBCCC and Charles Brown, Business Services Representative and Reentry Coordinator, for their 10 years of dedicated service.

 

Throughout the past decade, both professionals have demonstrated excellence and commitment to EHSD’s mission of supporting our community. Their work has played a vital role in workforce development and creating pathways for economic growth and reentry success.

 

An EHSD representative noted, “Noramah and Charles are pillars of our community. Their passion has inspired us all to strive for excellence.”
