Official Release of County Draft Housing Plan Incudes State-Mandated Affordable Housing Requirements


The County has officially released the Draft Sixth Cycle Housing Element (2023-2031) for public review and comment.


The 6th Cycle Housing Element is the County's plan to meet its obligation. It covers a period of 8 years (January 1 2024 – December 31, 2032) and addresses a variety of topics related to housing and homelessness, and it must, at a minimum, provide a plan that meets the 3,326 units requirement in the unincorporated county through the most recent Regional Housing Needs Allocation process.

The Housing Element will be available for a 30-day public review period beginning Monday, May 6, 2024, and ending Thursday, June 6, 2024.  


Comments on the Housing Element must be submitted in writing within the public review period and sent by mail or email to:

Following the public review period, the county will to consider and incorporate public comments within 10 business days. The document will be submitted to the California Department of Housing and Community Development for the first 90-day review period. 


Once California Department of Housing and Community development send back the draft with revisions, the County of Monterey will make the revised draft available for a 7-day public review period.

Here are some prelimanary observations from the CVA Landuse Committee:


  • High percentage (about 75%) of the county's allotment is concentrated in the Carmel Valley Master Plan (CVMP) area.
  • The plan calls for a large number of single-family homes, when currently approved projects already show 209 more than needed.
  • There is a lack of consideration of smart-growth principles in site choices, e.g., Mormon (site 49) property at less than two units per acre of land.
  • Plan does not adequately address programs other than Inclusionary Housing to provide incentives and subsidies to promote affordable housing.
  • There is a need to return to the 35% DES for development projects, e.g., expected projects at sites 25-29, 44, 48, 47, and any other opportunity sites within established Affordable Housing Overlay (Policy LU.2.12) areas. CVMP (CV-1.6 [a]) calls for 50% affordable housing units.
  • Programs must be identified to promote increased zoning densities, affordability by design, multifamily units, and mixed use units, particularly at the mouth of the Valley and Mid-Valley AHO areas.
  • Proposed site 49 is unacceptable. It was added to previous opportunity sites without any public input. It violates CVMP (CV-3.22) prohibition against development on slopes greater than 25% or erodible soils (see also Policy OS 3.5(1).
  • It is essential to count all already approved projects (pipeline projects) and deduct those units from the proposed market-rate single family homes and moderate, low, and very low units. 
  • Each pipeline project development needs to be analyzed by county staff for qualification of units as per CA State specifications.
  • There seems to be no attempt in the Element to anticipate the traffic impacts or degradation related to 2500+- new units in the CVMP area. The CVTIP (CV-2.18) and Carmel Valley Road Advisory Committee have evidently not been consulted.

Introducing County of Monterey's New Emergency Alert System


The County of Monterey Department of Emergency Management is thrilled to introduce an advanced Alert and Warning System for our community, developed to keep you informed and safe during critical events. This collaborative effort, initiated in 2022, has undergone rigorous testing to ensure comprehensive coverage across the county.


Public Alerting will transition to this new state-of-the-art system, with the transition culminating in full implementation by April 7th, 2024. This system marks a significant advancement in public safety and emergency preparedness, supported by numerous emergency response agencies.


The new system offers a multi-channel approach, utilizing SMS, phone calls, and emails to deliver timely updates on emergencies such as fires, floods, power outages, and evacuation notices. Residents, visitors, property owners, and their loved ones in Monterey County can register for alerts via our user-friendly portal.

Music at St. Dunstan’s Organ Concert Series 2024 “Mixolydiance” with Margaret Martin Kvamme Pipe organ music by women composers


Sunday, June 2, 2024 at 4 pm at St. Dunstan’s Episcopal Church in Carmel Valley.


Patrons are invited to a pre-performance reception at the church at 3 pm to enjoy refreshments and hear from Kvamme about the extraordinary composers featured in this concert. 


The featured organist will be Margaret Martin Kvamme, who will be playing music for the pipe organ composed by eight female composers from several centuries. It's rare to have an all-female perspective in the organ world so we hope you'll find that angle interesting enough to share with the members of the Carmel Valley Association. We so appreciate the attention you've given our events in the past. 

 

Kvamme will be performing on St. Dunstan’s Op. 94 organ, with more than 1,000 pipes. Visually and aurally beautiful, Op. 94 was honored in the 2016 International Awards Program for Religious Art & Architecture.


Tickets are available at the door the day of the concert: $25, students and under 18 free.

Carmel Valley Association is one of the oldest, largest, and most successful community organizations in Monterey County. We are entirely volunteer, with no paid employees. CVA was instrumental in the adoption of the Carmel Valley Master Plan and recently settled a lawsuit with Monterey County regarding traffic measurement and capping future development on very favorable terms for our valley. Our volunteer experts represent Carmel Valley's interest, testifying before governmental bodies concerning development, water, traffic, road signs, and other quality of life issues.


We keep valley residents informed about important issues and events with our weekly email Bulletin, which goes to over 1650 residents, and our quarterly Newsletter, which is mailed to over 7,000 valley addresses.
