Board of Trustees meets

The PCSAO Board of Trustees met virtually on Feb. 5 and approved January 2025 meeting minutes, December 2024 financial report, adjusting the March meeting date, and a new building lease. The Board discussed the agenda for the upcoming Executive Membership Meeting, the SFY26-27 budget highlights, recent federal orders, and staff additions. Trustees received updates pertaining to legislation, rules, Ohio START, PACT, the Fellowship Program, and recent DCY communications. The Board of Trustees will meet virtually on March 5. 


Rules Committee meets

The Rules Committee met on Feb. 6 and received DCY updates on substitute care rules, residential rules, rulemaking associated with group homes provisions included in HB315 that passed during the lame duck session, transition to a new rule framework and preparation for the upcoming federal Title IV-E review (expected in late 2026 or early 2027). The committee meets next on March 13.


Community Education Committee explores large event planning

The Community Education Committee met Feb. 7. Matt Starkey of Athens County Children Services provided an in-depth look at planning for the annual Athens County Kidfest and how, with a small agency investment, he is able to leverage 25 times the amount of community sponsorships and support for a long-running event that provides free fun and resources for children and their families. The committee also updated the committee charter, provided feedback on PCSAO's Weekly Update, and discussed Wear Blue. The next meeting will be March 14.

PCSAO welcomes new Initiatives Coordinator

PCSAO is pleased to welcome Ghadir Amin as the new Initiatives Coordinator. Amin is passionate about fostering supportive communities and spent several years working closely with volunteers in the Meals-On-Wheels program to ensure efficient service delivery. As the Initiatives Coordinator, Amin will support both Ohio START and PACT (Practice in Action Together) to help advance future best practices within children services. Learn more here.

In Their Shoes: Children Services Ridealongs

About the campaign

PCSAO’s “In their Shoes: Children Services Ridealong Campaign” invites state legislators to step into the shoes of frontline staff by visiting a local children services agency and joining a caseworker on a visit.

Ohio START

Save the Date: 2025 Ohio START Summit

The 2025 Ohio START Summit will take place May 13-14 at Nationwide Hotel and Conference Center near Columbus. This event brings together more than 200 caseworkers, supervisors, behavioral health providers, and family peer mentors for networking and learning how best to serve Ohio's families struggling with co-occurring child maltreatment and substance use disorder. Registration is anticipated to open in March. Learn more on the event website.

31st Annual Eastern Ohio Leadership Conference

The 31st Annual Eastern Ohio Leadership Conference will take place from March 22-26 at the Southeast and Northeast Regional Training Centers. To register, participants must email ecortc@jfs.ohio.gov and request a registration form. The deadline to register is March 18.


John Glenn College hosts discussion on U.S. immigration system

Join the Glenn College Alumni Society on Feb. 19 from 12-1 p.m. for a brown bag discussion that will address common myths and misconceptions about immigration while providing a fact-based look at policies shaping the U.S. system. Featuring Ohio State Professor César Cuauhtémoc García Hernández, this session will offer expert analysis and valuable perspectives on a critical issue. Registration is free but required. Child Protection in the News

Feb. 7 – What can residents expect to see on the May 6 primary ballot in Coshocton County? – Coshocton Tribune

Coshocton County Job and Family Services is seeking a renewal of a 1-mill property tax levy first passed by voters in 1990 to support children's services. It generates about $472,000 a year. It's renewed every five years.


Feb. 3 – Governor DeWine’s final budget cements child protection legacy – PCSAO News Release

Gov. Mike DeWine released the executive budget proposal on Feb. 3. “Gov. Mike DeWine truly is the children’s governor – the leader Ohio has needed to support our long-neglected child protection system. In his final budget released today, the Governor once again demonstrates his commitment to children in foster care and to preventing the need for children services involvement.” Said Angela Sausser, Executive Director, Public Children Services Association of Ohio.


Feb. 3 – Ohio foster-to-college bill aims to bring kids out of system, into higher ed, career tech – Ohio Capital Journal

A bipartisan bill introduced in the Ohio General Assembly seeks to establish a pipeline from foster care to college or careers. The sponsors of House Bill 25 are targeting a population of Ohioans who struggle to get through high school, and therefore may not have the guidance needed to lead them to a fruitful career in the state after leaving the foster care system.


Feb. 1 – Children Services levy would fund child placements in Stark County – Canton Repository

The existing Children Services levy expires this year. The new levy will fund placements of abused, neglected and delinquent children in Stark County.


Feb. 1 – Black History Month celebration features past, present voices at downtown library – Richland Source

The Black History Month Celebration Saturday featured interactive crafts and cultural celebrations from musicians, poets and dancers. The Mansfield-Richland County Public Library hosted Mansfield Senior cosmetology students for braiding demonstrations, bracelet-making with Mansfield NAACP, henna tattoos from Enchanted Luna Henna Studio, the Library of Things and Black history trivia.
