DEC to incorporate city's emergency management office


DEC is expanding! The Office of Emergency Management (OEM) is expected to join DEC. In addition, Director Stephen Willoughby has been appointed by Mayor Levar Stoney to the role of the City of Richmond's Coordinator of Emergency Management. It is expected that the City Council officially will adopt these changes on Oct. 12, and then the name of the department will change as well. Other changes will be phased in.

Coming from the Fire Department, OEM includes five staff members, lead by Anthony McLean. Their offices will be located in City Hall. We welcome them to our team!

DEC graduates 39th Basic Dispatch Academy

Six students graduated from the 39th Basic Dispatch Academy during an in-person graduation ceremony at the Police Training Academy on Aug. 12. DEC's newest emergency communications officers are, pictured from left, Shakila Saunders, Kesha Straker, Eric Motley, Darrius Purnell, Kayla Felix and Candace Williams. Congratulations!

Marcus Alert fully implemented


After years of planning and phased-in changes, the full Marcus Alert was implemented in Richmond on Aug. 15 with the activation of the co-response teams. DEC dispatches these teams of one qualified mental health professional and one Richmond police officer in a specialized vehicle in response to some behavioral health situations. The changes are intended to improve services to those with mental and behavioral health challenges.

Attending the APCO Conference for the first time was an awesome opportunity. The power of networking, being exposed to new technologies, and sharing ideas was the highlight of this conference. Plus, I made some new friends.

DEC provided 911 information and giveaways, as well as solicited completed citizen surveys, at National Night Out on Aug. 2, Kickin' It in the Community kickball and community event on Aug. 13, and the RPD Pop-Up Community event in Gilpin Court on Aug. 25. Thanks to everyone who helped!
