Victory on Healthcare!

SB 1089 is Making it Real

Together, we are finally taking the necessary steps for real healthcare transformation in Oregon. SB 1089 has now passed both legislative chambers and is awaiting the Governor’s signature. Send a message to Governor Kotek expressing how important health care is to you and your friends, neighbors and families.


Continuing the work of the Joint Task Force on Universal Health Care, this bill was built on an unwavering set of values and principles which match the vision of HCAO. However, it was the consistent drumbeat of messages and testimony from HCAO supporters across the state that made this historic step possible. Your voices, along with numerous organizations that signed on in support and the resolute efforts of Sen. James Manning and Rep. Travis Nelson who kept this legislation a top priority throughout the session that will now enable Oregon to move towards a just and equitable healthcare system.

HCAO 23rd Annual Meeting-Making it Real!!


On June 10th, HCAO members, activists and supporters convened in Salem for our first in-person meeting in three years! 


We elected a new board, learned the latest health care happenings in Salem and Washington DC, and engaged with each other! The energy and enthusiasm for our movement was palpable. Participants were “fired up and ready to go!” and we hope you will join us on our journey to universal health care in Oregon. 


We enjoyed insights and commentary from elected officials and leaders in the fight for a just and fair healthcare system. Longtime health activists Rose Hope, Lou Sinniger and Cheryl Campbell received our YOU ROCK Awards for their commitment and perseverance in the fight for a healthcare system that works for ALL of us!


Our new Board of Directors are definitely ready to take Health Care for All Oregon to new heights. President Valdez Bravo presented outgoing President Tom Sincic, the “Keep the Flame Alive” award, an illuminating “flame” which sits atop a wooden block with the inscription, “Thanks for Keeping the Flame Alive”. “We are so grateful to Tom, and his wife Sally for their steadfast commitment to Health Care for All. Thanks for keeping the flame alive!”


In his tenure at HCAO, Tom has been Membership Chair, President and even served as Interim Executive Director. He has served as “our voice in Salem” shepherding through SB 1089, which creates the governing board for universal healthcare in Oregon. Thank you, Tom!

Make Your Voice Heard!

Each year, the Division of Financial Regulation conducts a transparent health insurance rate review process for health plans that comply with the Affordable Care Act for small businesses and people who buy their own coverage rather than getting it through an employer.

Conducting a yearly rate review ensures that premium rates charged to Oregonians adequately cover health care costs without being too high or too low.


Health insurers have submitted rates for 2024. Public testimony can be submitted through August 3 and hearings are set for Friday, Aug. 4, from 8:30 to 11:30 am and 1 to 4 pm. A web address to watch the public hearings will be posted here. At the hearings, each insurance company will provide a brief presentation about its rate increase requests, answer questions from the division, and hear public comment from Oregonians.

Meet our Board President and Vice President


We welcome Valdez Bravo as our new Board President. He has served on our board since 2018, most recently as Vice President. He comes to this position with a wealth of knowledge and experience, currently heading the Multnomah County Health Department. Read more here.


Elected as Vice President, we welcome Dr. Antonio Germann. He has served on our board since 2020 and was recently awarded the 2023 Oregon Academy of Physicians Doctor of the Year and the 2023 Project Access Now Heath Advocate of the Year.
