COVID-19 Expenses Relief Program

The COVID-19 Expenses Relief Program is a reimbursement program for COVID-19 related business expenses in 2020 and 2021. Awards will be calculated on a pro-rata basis, up to a set cap that will be determined after the close of the application period. Payments will be issued following the program deadline of October 1, 2021. 

Eligibility: 

  • This program is for for-profit businesses that did not participate in the Business Recoupment Relief Program and other relief programs that reimbursed for expenses. Health care providers and nonprofits are not eligible for this program. Applicants must have had $20,000,000 or less in revenue in 2019 and 2020.

  • Businesses with ownership structures typical of for-profit businesses, including self-employed, franchises, and subsidiaries, so long as they have a principal place of business in New Hampshire, payment can be delivered to a New Hampshire address, and provided expenses are limited to only the New Hampshire operations, may apply. 

How to Apply: Applicants will be required to submit documentation of previously unclaimed/unreimbursed COVID-19 related business expenses, through September 8, 2021, utilizing the Governor's Office for Emergency Relief & Recovery (GOFERR) grant portal. 

Business expenses eligible for reimbursement include, but are not limited to, those that fall within these broad categories: 

  • Fixed Costs incurred while completely closed due to COVID-19 (prorated rent, mortgage payments, and utilities);
  • Costs incurred as a result of reopening after COVID-19 related closure (such as PPE, workforce safety training, and installation of physical safety measures); and 
  • Increased costs of doing business as a result of COVID-19 (such as HVAC improvements, creation or addition of indoor or outdoor space for social distancing purposes, and increased costs due to supply chain disruptions or increased demand).

The application must be completed and submitted utilizing the GOFERR grant portal by Friday, October 1, 2021, at 4:00 PM, including all supporting documentation.

Business Resiliency Survey

SRPC is pleased to be partnering with the NH Small Business Development Center on Phase 3 of its Business Resiliency Survey.
 
Business organizations and economic development partners across the Granite State are sharing SBDC’s Resiliency Survey because it has deepened our understanding of the impact COVID-19 has had on our small business community. We learned a great deal in Phases 1 and 2 of the survey, however we know that businesses’ needs and their responses to the pandemic have evolved over the last eighteen months. With Phase 3, we hope to discover how businesses built resiliency or where they may still need our help.
 
Your input and response are critical.  The higher the response rate, the deeper and more valuable the survey data will be. Phase 3 survey results will directly impact how economic development partners create programs and add services to help you and other small businesses thrive once again.

EIDL Loan Increase

The following are the new major enhancements to the COVID Economic Injury Disaster Loan (EIDL) program:

  • The loan size caps may be increased from $500,000 to $2 Million beginning on October 8th. You can log into the portal now to submit the increase request; however, the applications will not be considered until after October 8.
  • Loan funds can be used for any normal operating expenses and working capital, including payroll, purchasing equipment, and paying debt.  Moreover, Expansion of Eligible Use of Funds means that you can use COVID EIDL funds to prepay commercial debt and make payments on federal business debt.
  • Implementation of a Deferred Payment Period; SBA will ensure small business owners will not have to begin COVID EIDL repayment until two years after loan origination so that they can get through the pandemic without having to worry about making ends meet.
  • Establishment of a 30-Day Exclusivity Window; to ensure main street businesses have additional time to access these funds, the SBA will implement a 30-day exclusivity window of approving and disbursing funds for loans of $500,000 or less.
  • Businesses that already applied and those that did not yet apply for EIDL both qualify. This is additional loan money for those that have already applied and received an EIDL loan.
