Tom McGrath

Deputy Global COO, BlackRock


Tom McGrath, Director, is Deputy Global COO of the Cash Management Group, part of BlackRock’s Global Markets group. As one of the world's largest Money Market Fund providers, the global BlackRock Cash Management Group manages liquidity assets across multiple currencies for corporations, banks, foundations, insurers, hedge funds as well as asset and wealth managers. In his role, Mr. McGrath is responsible for the management of the global business with a focus on operating risk mitigation and change management linked to client, regulatory and corporate change. He also serves as a non-executive Director on several Irish domiciled fund companies.


Mai Santamaria

Head of Financial Advisory - SFAD, Department of Finance Ireland


Mai leads the Financial Advisory team in the Department of Finance in Ireland. The team carries out research to input into emerging and new areas of financial services and technology, advising and recommending policy. In 2017, she co-authored the Department's Virtual Currencies and Blockchain discussion paper. She participated in World Economic Forum’s White Paper series on digital currencies, and co-authored the paper on the use of Stablecoins for cross-border aid, published in 2021. She was a member of the BlockchainIreland Advisory board for 2 years (2018-2020). She organised the first government wide public services blockchain hackathon in 2019 and was a co-founder of BlockW and co-chair of BGIN. She is also a Bureau member of the OECD's Committee in Financial Markets and member of its Ad-Hoc Expert Group in Digital Finance. Mai led the Market in Crypto Assets Regulations negotiations for Ireland with the EU Commission. Previously to joining the Department, Mai worked in finance executive roles in the banking and insurance sectors for more than 20 years in Ireland, UK, Africa and Switzerland. She is a native of Barcelona and a Fellow Chartered Accountant in Ireland.


Amor Sexton

Vice President of Operations, Blockdaemon


Amor is VP, Operations for Blockdaemon, the world’s largest Web3 infrastructure provider. Her diverse background includes operations, strategy, communications, marketing, regulatory engagement, commercial law, and development of enterprise grade solutions. A qualified lawyer, Amor launched a pioneering digital currency legal practice and was a founding member of COALA, a global blockchain R&D collaboration between academics, lawyers, technologists and entrepreneurs. In addition to active involvement with many startups, Amor was also Head of Operations for Coinbase’s European crypto business, Head of Blockchain for Citi’s Treasury and Trade Solutions Group, and she helped lead Digital Transformation Strategy at BNP Paribas Securities Services.


Fionnuala Donnelly

Vice President, BlackRock



Fionnuala Donnelly, FCCA, Vice President, is a member of BlackRock's Risk and Quantitative Analysis (RQA) Group, and the Designated Person for Operational Risk Management for BlackRock Asset Management Ireland Limited, the Management Company for BlackRock's Irish UCITS and Alternative Investment Funds. In her role is she is responsible for the implementation of the enterprise risk management framework for BlackRock’s Irish Management Company. She is also co-vice chair of the Dublin Chapter of 100Women in Finance, a global industry association of professionals in finance, working together to empower women to achieve their professional potential at each stage of their careers.
