Requirements for Programs at STAR 2 and above in Pennsylvania's Professional Development (PD) Registry
Keystone STARS

A new online self-paced course, Overview of Keystone STARS: Pennsylvania’s Quality Rating and Improvement System is available now in both English and Spanish via Pennsylvania’s Professional Development (PD) Registry. This course replaces the previous STARS 101 and STARS 102 courses.

As of July 1, 2022, please be advised:

  • Newly hired on-site leadership and teaching staff members must complete this course within 45 days of hire.
  • All current on-site leadership and teaching staff members also must complete the updated course by their next Keystone STARS full designation or annual renewal.
To find this course:

  1. Go to papdregistry.org.
  2. From the left menu, use the Filter Training feature.
  3. Click to open the Areas of Interest dropdown list.
  4. Select Overview of Keystone STARS.
  5. Search to pull up both the English and Spanish versions of the course.

For Early Childhood Educators & Professionals
Updated Approved Pediatric First Aid and Pediatric CPR Providers and Curriculums Chart Available Now
The Approved Pediatric First Aid and Pediatric CPR Providers and Curriculums chart has been updated to include the number of PQAS hours participants will be awarded. These hours are based on the average length of the events scheduled for the course. This may or may not reflect the actual time frame of the scheduled event, or “seat time”. Pediatric First Aid and CPR course lengths vary due to factors such as number of participants and time needed for skill practice. All eligible courses (past and present) have been updated within the PD Registry.

When you complete, the hours will appear on your Professional Development (PD) Learning Record. To access your PD Learning Record:

  1. Go to papdregistry.org;
  2. Log into your PD Registry account;
  3. Click the Reports tab; and
  4. Click My Professional Development Learning Record.

NOTE: If you take a Pediatric First Aid & Pediatric CPR course independently from the PD Registry, it will not appear on your learning record. Only courses you have registered for and completed through a scheduled event in the PD Registry will automatically appear on your learning record.

Also as a reminder, Pediatric First Aid & Pediatric Cardiopulmonary Resuscitation (CPR) can also count towards the annual minimum 12 clock hours for certification regulatory compliance based on the renewal of the training certificate.

Ensure Your Completed Better Kid Care Courses Appear on Your PD Learning Record
For successfully completed Better Kid Care courses to appear on your PD Learning Record in the PD Registry, you must:

  1. Use the same valid email address on both websites;
  2. Provide the same information to both websites; and
  3. Share your correct Registry ID# in your Better Kid Care account.

Courses from Better Kid Care are only uploaded to the PD Registry twice a month (approximately the 15th and the 30th). 

If the information on both your PD Registry account and your Better Kid Care account match and/or a month has passed, contact the PD Registry team for further assistance.
Resources Available To Assist Educators and Professionals Navigate the PD Registry
The PD Registry team has created a variety of resources to assist members of Pennsylvania’s early childhood education (ECE) workforce navigate the PD Registry.

A library of video tutorials is available in the PD Registry (papdregistry.org). Once you log into your PD Registry account, click the Video Library from the left navigation sidebar on your profile home page.

For Directors, Owners and/or Admin Staff
Access Your Organization's Profile Via Your Personal Profile
To access your organization’s information in the PD Registry, go to papdregistry.org. and log into your account.

Once logged in you can:

  • View your Personal Profile, which includes your training, education and personal information and
  • View your Organization's Profile via your Personal Profile.

Ensure that your personal email is up-to-date and if you are a director, owner and/or administrative staff member of your organization, the work email is listed under the Organization Details tab within your organization profile. 

If you cannot access your Organization's Profile, email registry@pakeys.org so a team member can determine if your organization is registered and offer next steps.
Use A Valid Email
Use a valid email listed in your Organization’s Profile in the PD Registry. This contact email is crucial to receive communications from the PD Registry staff as well as from your Quality Coach and Early Learning Resource Center (ELRC) regarding important system updates, Keystone STARS Designation information and additional communications on grants. To edit or update your email, do so under the Org Details tab.
For Prospective & Current Pennsylvania Quality Assurance System (PQAS) Instructors
About PQAS
The Pennsylvania Quality Assurance System (PQAS) maintains a registry of approved instructors and technical assistance consultants and coaches to ensure that professional development activities and technical assistance meet quality standards. Qualified individuals interested in delivering professional development and/or technical assistance, should apply for PQAS approval. To learn more, visit pakeys.org/pqas.
Become A PQAS Instructor
The application to become a PQAS instructor is available in Pennsylvania's Professional Development (PD) Registry. To get started:

  1. Go to papdregistry.org.
  2. Log into your PD Registry account. (If you do not have a PD Registry account, it is free to create one. Get started at pakeys.org/pdregistry.)
  3. Once logged in select the Apply To Become A PQAS Instructor box
  4. Complete each section and
  5. Submit for review.

Once approved, PQAS instructors can post the courses they offer, manage enrollments, view and print class rosters, keep track of attendees, and run reports of their professional development in the PD Registry.

Become A Pediatric CPR and Pediatric First Aid Instructor
Instructors providing Pediatric First Aid and Pediatric CPR to child care programs must be PQAS approved in Pennsylvania.

Prospective applicants should follow the steps to apply in the Pediatric First Aid and Pediatric CPR PQAS Requirements from May 2022. Applications without all required information will be asked to provide proper documentation. Allow up to 30 days for processing. Once processed, an email with necessary next steps will be sent.

NOTE: PQAS expiration of an approved Pediatric First Aid and Pediatric CPR instructor is based on the expiration date of an instructor's First Aid and CPR card.
Instruct Content from National Organizations
Several national organizations require instructors to attend a Train the Trainer training and have a valid training certificate to deliver their organization's content. The Pennsylvania Key must comply with the guidelines of these organizations. Applicants may be asked to provide a copy of your trainer certificate from the national organization to the PA Key as part of our course approval process.

If you are unsure if you need to be a certified trainer to instruct on a specific course, email pqas@pakeys.org or call 1-800-284-6031 to receive assistance.
Remember To Update Event Status After Completion
Current PQAS instructors or organization administrators are reminded to update the status of all registered attendees in the event roster within two weeks of the event's end date and mark the event completed.
