The Senate returned to Capitol Hill on September 5, and immediately got to work on the funding bills. As the House returns this week, a possible government shutdown is looming with federal funding expiring on September 30. Fortunately, most of the Indian Health Service budget, receives “advance appropriations” meaning that the agency already most of its FY2024 budget. The defense spending bill is up first for lawmakers on the House floor while the Senate is hoping to move ahead with floor consideration of a so-called the “minibus.” The minibus is comprised of three fiscal 2024 funding bills (S.2131; S.2127; S.2437) the appropriations committee passed this summer.

CMCS Announces Extension of Four Walls Grace Period Through February 2025
The Center for Medicaid and CHIP Services (CMCS) recently announced that the Center for Medicare and Medicaid Services (CMS) has further extended the grace period that permits IHS and Tribal facilities to receive Medicaid reimbursement for services provided outside of the “four walls” of facilities through February 11, 2025. NIHB Receives National Indian Health Outreach and Education (NIHOE) Cooperative Agreement from IHS
IHS recently announced its award of the NIHOE Cooperative Agreement to NIHB. This is the tenth NIHOE Cooperative Agreement that NIHB has worked on, and the current cooperative agreement will last for the next three years. NIHB looks forward to its work on the NIHOE Cooperative Agreement, which is intended to support outreach, education, and policy work on health issues for American Indian and Alaska Native people.

Award Amount: $3,500,000 for up to 12 IHS Areas
Application Deadline: November 10, 2023
Description: Under the SAP, American Indian and Alaska Native Tribes or Tribal Organizations that are operating an Indian health care facility pursuant to a health care services contract or compact entered into under the Indian Self-Determination and Education Assistance Act, P.L. 93-638, as amended (25 U.S.C. § 5301 et seq.), may competitively apply for funding for the construction, expansion, or modernization of small ambulatory health care facilities. The FY 2022 budget includes $25 million and the FY 2023 budget includes $25 million for a total budget of $50 million available for SAP. Fiscal year 2022 and 2023 SAP projects will be awarded up to $3.5 million and all 12 IHS Areas that submit an application will have an opportunity to receive an award.

Award Amount: $150,000 for water transmission line grants; $1 million for water source construction
Application Deadline: Ongoing
Description: This program helps eligible communities prepare for or recover from an emergency that threatens the availability of safe, reliable drinking water. This program helps prevent damage or restore household and business access to clean, reliable drinking water in eligible rural areas and towns following natural disasters. Funding can improve the natural environment and encourage manufacturers and other businesses to locate or expand operations.
