Congress is developing its fiscal year 2023 appropriations bills, which include key funding priorities for older adults in your community. U.S. Representatives are voting starting this week, so now is the time to advocate for key programs that will ensure older adults have access to the aging services they need.

Home Health CY 2023 Prospective Payment Rule Summary
The proposed CY2023 Home Health Prospective Payment System Rate Update and Home Infusion Therapy Services Requirements Proposed Rule was released on the Federal Register public inspection site on June 17th and is scheduled for publication in the Federal Register on June 23rd. DPH Survey on Temporary Nurse Aides
DPH has issued Blast Fax 2022-26 requesting that nursing homes take a survey regarding the use of Temporary Nurse Aides (TNA). DPH is making this request as they are currently evaluating the next steps for the role of the TNA. They request that the survey be completed by close of business tomorrow. 

Gallup Poll: Older Adults Sacrificing Basic Needs Due to Healthcare Costs
A new West Health-Gallup poll found that 1 in 3 adults over 50 have skipped basic living needs such as food and utilities to pay for healthcare costs. Other older Americans are skipping needed care and medications due to costs.

Nursing Home Reform Congressional Staff Briefing
LeadingAge policy staff participated in a Congressional briefing this week, hosted by AARP and National Consumer Voice for Quality Long-Term Care, which highlighted reforms that are being proposed in the White House nursing home proposal released in February and the National Academies of Sciences, Engineering, and Medicine (NASEM) report released in April. Panelists included long-term care policy experts, a member of the NASEM advisory panel, a nursing home resident, and family member. The briefing focused on minimum staffing standards, including CMS’s request for information in the 2023 Skilled Nursing Facility proposed payment rule that LeadingAge provided written comments on last week. Additional topics of discussion included financing, transparency and compliance reforms recommended by the White House proposal and NASEM report. As a reminder, LeadingAge recently received a $1 million grant from the John A. Hartford Foundation (JAHF) to further the recommendations in the NASEM report. JAHF leaders stated they selected LeadingAge for the grant because of the breadth of its membership across the full continuum of nonprofit providers of aging services, as well as its efforts in building coalitions of stakeholders with diverse perspectives and forging policy approaches with broad appeal.

LeadingAge Priorities Reflected in House HUD Funding Bill
On June 22, the House Committee on Appropriations released text of its fiscal year 2023 HUD appropriations bill, which the Transportation-Housing and Urban Development Subcommittee will consider on June 23. The bill would increase funding the Section 202 Supportive Housing for the Elderly account, compared to FY22-enacted funding, by more than 16%, from $1.033 billion to $1.2 billion. Within the bill’s Section 202 account, the bill appears to provide close to $290 million for capital advances and operating subsidies for new Section 202 homes, compared to the $199 million provided in the final FY22 bill and the $100 million requested by the White House. LeadingAge and dozens of Representatives, Senators, and stakeholders have urged appropriators to provide $600 million for new Section 202 homes in FY23. House appropriators estimate the bill would fund about 3,500 new Section 202 homes. The bill would also provide $31 million to support budget-based rent increases at Section 8 project-based rental assistance properties serving the older adults to cover the cost of a Service Coordinator to help residents stay healthy and age in community and $6 million to support successful 202/PRAC conversions in the Rental Assistance Demonstration.
