SCHOOL DISTRICTS FACE FUNDING SHORTFALLS
Politicians like to court voters by promising lower taxes. The Illinois Property Tax Extension Limitation Law (PTELL) – which took effect in DuPage County in 1991 – limits the growth of a taxing district’s property tax levy to 5% or the rate of inflation, whichever is lower. The taxing body may choose to levy up to the PTELL limit or levy less, but never more. The financial distress of the state of Illinois has been pushed down to municipalities and school districts which used to get more state funding. Upgrades have been postponed for too many years.
Center Cass School District 66 (CCSD66) was able to use Federal COVID Relief Grants to pay for staff positions, but that is a limited resource. This school district has no remaining cash reserves and has been using the next year’s money from real estate taxes to pay current year May and June bills. There will be a referendum on the June ballot which would raise real estate taxes by $334 on a $200,000 home. The district desperately needs for this referendum to pass. Click here for more details.
Downers Grove School District 58 has eleven elementary schools and two middle schools. The school buildings range in age from 53 to 94 years. Many rely on unit ventilators and heaters from the 1950’s. Many of the HVAC units are obsolete since replacement parts are no longer being made. There will likely be a bond referendum on the November ballot to enable the district to address overdue needs. More details are available here.
